About this file

Addendum 2 is issued by AVCON, Inc. for the Melbourne Orlando International Airport (MLB) regarding the Taxiway A Rehabilitation – Phase 2 project (ITB 2025-0416-0-2025/SWV). The addendum updates the bid due date to 2:00 P.M., EST, on Tuesday, May 27, 2025, and the last day for questions to 2:00 P.M., EST, on Friday, May 16, 2025. The document includes responses to seven contractor questions addressing technical specifications, including clarifications on interlayer fabric installation, tack coat application, structure ratings, runway light management, and compaction requirements. The engineer's estimate for all five bid schedules is $30 Million, with the airport reserving the right to award in any combination of bid schedules.

The addendum modifies several technical specifications, notably removing a sentence from Specification P-341, Section 341-2.4 regarding interlayer fabric placement and providing detailed guidance on fabric installation. The document clarifies that a 5-foot wide interlayer fabric will be used for asphalt widening at the edge of existing pavement limits to prevent cracking. An attached plan holders list includes 56 potential contractors and suppliers, representing a diverse range of construction, engineering, and support services companies. The addendum emphasizes contractor responsibilities for specific technical implementations, such as managing runway lights during night work and establishing compaction methods, with no additional payment for overbuilding to achieve necessary compaction.

Questions

1. What is the engineers estimate?

Response: The engineer’s estimate for all 5 bid schedules combined is $30 Million. The Airport reserves the right to award in any sole or combination of single or multiple bid schedules.

2. Could you share the Plan Holders List for Melbourne please?

Response: See attached.

3. Tack Application/Asphalt – Specification P-341-3.7 states the tack for the interlayer fabric is to be a polymer-modified tack. A polymer asphalt product must be heated at all times through the system. Essentially this means the spray wands used to apply polymer-modified tack must have a heat source. Although it is common in Florida to have heated application trucks, it is not common for those trucks to have heated spray wands and nozzles.

Our suppliers do not have a Polmer-based tack product. Can the interlayer fabric be applied with a traditional tack coat, like called for in specification P-603, or other product commercially available in the state?

We are not able to locate an acceptable application truck anywhere in the state, as trucks with heated spray wands and nozzles are typically only in areas where cold weather is a concern.

Response: Glaspave 25 shall be installed per manufacturer’s recommendations. Hot applied traditional tack coat (and application equipment) is acceptable.

4. Interlayer Fabric/Location/Qty – We are unable to determine from the drawings where the interlayer fabric is being installed. Part 341-2.4, 4th sentence states, “The material shall be placed as a complete interlayer on the entire width of the new asphalt overlay on the existing taxiway pavement.” If this is the case shouldn’t the bid form quantity for interlayer fabric match that of the milling quantity? The bid form for milling is in Square Yards and the fabric is in Square Feet. If both line items were in square yards, the quantities become closer to making sense but would still not match.

Please clarify the location of fabric installation and update quantities appropriately.

Response: “Section 341-2.4 “The material shall be placed as a complete interlayer on the entire width of the new asphalt overlay on the existing taxiway pavement.” is removed from the specifications.

Please see sheet C251, Detail #3. 5ft wide interlayer fabric will be used for asphalt widening only at the edge of the existing pavement limits to prevent cracking. Quantity is measured by multiplying 5ft by perimeter of the existing edge of the asphalt pavement since widening or shoulder construction will be required.

5. The plans/bid form indicate to use A.C rated structures, this may be an issue for ST 8,9,10,11 as there will not be enough room for an invert as well as creating a problem with pipe clearance. How should this be handled?

Response: All structures have minimum of 12” spacing between the top of the culvert and the lid or grate elevation. Aircraft wheel loading rate will be adjusted accordingly for the manufacturer.

6. Base Quantity Bid Item – Will the Airport be turning the Runway lights off at night during Runway closure?

Response: It is the contractor’s responsibility to turn off the lights before the night work begins (after runway closure) and turn on the lights in the morning (before the runway opening).

7. Compaction Layout / Bid Schedule – We need at minimum four (4) feet for our compaction equipment. Per the PG&D asphalt/base layout, the base tapers to a point. Please advise if quantities can be adjusted on Bid Schedule to accommodate for the needed compaction.

Response: It is the contractor’s responsibility to establish means and methods for compaction at the tapers. No additional payment will be made for overbuilding to achieve necessary compaction.

All other terms and conditions remain unchanged.
