About this file
Addendum 1 to Invitation to Bid (ITB) 11658, issued by the Oregon Parks and Recreation Department (OPRD), modifies the solicitation for the Thompson's Mills State Heritage Site Tailrace Support Column Replacement Project. The addendum provides clarifications and responses to bidder questions regarding site access, water management, public access during construction, archaeological considerations, and historic preservation qualifications. Key modifications include replacing the original Form A-1 with an updated version that emphasizes historic preservation contractor qualifications, with bidders required to demonstrate experience on at least three National Register of Historic Places projects completed within the last ten years. The procurement maintains the original bid closing date and time, with prospective bidders having until April 10, 2025, to submit written questions about the addendum.
The addendum highlights specific project constraints, including no heavy equipment access on the east side of the mill race, limited vehicle access, and the requirement for ground protection mats if soil compaction occurs. Contractors must prepare a work plan addressing staging areas, concrete delivery, and safety measures, with the understanding that the mill will remain partially accessible to the public. The project involves hand excavation in an archaeological site, with OPRD representative oversight. An concurrent electrical project will be occurring simultaneously, potentially impacting on-site electricity availability. Bidders are encouraged to leverage various historic preservation resources and certification programs to meet the specialized qualification requirements, with OPRD retaining discretion in evaluating alternative qualifications and experience.

CLARIFICATIONS AND RESPONSE(S) TO QUESTIONS
The following provides OPRD’s answers to questions received from potential Bidders. The information provided below is for clarification purposes only and does NOT constitute a change to the solicitation documents or requirements.
1. QUESTION: What is going to happen with the water running through the mill race, and the river levels?
OPRD RESPONSE: It is assumed that the water at the mill head-gates will be turned off, or diverted away from the work area into the turbine channel. The water in the Calapooia River is subject to storm runoff and may fluctuate. The lowest levels of the calendar year are in August, but this project must be completed before that time. The assumption is that the water level will allow work to proceed.
2. QUESTION: What is the allowable access to the East side of the Mill Race?
OPRD RESPONSE: No heavy equipment is allowed on the East side of the mill race. A Dually pickup truck (Gross weight not to exceed 12,500 lbs) is generally acceptable for transport of tools and equipment through a gate on Boston-Mills Road, however even that may cause disturbance or compaction of soils. Ground protection mats may be required if compaction is observed from vehicle traffic. It is expected that concrete will be delivered via a line pump based on the West side of the mill race. Actual work plan, staging areas, clean-out area, etc. is provided by contractor and approved by Owner.
3. QUESTION: Will the mill be open to the public during work?
OPRD RESPONSE: Assume that the public will still have access to some interior areas of the mill, except for areas directly over the work area. The wing over the mill race can be closed from visitor access with coordination between contractor and Owner. Assume the public will have access to general areas of the grounds on the West side of the mill race during the project, and safety measures are by contractor. See specifications.
4. QUESTION: The areas along the retaining wall is to be dug by hand, but what if anything needs to be done with the spoils? What about Archaeology?
OPRD RESPONSE: The area is a known archaeological site but monitoring of hand-digging is not required. Owner representative will be on site during this work in the event of any inadvertent discovery. Spoils are to be managed by contractor, and assumed to use as backfill after concrete wall is poured. The assumption by Owner is that no work stoppage will occur for Archaeology.
5. QUESTION: Historic qualifications seem difficult to meet. What can we do to make sure we are considered a responsive bidder?
OPRD RESPONSE: If Bidder or Bidder’s firm doesn’t have the qualifications asked for in the ITB, or in the specifications, Bidder is able to contract with or hire personnel that meet those requirements. There is an extensive list of resources here: https://www.achp.gov/initiatives/traditional-trades-training/programs-resources, or https://ptn.org/, or https://www.apti.org/, or https://www.npi.org/ as well as more international resources in heritage conservation, materials conservation, heritage preservation, and more.
See Addenda item 1.
Also refer to ITB Attachment B, Technical Specifications for details on historic preservation experience requirements.
6. QUESTION: Is anything else happening at the mill during the time of this project?
OPRD RESPONSE: Yes. There is an electrical project occurring that involves mostly interior work away from the mill race. However, electricity may not be available at certain times and the contractor may need to provide their own source of electricity.
SPECIAL QUALIFICATIONS: COVER SHEET AND HISTORIC PRESERVATION CONTRACTOR / QUALIFIED INDIVIDUAL QUALIFYING WORK EXPERIENCE REFERENCE FORM – Addendum 1 Select One:
A qualified individual shall meet the professional qualifications for any position described in The Secretary of the Interior’s Professional Qualifications for Archaeology and Historic Preservation as posted in the Federal Register, Volume 48, No. 190, Thursday, September 29, 1983. Also acceptable are the proposed revisions to The Secretary of the Interior’s Historic Preservation Professional Qualification Standards as written in the Federal Register, Volume 62, No. 119, Friday, June 20, 1997. In addition to Archaeologist and Historic Architect, these apply to anyone considered a professional Architectural Historian, Historic Engineer, Historic Landscape Architect, Historic Preservationist, Historic Preservation Planner, or Historian.
In some circumstances other certifications or experience may qualify an individual under the Special Historic Qualifications requirement. There exists numerous Historic Trades certification programs, National Park Service Historic Preservation Trades Centers, Traditional Trades Advancement Programs, and Academic programs focused on Historic Preservation Technical Trades, where the equivalent duration of involvement or experience may meet the standard. This determination is made by the Owner. Submit qualifications criteria with Reference Forms.
