About this file
This Addendum #2 is a Questions and Answers document issued by the Eugene Water & Electric Board (EWEB) for ITB 26-108-PW concerning the rebuild and reinstallation of Hayden Bridge Raw Water Intake Pump & Motor #1. The addendum clarifies critical specifications and removes conflicting requirements from the original bidding documents. Key modifications include the removal of roofing contractor qualifications and Section 11306 (Vertical Hollow Shaft Motor supply), clarification that only level 2 rebuild line items from the bid form are required, confirmation that Reed Electric in Portland, Oregon is an approved equal repair shop, and specification that OTS Wire & Insulation will perform pre-removal vibration readings and startup testing as coordinated by EWEB rather than as a bidder cost. The addendum confirms that overhead power lines on site are 12.5kV owned by Lane Electric, requiring contractors and crane companies to adhere to OSHA 1926.1408(a)(2) standards. The bid submission deadline is 2:00 p.m. Pacific Time on Tuesday, July 14, 2026, with subcontractors lists due by 4:00 p.m. PST on the same date. This addendum constitutes a material change requiring bidder acknowledgment via signature and return with the bid response or by circling the addendum number on the bid form.
The addendum does not contain pricing information, set-asides, or funding details. It serves primarily to clarify technical specifications and resolve ambiguities in the original solicitation documents regarding work scope, approved vendors, testing responsibilities, and compliance requirements. Bidders are advised that the original BOM, sectional drawings, and equipment weights from the original lift are not available for reference.

ADDENDUM #2
EWEB Hayden Bridge Raw Water Intake Pump & Motor #1 Rebuild & Reinstallation
ITB 26-108-PW
This addendum modifies the bidding document(s) for work only to the extent indicated herein. All other areas not specifically mentioned or affected by this addendum shall remain in full force. This addendum shall be added as a part of the original bidding document and shall become part of the work required.
QUESTIONS & ANSWERS:
Q: A roofing contractor is stipulated. Is there additional work on the roof or skylight that is anticipated? If so, what would that be?
A: Remove Sub-Contractor qualifications as shown on pages 3 and 22.
Q: Is Reed Electric in Portland, Oregon an EWEB approved repair shop?
A: Reed Electric in Portland, Oregon is an approved equal.
Q: Will OTS be part of the pre-removal baseline vibration readings? If so, will that be paid directly by EWEB or should it be part of the bid? Also, the same for startup testing.
A: EWEB would like OTS to be part of the pre-removal vibration reading. Update Specification Section 01010, Summary of Work, 1.01 GENERAL, B. Work provided by EWEB:
• “Coordinating dynamic balancing and providing vibration testing results, for all required vibration readings, as performed by OTS Wire & Insulation.”
Q: Will Non-Destructive Examination (NDE) be required for any parts? If so, which parts does this apply to and what method of examination will be required for them?
A: In general, specialized NDE testing methods are not anticipated for the inspection and completion of the condition found report. Only the requirements listed withing specification section 11305.
Q: The spec calls out for a new motor, but also references a motor rebuild. Which is it?
A: Remove SECTION 11306 VERTICAL HOLLOW SHAFT MOTOR, as this was for a previous solicitation. Only the rebuild requirements listed on the bid form (Section 00400) and in specification section 11305 are required.
Q: There was a question about the power lines being close to the crane lift. Based on the voltage we could have concerns if the crane is within 10ft or 25ft. Do you know the voltage. Will the line be taken out of service during the pick?
Rev 4-21-20
A: The overhead power lines on the site are 12.5kV and owned by Lane Electric. It is the responsibility of the Contractor and the crane company to adhere to OSHA 19.26.1408(a)(2).
Q: Is this considered a major level 2 rebuild?
A: Only those line items from the bid form (Section 00400) would be considered a level 2 rebuild. Completion of those line items will depend on the condition found report.
Q: Do you have the weights of the motor and pump from the original lift?
A: The weights from the original lift are not available.
Q: Do you have the original BOM and sectional?
A: The original BOM and sectional are not available.
Q: There is a section 11306 for supply of a 600HP motor in the bid specifications. Footer info dates it March 2024, WO# 2302821. Can you confirm this is intended?
A: Remove SECTION 11306 VERTICAL HOLLOW SHAFT MOTOR, as this was for a previous solicitation.
