1.2 Existing Assemblies. The I-REN feasibility study characterizes the existing Fire Station glazing as single-pane clear glass in aluminum frames with no applied tint or film and an estimated SHGC of approximately 0.80.
Contractor shall verify actual conditions at both facilities during the mandatory site walk.
1.3 Submittals. Submit product data and energy-performance documentation; shop drawings for each opening showing field-verified dimensions, configuration, operation, frame, glazing, hardware, flashing and trim;
color/finish samples; manufacturer installation instructions; warranty information; and evidence of required code compliance and safety glazing.
2. PRODUCTS
2.1 Window Assemblies. Furnish and install seventeen (17) high-performance double-pane insulated window assemblies: seven (7) at Fire Station No. 55 and ten (10) at City Hall. Provide spectrally selective low-emissivity coating, argon-filled insulating space, and thermally improved/insulated frames. Target SHGC shall be approximately 0.25. Provide U-factor and other energy performance meeting applicable current California Energy Code requirements.
2.2 Sliding Glass Doors. Furnish and install four (4) energy-efficient sliding glass door assemblies: two (2) at Fire Station No. 55 and two (2) at City Hall. Glazing and frame performance shall be consistent with the window assemblies and applicable code. 3. EXECUTION
3.1 Removal. Carefully remove existing windows, sliding glass doors, frames, fasteners, sealants, trim, and related materials as necessary. Protect adjacent finishes and occupied areas. Remove debris from the site and dispose of it legally.
3.2 Flashing and Weatherproofing. Provide complete flashing and waterproofing compatible with existing wall construction and new assemblies, including sill/pan flashing where required, head and jamb flashing, backer rod, and compatible exterior-grade sealants. Do not rely solely on exposed sealant as the primary water-management system where flashing can be installed.
3.3 Installation. Install in accordance with manufacturer instructions, approved shop drawings, and applicable codes. Set assemblies plumb, level, and square. Anchor to resist applicable loads without distortion. Maintain continuity of the weather barrier and seal all penetrations. Provide temporary weather protection whenever an opening is left exposed.
3.4 Restoration. Patch and restore affected interior and exterior finishes to match adjacent existing construction.
Completed installations shall be weather-tight, secure, smoothly operable, and free from damage.
3.5 Quality Control and Acceptance. Inspect each completed assembly for alignment, damage, glass defects, sealant continuity, and proper operation. Correct air or water infiltration attributable to the installation. Clean glazing, frames, tracks, and adjacent work before final acceptance.
3.6 Warranty. Provide manufacturer warranties and a minimum one-year Contractor installation warranty unless a longer period is required elsewhere in the Contract Documents.
4. CITY HALL OPENING SCHEDULE – REFERENCE MEASUREMENTS
Reference dimensions are provided for bidding only and are not a substitute for field verification or shop drawings. Dimensions are in inches.
The City Hall reference measurements above reproduce the terminology in the City-provided measurement sheet. Bidders shall confirm all locations and dimensions during the mandatory site walk and before fabrication.
I-REN CASH FOR KILOWATTS PROGRAM REQUIREMENTS
This project is being completed as an approved energy efficiency measure under the Inland Regional Energy Network (I-REN) Cash for Kilowatts Program (Project No. I-REN-24-IREN NMEC-6, approved March 2, 2026). The window and sliding glass door replacement at Fire Station No. 55 (EEM 1f – Efficient Windows) is one component of a comprehensive facility energy upgrade. The replacement glazing assemblies must meet the approved specifications: high-performance double-pane insulated glazing with spectrally selective low-emissivity coating, argon fill, and a target Solar Heat Gain Coefficient (SHGC) of approximately 0.25, as detailed in the I-REN Project Feasibility Study dated March 10, 2026. The selected Contractor shall provide all product data sheets, energy performance documentation, and installation records necessary to demonstrate compliance with I-REN program requirements. Final incentive payments will be based on verified savings measured through a 12-month post-
29 | P a g e installation Measurement & Verification (M&V) period. The Contractor must coordinate with the City's I-REN Project Manager (Natalie Louis, nlouis@energycoalition.org, 949-534-4543) and to ensure all closeout documentation requirements are met, including as-built drawings, completion notices, and manufacturer warranty information required for I-REN incentive processing.

expenses involved in order to provide a basis for determining the amount of progress payments.
3.2.3 Prompt Payment. City shall review and pay all progress payment requests in accordance with the provisions set forth in Section 20104.50 of the California Public Contract Code. However, no progress payments will be made for Work not completed in accordance with this Contract. In addition to Contract retentions, the City may deduct from each progress payment an amount necessary to protect City from loss because of: (1) liquidated damages which have accrued as of the date of the application for payment; (2) any sums expended by the City in performing any of Contractor’s obligations under the Contract which Contractor has failed to perform or has performed inadequately; (3) defective Work not remedied; (4) stop notices as allowed by state law;
(5) reasonable doubt that the Work can be completed for the unpaid balance of the Total Contract Price or within the scheduled completion date; (6) unsatisfactory prosecution of the Work by Contractor; (7) unauthorized deviations from the Contract; (8) failure of Contractor to maintain or submit on a timely basis proper and sufficient documentation as required by the Contract or by City during the prosecution of the Work; (9) erroneous or false estimates by Contractor of the value of the Work performed; (10) any sums representing expenses, losses, or damages as determined by the City, incurred by the City for which Contractor is liable under the Contract; and (11) any other sums which the City is entitled to recover from Contractor under the terms of the Contract or pursuant to state law, including Section 1727 of the California Labor Code. 3.2.6 Substitutions for Contract Retentions. In accordance with California Public Contract Code Section 22300, the City will permit the substitution of securities for any monies withheld by the City to ensure performance under the Contract. At the request and expense of Contractor, securities equivalent to the amount withheld shall be deposited with the City, or with a state or federally chartered bank in California as the escrow agent, and thereafter the City shall then pay such monies to Contractor as they come due. escrow agreement used for the purposes of this Section shall be in the form provided by the City.

Such transferred title shall in each case be good, free and clear from any and all security interests, liens, or other encumbrances. Contractor promises and agrees that it will not pledge, hypothecate, or otherwise encumber the items in any manner that would result in any lien, security interest, charge, or claim upon or against said items. Such transfer of title shall not imply acceptance by the City, nor relieve Contractor from the responsibility to strictly comply with the Contract, and shall not relieve Contractor of responsibility for any loss of or damage to items.
3.2.9 Labor and Material Releases. Contractor shall furnish City with labor and material releases from all subcontractors performing work on, or furnishing materials for, the Work governed by this Contract prior to final payment by City.
3.2.10 Prevailing Wages. Contractor is aware of the requirements of California Labor Code Section 1720 et seq., and 1770 et seq., as well as California Code of Regulations, Title 8, Section 16000 et seq., (“Prevailing Wage Laws”), which require the payment of prevailing wage rates and the performance of other requirements on “public works” and “maintenance” projects.
