About this file

This is a Bid Submittal Form for Invitation for Bid (IFB) #PMAA 2017_0084 issued by the Colorado Parks & Wildlife department under the Department of Natural Resources for Helicopter Inventory Services. The solicitation requests helicopter services based in the Colorado Springs-Pueblo area (Southeast Colorado Region) and includes two primary aircraft categories: a survey helicopter with high-altitude capability (14,000 feet MSL minimum) such as an MD530 or AS350, with the State guaranteeing up to 100 flight hours, and a second survey helicopter with lower altitude capability (6,500 feet MSL minimum) such as an R-44, Bell 206, or MD500, with the State guaranteeing up to 30 flight hours. Bidders must provide crew personnel, indicate helicopter and service truck locations, demonstrate relevant experience through three similar project references with contact information, and disclose any crew accidents within the preceding six months.

Pricing submissions must include hourly flight rates for each helicopter category, overnight per diem allowances per crew member (based on current CONUS rates), service truck mileage rates, and current Jet A fuel pricing and purchase location. All costs including delivery, trade-in value, and discounts must be incorporated into the final bid price, with the State bearing no responsibility for shipping or freight charges. Ferry time to and from the designated base is included in guaranteed hours and paid at the hourly flight rate; however, the State will not reimburse ferry time from the contractor's home base. Bidders must be registered on the Colorado Vendor Self-Service (VSS) system and provide a completed W-9 form. The State reserves the right to request supporting documentation and inspect facilities to verify compliance with minimum qualifications and specifications prior to award.
