About this file

This document is an amendment to a Request for Proposals (RFP) for a contract to renovate the C0 Service Building at the Fermi National Accelerator Laboratory. The scope of work includes replacing exterior doors and windows, re-epoxying the concrete flooring, and painting walls in the hallway and two rooms. The project has a 1-year term, but the actual completion time will depend on the contractor's performance. The agency does not provide a cost estimate or budget, and the start and completion dates will be finalized upon award. Bidders must include a bid guarantee/bond with their proposals. The agency will provide the site for the work, and Fermilab will be responsible for moving equipment and furniture to allow the renovations. The contractor will be responsible for demolition work, painting conduits, and other specified tasks. Questions and answers address various details about the scope, requirements, and procedures for the project.

AMENDMENT 02 to RFP ISD_362164_DA

Responses to Prospective Offerors’ Questions

Question 1: I see that the project is listed for a term of 1 year? Looking at the scope of work it does not seem like it would take 1 year, is there additional information that you can send me?

Response 1: That is just the project “window” setup by the PM/CC. The work will be completed in however long it takes the contractor to perform it.

Question 2: Do you also have pictures and dimensions of the rooms, windows, doors, and floors?

Response 2: We do not have dimensions to provide. Pictures are to be taken at the site visit.

Question 3: Is the floor epoxy already or do I need to remove the previous epoxy to apply more?

Response 3: Subcontractor will be removing some existing laminate tile, sanding/prepping that floor for Epoxy.

Question 4: Are the floors leveled?

Response 4: This should not be a concern as the epoxy is just a roll on.

Question 5: Is there a cost estimate, budget or ballpark figure for the project listed?

Response 5: A cost estimate/budget will not be provided.

Question 6: Is there an actual start date for the project?

Response 6: The start and completion date will be finalized upon award.

Question 7: If you do not present a bid guaranteed check or money order with your proposal, will it disqualify you from the process?

Response 7: Correct – bidders must include a bid guarantee/bond with their proposal.

Question 8: Are there any floor plans that I can base the measurements on?

Response 8: No.

Question 9: Is there a specific product we should use for this project?

Response 9: Benjamin Moore - Corotech COMMAND was used on the hallway and large room recently.

Question 10: Can you send pictures of existing doors, windows and epoxy flooring, bathroom, rooms, and hallways?

Response 10: Pictures are to be taken at the site visit.

Question 11: Is there a particular model door and window you prefer to have installed? (size, dimension, fixed, opened, etc.)

Response 11: No, but it must be Energy Star Certified. Doors to have thermal break and the windows are to have a Low E Coating.

Question 12: Could you please send pictures of the epoxy flooring? This will greatly help us understand the condition and process to re-epoxy it.

Response 12: Yes – see attached.

Question 13: How much sheetrock patch work is required?

Response 13: The walls are concrete block. Not a TON of patching, but there is some.

Question 14: Will furniture need to be moved prior to remodel? If so, is this on the contractor to move and store furniture?

Response 14: No, the rooms will be ready for work.

Question 15: Do you have a picture of the "large sink"?

Response 15: No.

Question 16: Will the subcontractor be responsible for painting electrical conduits (some of which are not currently painted)?

Response 16: Yes, subcontractor is to paint the aluminum conduits. DO NOT paint the copper lines.

Question 17: The two doors on the south side of the building differ from one another. Will the subcontractor be responsible for replacing with doors that match the existing doors, or should the replacement doors match each other?

Response 17: The replacement doors can match each other.

Question 18: In the two rooms within the building to be renovated/painted, should the doors be repainted on the side within the room, or re-paint both sides of such doors?

Response 18: Both sides of such doors should be painted.

Question 19: There are items attached to the doors (e.g., security camera) to be replaced. Will FRA be responsible for removing such items or will the subcontractor be responsible for removal and re-installation?

Response 19: The subcontractor will be responsible for demolition work needed to complete the required renovations.

Question 20: Will the subcontractor be responsible for moving items away from the walls (such as lockers in the hallway) to allow for painting?

Response 20: FRA will be responsible for moving items to allow room for the required renovation work.

Question 21: Will the subcontractor be responsible for painting ceilings as well as the walls?

Response 21: The subcontractor is only responsible for painting the walls.

Question 22: Can you clarify the scope of work for the new large sink? What will the subcontractor be responsible for in terms of the current sink?

Response 22: The sink is a new install. The drain and water lines will need to be ran through two (2) walls into the bathroom.

Question 23: Will Fermilab require all interior doors and frames to be painted?

Response 23: Yes

Question 24: Will Fermilab require the contractor to carry costs for removal and replacement of electrical outlets and data attached to demoed window frames?

Response 25: Yes

Response 26: No

Question 27: Will Fermilab require the overhead structural steel to be painted?

Response 27: No

Question 28: What type of panels are required for the lower portion of the new windows. Glass, metal or FRP?

Response 28: Panels should match what was/is there.

Response 29: Aluminum - Yes. Copper - No

Question 30: What are the requirements for the epoxy coatings?

Response 30: Scrape/Remove existing vinyl tile, sand/prep floor for epoxy and roll on the coating.

Question 31: Number 1 & 2 of the SOW request doors to be Energy Star with a thermal break. We are not able to build a transom frame as thermal break at this time. There is an option; we could build all the outside jamb pieces as thermal break, but we would not be able to build the mullion with thermal break. How should we proceed?

Response 31: The outside jamb can be treated as much; if the mullion cannot be done then so be it.

Question 32: What is the anticipated start and completion date for this project?

Response 32: The start and completion date will be finalized upon award.

Question 33: Can the superintendent be SSHO and QCM?

Response 33: Yes.

Question 34: Can you please provide clarification on the wall painting scope. The state of work (Exhibit A) mentioned the need to “patch & paint walls in the hallway and two rooms.” However, there are no precise dimensions or square footage provided. To assure congruency between bidders in the bidding process could you provide a quantification or floor plan for this purpose?

Response 34: We do not have a floor plan at this time.

Question 35: Regarding training, in addition to the mandatory General Employee Radiological Training (GERT), are any other training programs, such as Radiological Worker Training, Oxygen Deficiency Hazard (ODH) Training, or LOTO-II, required for subcontractors working on this project? If so, which specific training programs apply to this project?

Response 35: The subcontractor will go through subcontractor boot camp and GERT training the first day the work starts. No other trainings at the lab will be required.

Question 36: Regarding the timing of training, must all required training (including GERT and any additional courses) be completed and current at the time of the bid submission, or can this training be completed after award but prior to the commencement of work on-site?

Response 36: Training is done the first morning work commences.
