About this file

This document is Addendum #2 for Invitation to Bid (ITB) 2024-011 for the Water Main Extension - Phase 5 project issued by Clarendon County Procurement in South Carolina. The addendum, dated March 21, 2025, provides clarifications and answers to bidder questions regarding the water main installation project. Key details include a deadline to submit bids of 2:00 pm EST on Friday, March 28, 2025, with submissions to be made to Jeffrey A. Hyde, Procurement Director, at 3 South Church Street in Manning, SC. The addendum addresses technical questions about the project, including clarifications on control points, surveying responsibilities, material manufacturing requirements, and documentation submission guidelines.

The addendum includes several important clarifications for potential bidders, such as confirming that all water service materials should be manufactured in the USA, and that the qualifications statement can be furnished within seven days if requested. The document also confirms that the pre-bid meeting held on 03/12/2025 was not mandatory, and provides a detail drawing for the Pressure Reducing Station. Additional federal compliance documents are attached, including certifications regarding debarment, lobbying activities, and equal opportunity requirements, which are standard for federally-assisted projects. The project appears to be funded through or in conjunction with USDA rural development programs, as evidenced by the various federal forms included in the addendum.
