ITB 23-042 – Addendum #1

SALEM AREA MASS TRANSIT DISTRICT

INVITATION TO BID

ITB 23-042

FACILITIES CAMERA PROJECT

ADDENDUM #1

Salem Area Mass Transit District is providing information and making changes / additions / modifications / revisions as an Addendum to ITB 23-042.

The following changes, clarifications and SAMTD responses to questions posed to date are hereby provided to all Bidders:

1. Question: There is a subsection of the bid document asking for bidders to produce 2-years of tax statements. As an immerging small business, this is a request for personal taxes. Is this a firm requirement?

Response: If the Bidder is a public company, SAMTD is looking for the same documents required for its corporate reports that include, but not limited to, a Balance Sheet, Income Statement(s), and other related information. If the Bidder is a private company, SAMTD is looking for information that would allow us to make a financial determination on ability to perform a resultant contract. Internal profit and loss statements, Income Statements, Balance Sheet, Letters of Credit, bank references, and/or tax returns, etc. are acceptable documents. Information marked confidential will not be shared outside of SAMTD to the extent law permits. SAMTD is looking for Bidder’s ability to successfully perform without adverse effect during the life of the contract. This is considered a required element of the solicitation.

2. Question: Which Camera in the parking garage belongs to the county and which is CH2?

Response: An error was stated during the site walk through. All three (3) camera locations viewed during the site visit after the Pre-Bid Conference on 10/2/23 are part of the SAMTD facilities camera system. The physically larger camera is an obsolete license plate camera, which was replaced by the smaller camera. There is currently one network connection at this location.

3. Question: Will the current cameras at KTC need rewiring?

Response: Please see updated Exhibit D-1, which outlines the cabling requirements at the KTC. Exhibit “D-1” replaces Exhibit “D” in its entirety.

4. Question: For the KTC location, please confirm the low voltage on the poles that do not have current cameras.

Response: There is low voltage pathway to these four (4) light poles, but there is no power for cameras.

5. Question: When the currently installed cameras are lowered on the metal poles at the KTC location, will the contractor be responsible for the "welding" or "patching" of the area the cameras are moved from?

Response: Yes. Bidders please use industry accepted practice/standards for plugging and/or covering the opening and for finishing. The area shall be weather tight, as to not allow water intrusion.

6. Question: Regarding the Del Webb location, does all the wiring need to be in conduit?

Response: There is conduit available in the fuel island. The new exterior location at the fuel island to be in conduit. (See map I) For all other areas, conduit is not specified. Please follow industry standards and NEC code.

7. Question: Who is going to provide Wi-Fi for the bus yard?

Response: SAMTD will provide the Wi-Fi.

8. Question: Is the project to be paid at the end after acceptance or are progress payments to be made for material purchases, etc.

Response: SAMTD has the ability to make progress payments on this project that are tied to specific milestones, and/or equipment purchases by the supplier. If a bidder wants this to be considered, then the bidder will need to identify that in the bid response. SAMTD will not pay in advance for materials that have not been delivered or services that have not been performed.

9. Question: Will there be an opportunity for another tour, other than at the Pre-Bid Conference and tour?

Response: Yes, there may be other opportunities for a facility tour. Please see solicitation instructions Part 1, Section 3, Item 16 “Site Visitation & Viewing” for instructions on additional walkthroughs.

10. Question: Will additional maps be provided”

Response: All maps were included in the solicitation and solicitation attachments. They can be obtained and downloaded through the OregonBuys solicitation advertisement.

11. Question: Are all of your existing cameras live and active, and streaming?

Response: Not all cameras are, but most are.

12. Question: Regarding the infrastructure, will SAMTD be providing the switches?

Response: Yes, SAMTD will provide the switches and there are sufficient network ports available.

13. Question: Does SAMTD have switches that are PoE ++ capable to support the multi-sensor cameras?

Response: SAMTD switches are not PoE ++. They are PoE+. The Successful bidder shall provide PoE injectors to support these six (6) camera locations. Bidders should include this consideration in their bid pricing.

