Upon selection, the awardee must provide performance and payment bonds at 100% of the contract award amount. Bidders were required to be registered with the Oregon Construction Contractors Board and comply with Oregon prevailing wage requirements. Bidders had to disclose first-tier subcontractors with contracts valued at 5% of the total bid or $15,000 (whichever is greater), or $350,000 regardless of percentage, with such lists due by 4:00 p.m. PST on July 14, 2026. Liquidated damages of $500 per calendar day apply for delays beyond the completion date. EWEB applies Oregon preference for goods and services manufactured or produced in Oregon when price, fitness, availability, and quality are equal.
