About this file

This memorandum is from the Leisure Services Department of the City of Altamonte Springs, Florida, evaluating submittals for Invitation to Bid ITB-25-004-GR for annual pool chemicals. The solicitation seeks to procure pool chemicals to be delivered to Westmonte Park, with two vendors identified as the lowest responsible and qualified bidders: Electro-Mechanic Industries, Inc. (DBA Vermana) and Commercial Energy Specialists, LLC (AKACES). The primary contract awards are divided between the two vendors, with Vermana awarded items 1, 2, 4, 7, and 9, and CES awarded items 3, 5, 6, 8, and 10.

The total bid amounts are $36,541.28 for Vermana and $60,015.80 for CES. The City has established a secondary award structure allowing flexibility to order from the alternate vendor if a specific item is unavailable. Additionally, the contract includes provisions for reassigning items if significant price increases occur during contract renewals. For item 11 (Balance of Items), the department will solicit quotes from both vendors and award to the lowest bidder. Finance/Accounting has confirmed that funding is available for the project, and no budget adjustments are required.

The Leisure Services Department evaluated the submittals received for the above solicitation to determine if they are in conformance with the technical specifications. After reviewing the submittals and speaking with the vendors to determine if they understand the technical specifications, two vendors Electro-Mechanic Industries, Inc DBA Vermana and Commercial Energy Specialists. LLC AKA CES are the lowest responsible and qualified vendors, with their respective submittal amounts of $36,541.28 and $60,015.80.

The Leisure Services Department proposes the following contract awards:

**Primary Award:**

- Vermana will be awarded items 1, 2, 4, 7, and 9.

- CES will be awarded items 3, 5, 6, 8, and 10.

**Secondary Award:** The City reserves the right to order items from the alternate vendor if a specific item is unavailable.

Throughout the duration of the contract, if a bid item awarded to one vendor experiences a significant price increase during contract renewals, that item will be reassigned to the other vendor with the lower price.

Regarding item 11 (Balance of Items), the department will request quotes from both vendors, and the purchase will be awarded to the vendor with the lowest quote.

We have verified with Finance/Accounting that funding is available and no budget adjustments are required for this project.
