About this file

The document is an Intent to Award letter from the Oregon Parks and Recreation Department (OPRD) to Standard Commercial Construction, Inc. for ITB #11658, the Thompson's Mills Tailrace Support Column Replacement Project. The project involves specialized structural repair at the Thompson's Mills State Heritage Site, focusing on replacing critical support columns, creating three new concrete footings through hand excavation, and performing carpentry and minor steel fabrication work. The bid was due on April 15, 2025, with a mandatory pre-bid conference held on April 3, 2025, and substantial completion targeted for May 31, 2025, with a final completion date of June 19, 2025.

The intent to award is contingent upon Standard Commercial Construction submitting required documentation, including insurance certificates, performance and payment bonds totaling $170,604.00, and a First Tier Subcontractor Disclosure Form. The procurement process emphasized diverse business participation, including minority-owned, women-owned, emerging small, and veteran-owned enterprises. Bidders were required to be registered with the Oregon Construction Contractors Board and demonstrate experience with historic preservation, specifically with at least three projects completed on National Register of Historic Places buildings within the past decade. The project will comply with Oregon Bureau of Labor and Industries (BOLI) prevailing wage rates for Linn County, with bid evaluation focusing on selecting the lowest responsive bidder with appropriate technical capabilities.
