Summary of IFB PMA 1415_1_Part2_Part2.pdf

This file is a bid submission document and supporting materials for the State of Colorado Parks and Wildlife (CPW) helicopter service contract (IFB PBA-1326). The document contains a completed bid from Olathe Spray Service Inc. offering helicopter services for wildlife management and big game inventory work. The primary service requirement is the provision of a turbine-powered helicopter with minimum capability equivalent to a Bell 47 with Soloy conversion, Bell 206B3 Jet Ranger, or MD500D, operating from a designated base in Craig, Colorado. The contract guarantees up to 260 flight hours annually, with provisions for the State to contract separately for specialized high-altitude operations above 12,000 feet using aircraft such as the Eurocopter SA-315-B Lama. The bid submission includes detailed pilot qualifications, aircraft specifications, experience references, and personnel requirements; the successful bidder must provide experienced flight crews and maintenance support.

Olathe Spray Service Inc. submitted a bid of $704.00 per flight hour with an overnight allowance of $129.00 per crew member per night and a service truck mileage rate of $2.50 per mile. The bidder identified three personnel to complete the assignment and indicated the helicopter and service truck would be based in Olathe, Colorado. The submission includes documentation of the bidder's experience with a 2003-2013 Colorado Parks and Wildlife helicopter service contract and pilot certifications showing 6,482 total flight hours and 522 hours logged in the preceding 12 months. The vendor is registered in good standing with the Colorado Secretary of State as of October 21, 2013. Ferry time from the designated base is compensated at the hourly flight rate, and the State retains the right to establish temporary operating bases as needed with additional allowances for airport use and overnight costs.

AIRCRAFT MAINTENANCE

Maintenance Facility Croman Corp's main facility is located in White City, Oregon. Croman is an FAA Approved 14 CFR 145 Repair Station (JYER440F) with Airframe Class III, Limited Power Plant, and Limited Accessory authority. Our facility is comprised of administrative offices, hanger space, and component overhaul shops for engines, transmissions, rotor heads, tail rotor heads, gearboxes, and hydraulic shop for repair and overhaul of servos. In addition, the facility includes parts shipping/receiving department and the operation of a certified heliport.

Croman's helicopter fleet is maintained to the highest standards by a work force of maintenance technicians located in White City, Oregon and supported in the field by FAA certified A&P technicians.

On Site Helicopter Maintenance Croman Corp will provide FAA certified Airframe and Powerplant (A&P) mechanics to service the helicopter while under contract. The mechanics will be supported by our facility in White City, Oregon. Component overhaul and life limited items are tracked using a computerized system and weekly reports are provided to each aircraft for component maintenance planning. Each day the mechanics will complete prescribed preflight and post flight inspections of the helicopter. The inspections will be documented on the Croman Corp daily maintenance flight log. Any discrepancies found are noted and addressed. Croman typically provides a service van that also serves as a mobile office to support the helicopter.

The service van is equipped with all of the technical manuals required to service and maintain the helicopter including tools, supplies, oils, greases, cleaning supplies and other equipment required to keep the helicopter airworthy and serviceable. The support vans also maintain an inventory of commonly replaced items to ensure reliability. Croman Corp maintains a complete inventory of parts and components at the main facility in White City, Oregon.

Should there be a need for a part or component due for overhaul not maintained in the support vans, the item can be transported to the helicopter in a matter of hours.

Ground crew will be outfitted with the appropriate personal safety gear and equipment including hand held radios to stay in constant communication with crews and the helicopter.

FUEL

Fuel logistics are provided in the form of 350 to 5,000 gallon dedicated fueling vehicle, dependent on type of helicopter and fueling requirements. Specialized pumping equipment on board the refueler is used to accommodate "hot" refueling via a single point, pressure refueling system on board the helicopter(s). In the case that multiple helicopters are provided, multiple refuelers are provided. In addition over wing fueling can be accommodated.

Croman's refueling trucks meet all applicable Department of Transportation requirements.

The designated driver/operator meets all licensing and duty limit requirements and is HAZMA T certified for fuel handling.

Croman standard practice includes, spill prevention control and countermeasure plans for all their operations. Approved containment methods used are determined for each project and can vary from complicated containment pits to tarp covered areas with absorption materials in place. When working in sensitive water sheds areas such as a stream restoration project, where fuel storage is necessary, Croman uses a dual walled tank system filled from a mobile unit. The "Enviro-Safe double walled, vacuum-monitored tank system is designed for overfill protection and storage, atmospheric and emergency venting and 100% secondary capacity. Containment measures remain in place as needed.
