Responses to Questions
Instruction and Evaluation Document
1. Due to the questions below, can the date for submission of the Quote be extended by two weeks and the date for submission of questions be extended by one week? On Monday February 5, 2024 I will extend the submission date until February 20, 2024. I will extend questions to February 13.
2. Please verify that only 3 of the Past Performance Questionnaires are to be provided.
Yes only 3 Past Performance Questionnaires are required.
Statement of Work Document
3. Section III A state’s nine systems were installed by DeTekion Security Systems, Inc. The correct quantity is ten.
This typo has been changed to Ten and the SOW can be resubmitted for review.
4. Section IV A & B. states that facilities are required to be visited for the initial system assessments. How are the costs for these assessments to be included on the bid document?
Section I, D. States that the initial assessment is used to identify what is needed for each Type of system and is completed at the offeror’s expense. There are two types of systems (Detekion and GDI). It is assumed that a review of the two types of systems would give the offeror the information needed to determine a proper bid for all 16 sites. Site visits are not required prior to the bid, but are recommended.
5. Section IV D states that “each of the seven (6) GDI sites” There were only 6 sites.
This is a typo and will be changed to 6 sites.
6. Section IV D states each GDI site should have a minimum of 2 energizers on site. Many sites only have 1 energize. Is the cost to provide the additional energizers to be included under Item 001 on the Schedule of Supplies or per a new Item?
Each GDI site should have a minimum of 2 spare energizers and should be included in item 001 of the schedule of supplies.
7. Section IV E (5) states that for emergency repairs the costs for travel and per diem are to be negotiated and approved by the Contracting Officer. As per the Schedule of Supplies Services for the Base Year. Item No. 0005 states a Unit Price for this Emergency Travel. Is the price per the Schedule of Services to be the price for this work?
Travel and per diem costs for emergency travel are to be negotiated prior to contract award.
8. Section IV E (5) states that for emergency repairs the costs for material and Labor are to be negotiated and approved by the Contracting Officer. As per the Schedule of Supplies Services for the Base Year, Item No. 0004 states a Unit Price for the Emergency repairs Material and Labor. Is the price per the Schedule of Services to be the price for this emergency repair work?
An itemized list of repair parts and labor must be included with the bid.
9. Section IV E6 states that Emergency spare parts removed from inventory are to be replaced by the contractor in 30 days. Are the costs of this replacement to be covered under the Schedule of Supplies and Services Item No. 0004 or does the contractor include these estimated costs under Item No. 0002?
The emergency spare parts that are used from inventory must be replaced within 30 days by the contractor. The cost to replace parts is to be absorbed by the contractor. The BOP pays for the parts as they are used on site via the itemized list.
10. In regards to Section VI Spare Parts are the Emergency Spare Parts as per Attachment A only in regards to the DeTekion Security Systems, Inc. sites or do they also apply to the GDI sites? Note that most of the items listed on Attachment A only apply to the DeTekion Security Systems, Inc sites.
The spare parts lists are to include Detekion and GDI fences. The contractor needs to specify spare parts for each type of system.
11. In regards to Section VI D Spare Parts and as per Attachment A, are the costs to initially supply these parts to be included under Item No. 0001 and 0002? Item no 001
12. In regards to Section VI E the Spare Parts as per Attachment B, are the costs to supply these items to be billed at the time of usage under the Emergency Parts and Labor of Item No. 0004, or under Item Nos. 0001 and 0002, or will they be billed upon usage. Note that the cost of an Energizer Cabinet complete assembly is hundreds of thousands of dollars and will skew any Quote unless the parts per Exhibit B are to be billed upon usage.
Spare parts are billed upon usage.
13. In regards to Section VI D, the Spare Parts and Attachment A, there is included a Lethal Transformer, Lethal Choke set, an Allen Bradley Touchscreen Computer, a PLC, and Allen Bradley Software. These are not presently Spare Parts. The costs of these items are expected to be $25,000.00 to $35,000.00 per site. Should these 5 items be removed from Attachment A and moved to Attachment B and be billed upon usage. If not, where are the costs for these parts to be included?
One of each of these parts is to be kept by the contractor for emergency use, not one per institution.
14. In regards to Section IV D. the Spare Parts and Attachment A, there is included a Non Lethal Energizer. This part is presently a Spare Part on each site. Upon replacement of this part as necessary in the future will it be billed for usage as per a new Item or is this cost to be included under Item 0002 on the Schedule of Supplies? Per usage.
15. In regards to Attachment A, listed there is the GDI Energizer Repair. On the Schedule of Supplies / Services this Energizer Repair is listed under Item 0006. Are the repairs to be completed and paid under Item 0006? Yes
Schedule of Supplies / Services
16. As noted there are 10 DeTekion Security Systems, Inc. sites and 6 GDI sites. On the Schedule of Supplies/ Service the Quantities listed under all Items in which the Annual Maintenance are shown are incorrect. For example Item 0001 shows quantity of 14 when the correct quantity is 12. For example Item 0002 shows a quantity of 18 when the correct quantity is 20. This is typical for all Options Years. Please correct.
The question is correct, and quantities will be updated.
17. As noted above there are many items required to be supplied if Attachment A and / or Attachment B is not modified. Should a new Item No. be created for the initial supply of these Spare Parts?
The spare parts currently on hand are government property. If an adjustment to the parts list is determined by the contractor/bidder, the existing, on-site spare parts should not be removed by the contractor. The parts should be noted on an inventory for available parts and the new parts list should be negotiated.
18. On pages 31-33 and 44 and 61 there are many uncompleted sections. Let us know if these will be completed. These will be completed on the amendment to the solicitation.