14. Question: Is the network in VLan?

Response: No, the network is configured properly to support the camera system. If any adjustments are needed to support the installed system, SAMTD will be responsible for that work.

15. Question: Are there open ports at the CH2 and DTC locations?

Response: Yes

16. Question: Can the bidders provide a substitute or alternate product? What does the process look like?

Response: SAMTD is not specifying a brand, however we have designed a cloud based system for Verkada “or equivalent”. IF a bidder responds with a proposed equivalent, please identify it as such. If the specs don’t match what we have requested, please identify that in your bid with a statement of how it meets minimum specifications called out in the solicitation.

17. Question: Will there be an opportunity to demonstrate software?

Response: The evaluation criteria in the solicitation does not allow for interviews or demonstrations. There is no intent to conduct interviews or entertain demonstrations. Please provide all applicable materials and documentation in your bid responses.

18. Question: Is SAMTD targeting Verkada full specifications, or similar products with minimum qualifications met that may save money with slightly lower specifications?

Response: SAMTD has identified the specifications and minimum qualifications that are acceptable in the solicitation. SAMTD is not interested in lowering specifications or qualifications.

19. Question: Regarding the system support for years 2-7, if the options from Verkada come in terms of 1, 3, and 5 year increments, how does SAMTD want the bidders to respond?

Response: Bidders should respond with the options that would be most advantageous to

SAMTD that meets the 7 year requirements.

20. Question: How does SAMTD want to address a 10-year camera warranty if the contract is only for 7 years?

Response: If a 10-year warranty is provided by the manufacturer, the equipment warranty can last past the contract term for service.

21. Question: Did SAMTD investigate other products or go through testing prior to designing a Verkada solution?

Response: SAMTD performed evaluations and testing over a multi-year period that included a trial with Verkada and Meraki solutions.

22. Question: Does this scope of work integrate access control?

Response: SAMTD does not intend to integrate the camera system with the access control system at this time. SAMTD has a Lenel system that we are utilizing for access control.

23. Question: What is the amount of storage SAMTD is looking for with the cameras?

Response: SAMTD is specifying a minimum 30 day storage capacity.

24. Question: Does SAMTD have an established budget for this project that can be shared?

Response: SAMTD does have an approved budget for this project. SAMTD does not publish internal budgetary figures on competitive solicitations in order to preserve the competitive environment of the solicitation.

25. Question: The bid appears to be a lump sum bid. Does SAMTD want different information developed for different pricing to anticipate changes?

Response: SAMTD does not clearly understand this question. The Exhibit 13 Bid Price Form has different models and quantities identified.

26. Question: This solicitation is for a 7 year contract. Do you want bidders to submit pricing and service plans for support and maintenance past the 7 year period?

Response: Please bid on the specifications and the term identified in the solicitation documents and instructions. Any additional services that are outside of the term of the contract will be obtained through a separate solicitation.

27. Question: Where is the MDF / IDF located at the downtown facility?

Response: CH2 data closets are located on the 1st and 5th floors of the Courthouse Square building.

28. Question: Are there conduit pathways already established?

Response: Yes, at most locations. The CH2 building has pathways. The DTC, exterior locations on the transit center, does have some conduit, but additional conduit may be needed for new locations. At KTC, conduit is available at current and new locations. For Del Webb, there is conduit available in the fuel island. The new exterior location at the fuel island to be in conduit. (See map I) For all other areas, conduit is not specified. Please follow industry standards and NEC code.

29. Question: Do all cables need to be replaced?

Response: No, we will utilize existing, except for damaged cables or cables not rated for the location and use they are in. Please see updated Exhibit D-1. Exhibit “D-1” replaces Exhibit “D” in its entirety.

30. Question: Where does SAMTD want the cameras mounted at the CH2 transit site?

Response: This question is general in nature; however, there are a variety of camera locations with varying circumstances. This question will be resolved with the successful bidder during the planning process as each location is discussed. The practice used for existing camera locations will be similar to the new locations.

