About this file

This is a bid submission guidance document issued by the West Virginia Division of Natural Resources (WVDNR) that outlines procedures for vendors submitting bids to the agency. The document does not specify a particular solicitation, project scope, quantities, response dates, or contract terms. Instead, it serves as instructional material detailing the mechanics of how interested vendors should submit their bids across multiple submission channels available through WVDNR.

Vendors may submit bids electronically through the Vendor Self Service (VSS) system, via email to DNRBIDRESPONSE@WV.GOV, by paper mail to the WVDNR Property and Procurement Office at 324 4th Avenue, South Charleston, WV 25303, or by facsimile to 304-558-2165. Electronic bidders must register in VSS and may defer payment until bid submission; however, winning vendors must complete vendor registration with the West Virginia Purchasing Division and pay a $125 registration fee by credit card, phone (304-558-2311), or check mailed to the WV Purchasing Division at 2019 Washington Street, East Charleston, WV 25305. Paper submissions via mail or fax must include the solicitation number, closing date and time, vendor name, and address. Vendors submitting by fax bear responsibility for confirming receipt of complete submissions, and all bids must arrive in their entirety by the designated bid opening time. The document was dated July 1, 2015.
