About this file

This file is a Questions and Answers document for the Inventory Management Software solicitation (W911QY-26-R-A024) issued by the Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground for the DEVCOM Soldier Center in Natick, Massachusetts.

The Government seeks an inventory management software solution to replace legacy systems and support three warehouse locations with approximately 100,000 SKUs, serving a maximum of 10 end users. The solution must be on-premises only with no cloud dependency, operate as a standalone system with no integration to other government systems, and support receiving, put-away, manufacturing, assembly, kitting, inventory adjustments, picking, cycle counts, and traceability functions including lot tracking, serial number tracking, and batch tracking. The system must use Windows Authentication with Common Access Card authorization, operate on Microsoft Windows Server 2019, Microsoft SQL Server 2019 Enterprise Edition, and Microsoft IIS, and comply with DISA STIG requirements. Implementation must be completed within 15 weeks, including data migration from legacy systems via CSV import, user acceptance testing, training for up to 10 users, and go-live support. The Government will award based on Lowest Price Technically Acceptable (LPTA) criteria, with the Project Team evaluating technical factors against the Purchase Description and IT Questionnaire while the Contract Team evaluates pricing separately. The contract includes a 12-month base year and four 12-month option periods, with option years covering software support and maintenance only. Vendors must provide barcode scanner compatibility (USB-connected, 2D and QR code capable), integration with standard government label printers and 5160 labels, and business-hours-only customer support. Wireless scanning, RFID, custom development assurances, and post-UAT consulting or training are not required. All travel, lodging, and per diem costs for on-site implementation and training must be included in firm-fixed-price quotes submitted via email in Excel, Word, or PDF format with 1-inch margins and 12-point Times New Roman font. The acquisition is unrestricted, open to all small businesses, and no maximum page count applies to submissions.

Q: Can the Government confirm the cutoff for submitting questions, and confirm that responses will be issued by amendment before the due date?

A: A new solicitation has been posted.

Q: Are you looking for an off-The-Shelf solution or a custom software solution?

A: Either would work as long as they meet the Government’s requirements.

Q: Is there any incumbent/recompete or this is a brand-new project?

A: It is a brand-new project

Q: Would this be one self-contained instance, or would this deployed in thousands of warehouses? Would such separate instances need to interoperate? Would one instance handle thousands of warehouses?

A: Scope restricted to this center.

Q: Same sense of scale, but in terms of users, items, actions, etc. Dozens of users and thousands of items, or thousands of users and billions of items?

A: Requirement is localized to a single isolated team at DEVCOM Solider Center. 10 end-users would be the max at this time. Max of 100,000 items predicted

Q: Usage scenario when software is fully operational?

A: There are three storage areas/warehouses for a single team at DEVCOM Soldier Center.

Q: What evaluation criteria will be used to assess quotations?

A: The questionnaire will assist the Project Team and the IT Team with their evaluations.

Q: Will award be based on Lowest Price Technically Acceptable (LPTA), Best Value Tradeoff, or another evaluation approach?

A: Yes, LPTA

Q: Are technical and price factors weighed equally, or is one factor considered more important than the other?

A: Project Team will only see the technical factors. The Contract Team will redact the quotes before sending them for evaluation.
