About this file

This is an Amendment of Invitation for Bids (IFB 33-6026) issued by the DLA Disposition Services World Sales Office, effective May 29, 2026. The amendment modifies bidding conditions and evaluation criteria for the sale of government property consisting of scrap materials.

The procurement involves three line items available for bidding: CLIN 10 (Iron and Steel Scrap, 4,200,000 lbs.), CLIN 30 (Plastic Scrap, 240,000 lbs.), and CLIN 20 (Textile Scrap, 750,000 lbs.), with a total grouped quantity of 4,440,000 lbs. CLIN 10 and CLIN 30 are linked for award purposes and must be bid together to be considered responsive; bidders may submit bids for CLIN 20 independently. The standard Scrap Warranty requirement is waived for CLIN 20 only. The Government intends to make multiple awards to the highest responsive bidders. CLIN 20 will be evaluated independently and awarded to the highest responsive bidder for that item, while CLIN 10 and CLIN 30 will be evaluated as a combined total, with a single award made to the bidder whose combined aggregate bid yields the highest total return to the Government. Bidders must acknowledge receipt of this amendment prior to bid opening through signing and returning copies, acknowledging receipt on bid copies, or submitting a separate letter or telegram referencing the IFB and amendment number. All other terms and conditions of IFB 33-6026 remain unchanged.