31. Question: The solicitations example lists “coax” as “need to replace”, but not all replacements have that distinction to determine. (i.e. Camera 3 needs to be replaced + add one camera; coax indicated) How does the contractor know what cables to replace?

Response: Please refer to updated Exhibit D-1. Exhibit “D-1” replaces Exhibit “D” in its entirety.

32. Question: Can a photo be provided showing the insides of the small metal enclosures located above the existing cameras in the Bus Mall areas?

Response: Yes, please see photo immediately following this addendum.

33. Question: Can a secondary formal site walk be provided? (the low voltage subcontractor we were hoping to partner with could not make the pre-bid due to being out of town)

Response: Yes, there may be other opportunities for a facility tour. Please see solicitation instructions Part 1, Section 3, Item 16 “Site Visitation & Viewing” for instructions on additional walkthroughs.

34. Question: Based on the scope / nature of this project would SAMTD be willing to extend the bid close date by 2 weeks?

Response: The Bid Close Date for this solicitation has been extended to November 3rd, at 4:00 PM Pacific Time.

35. Question: Are the use of passive IoT devices (ethernet extenders, multiplexers, etc.) to leverage / extend existing infrastructure acceptable for use in this project?

Response: Yes, but each instance will need to be approved in advance by SAMTD.

36. Question: Will point to point wiring details and riser diagrams be required with the as-built drawings?

Response: Yes, SAMTD requires as-built drawings that include the level of detail necessary to support future system and infrastructure needs.

37. Question: On Map C, camera location near parking space 1, are you wanting two or three cameras installed?

Response: Three (3) cameras are needed. Please refer to the Camera list identified on Map C of Exhibit E.

38. Question: At KTC is there conduit out to the median area that can be used?

Response: Yes, please see SAMTD response to Question 4.

39. Question: At KTC Is there network cable at the pole locations that do not currently have cameras?

Response: No

40. Question: At KTC pole locations currently with a camera, is there a spare cable that can be used for locations with two cameras?

Response: No

41. Question: Please describe the pathways/conduits that are available for our use out to the DTC Bays camera locations.

Response: Each camera location is unique. Existing cameras do not require any changes.

New locations may have pathways/conduit available; however, bidders should anticipate adding conduit as needed for some, if not all, new locations.

42. Question: Can SAMTD confirm that if there are any existing cables that need to be replaced it will be noted in Exhibit D?

Response: Exhibit D has been updated. Please refer to updated Exhibit D-1. Exhibit “D-1” replaces Exhibit “D” in its entirety.

43. Question: Can SAMTD provide the rate and zone that this project would fall under for Davis Bacon requirements?

Response: The rates may be obtained by going to all of the following:

44. Question: Who is going to be responsible for programing the camera settings? Will SAMTD do it or will the winning bidder?

Response: SAMTD will program the camera settings.

45. Question: Does SAMTD want static IP for the cameras or DHCP?

Response: SAMTD will not require this from the successful bidder.

46. Question: Who will be responsible for providing the high voltage connection at the light posts at Del Web?

Response: The successful bidder.

47. Question: Should Bidders include or exclude paint, and patching?

Response: Include this in your bid pricing, although SAMTD does not anticipate much patching or painting related to this project. The patching of poles requirement at KTC is provided in Question 5.

48. Question: Who is providing switches?

Response: SAMTD will provide switches.

49. Question: Will work be done during normal business hours or are there extended hours and weekends available?

Response: Yes, SAMTD expects work to be done during normal business hours. SAMTD would consider extended hours for any portion of the work that cannot be completed during normal business hours.

NOTE: SAMTD discovered that some updates to wiring were already in place at the KTC location. The KTC camera infrastructure may still include a maximum of five (5) indoor rated cables. Any cabling that is NOT outdoor rated must be replaced with Cat6 Outdoor Rated cable as part of this project. The exact camera locations are unknown, but each cable will not exceed 300 feet in length. This information will be confirmed during the planning phase of the project with the successful bidder. Please provide for this consideration in your bid pricing.
