About this file

This document is a proposal from Span Systems Inc. to the Illinois State Fair for an annual inspection of the tensile membrane structures at the Multi-Purpose Arena Grandstand. The proposal outlines the scope of the inspection, which includes visually inspecting the fabric envelope for tension, checking the tightness of all hardware components, evaluating the condition of the fabric and cables, and providing a formal report on the structure's condition with recommendations. The inspection is recommended to be performed annually, typically within 12 months of the initial installation and subsequently every 12-18 months, depending on the system's performance and weather conditions. The proposal includes the cost of $19,000 for the first inspection, which includes the use of an extra-high-reach lift and the labor of Span Systems' union crew. The proposal also notes that the structure is covered under a warranty for material defects and workmanship, and that any repairs or maintenance performed by anyone other than Span Systems' authorized personnel are not covered under the warranty.

The proposal emphasizes the importance of regular inspections and maintenance to ensure the optimal structural performance and longevity of the tensile membrane structures, particularly due to the dynamic nature of the fabric system stabilized by cable components. The proposal also recommends that the facility personnel conduct regular visual inspections to identify any new issues that may arise and address them promptly.

Proposal for Initial Annual Inspection: Illinois State Fair Multipurpose Arena Grandstand Tensile Canopy Structure

This document is to serve as our formal proposal for an annual system inspection for the Tensile Membrane Structures re-designed, fabricated, and re-built by Span Systems Inc.

Experience of over 30 years of specialty contracting in this field has shown that a regular inspection program is necessary to insure optimal structural performance over time. It is particularly important to properly maintain a structure like the one at ISF, where the fabric system is predominantly stabilized by cable components at the membrane perimeter, allowing for greater movement within the fabric field.

A formal annual inspection provides the opportunity to:

Check and correct any deviation or fabric “creep” from the designed fabric pre-stress requirements. This is particularly important after the first year of loading as this is when the fabric would exhibit the largest potential relaxation.

Heat seal, repair or reinforce any minor fabric penetrations.

Check for potential problems, areas of wear or other system degradation.

We believe this is critical to maximize the lifespan of the fabric envelope and to repair small potential issues before they become larger.

NOTE: The formal annual inspection is not a substitute for regular and typical local visual inspection for any issues that might crop up. This is essential to ensure that any more obvious damage that may occur, especially after stormy weather, is noted, photographed, and reported. Span Systems can determine what immediate action may need to occur to prevent a small area of damage from propagating into a larger issue.

Annual Inspection:

This inspection requires mobile aerial lifts to access all parts of the structures and will need to be scheduled so as not to interfere with the users of these outdoor areas.

This inspection will include the tensile canopy system and all related components installed at the Multi-Purpose Arena Grandstand.

• Visually inspect fabric envelope for tension.

• Ensure membrane is not abrading or contacting foreign materials.

• Check tightness of all turnbuckles, shackle pins, cotter keys, tensioning rods, and elements.

• Evaluate fabric edges for fraying.

• Check Catenary pockets and cover flaps for proper adhesion.

• Ensure cable covers are intact.

• Ensure no cables are slack or abrading the fabric membrane.

• Inspect all clamping plates for tightness of fasteners.

• Inspect rope beads for proper position and to ensure bead has not pulled out or torn.

• Evaluate overall condition of fabric envelope including any unusual areas of discoloration, debris or bird dropping contamination.

• Inspect the fabric panels for any observed loss of prestress or tension.

• Tension testing at multiple locations on each structure and retension if necessary.

• Inspect the fabric for punctures or areas or abnormal wear or abrasion.

• Minor patching included is defined as small holes or tears less than 4” x 4” and non-specific source that may be construed as normal wear and tear, large tears may be repaired during annual visit but with an additional labor cost plus material and equipment.

• Formal report of structure’s condition and recommendations.

Typically, an inspection/re-tensioning is recommended no more than 12 months after completion of installation and imparting of design pre-stress loads to account for some expected ‘creep’ during the first year after installation. Subsequently inspections can be scheduled every 12 – 18 months depending on systems performance, weather conditions, etc.

However local facilities personnel should make it a policy to visually check for issues on a regular daily/weekly/monthly basis so that any new issue that may emerge can be assessed and responded to quickly.

INSPECTION COST:

Inspection: $ 19,000.00

Tel (603) 621-4090 Fax (603) 782-8476 www.spansystemsinc.com

Please note that this price includes prevailing union wages in the area. Should it be acceptable to use our full-time non-union erection crew the price can be adjusted upon request. This price is for the first inspection anticipated to be performed 1-year from substantial completion and includes rental of an extra-high-reach lift and tools and personnel to reach the peak cones to make any adjustments needed. This proposal will be adjusted for inspections performed after the first inspection outlined herein and will not exceed that cost.
