Instructions and Evaluation
Instructions to Quoters:
The provision at 52.212-1, Instructions to Offerors—Commercial Items is applicable to this procurement. The following are additional instructions tailored to this specific acquisition in accordance with
12.302. Quotes submitted in response to the RFQ shall be submitted in accordance with the instructions provided in this section. Quoters shall furnish quotes in electronic format only.
The Federal Bureau of Prisons (Bureau) is issuing a Request for Quote to establish a single award requirements type contract with firm fixed pricing.
Quoter’s shall complete and submit all requested information as outlined.
Questions pertaining to this RFQ must be submitted to the Contracting Officer (CO) via email (e2ingram@bop.gov) no later than January 30, 2024, by 12:00 PM ET. Questions will not be accepted by phone. Timely questions will be answered through an amendment and posted on Federal Business Opportunities.
Quotes are due no later than February 6, 2024, by 12:00 PM ET.
The Contracting Officer will confirm receipt when completed submissions have been received via email. Quoters should be aware that the Government email system can only receive documents up to 14 megabytes (MB). Therefore, emails with attachments must be less than 14MB. Multiple emails may be required to meet the size restrictions and should be identified in the subject line as such to ensure that all the emails were received.
Please provide the following solicitation documents:
A. Business Volume
i. SF 1449 Quoters shall complete in its entirely boxes: 17a, 30a, 30b, 30c, and Section 2-Commodity or Services Schedule.
Additionally, there are fillable clauses that must be completed.
B. Technical Volume:
i. Resumes of the proposed team. The resumes must demonstrate sufficient experience to meet the technical components as found in the Evaluation section.
ii. Narrative addressing: working knowledge regarding all standards published by the International Electrotechnical Commission (IEC) governing energized fence systems

C. Past Performance Questionnaire: It is the Quoter’s responsibility to provide the questionnaire to the contractors to complete. The company/entity completing the questionnaire should return it directly to the Contracting Officer.
Past performance information should include three (3)of the contractor’s most recent relevant contracts occurring during the past five years that are similar and relevant in nature to the services required in the Statement of Work. Contracts listed may include those entered into with the Federal Government, agencies of state and local government, and commercial entities. The Government may consider efforts performed by the Quoter for agencies of the federal, state, or local governments and commercial customers as potentially relevant to the Past Performance evaluation. References other than those identified by the Quoter may be contacted.
Evaluation Criteria:
The Government anticipates awarding to the lowest price, technically acceptable contractor.
The Government reserves the right to conduct discussions, but intends to make award on initial submissions.
The following technical components will be evaluated to determine expertise:
A. Each contractor shall have a minimum of 3 (three) years of experience maintaining non-lethal/lethal (or similar complexity) fence systems within the United States.
B. Each contractor must have a minimum of 5 (five) years of direct experience working on both Alternating Current (AC) and Direct Current (DC).
C. Each contractor shall have current Microsoft and Allen Bradley programming certification.
D. Each contractor shall have a minimum of 5 (five) years of experience in the repair, programming and maintenance of Allen Bradley Programmable Logic Controller (PLCs) and Panel View touch screens.
E. Each contractor must have experience with Occupational Safety and Health Administration (OSHA) rules and regulations regarding live electrical high voltage conductors and equipment.

F. Each contractor must have working knowledge regarding all standards published by the International Electrotechnical Commission (IEC) governing energized fence systems.
Past Performance:
Recent and relevant past performance will be evaluated under existing and prior contracts for similar services. The purpose of Past Performance is to determine the contractor’s responsibility. In accordance with FAR 9.104-1, the Government will use past performance to determine if a prospective contractor has the capability, tenacity, and perseverance to perform a contract.
Information utilized may be obtained from past performance questionnaires, other customers known to the Government or of whom it becomes aware, and any others who may have useful and relevant information (i.e. Past Performance Information Retrieval System (PPIRS), System for Award Management (SAM), Federal Awardee Performance & Integrity Information System (FAPIIS), and the internet).
Price:
The aggregate price (base and all options) will be used to determine that the price offered is fair and reasonable using the price analysis techniques found in FAR 15.404-1(b).
