About this file
This file contains bid submittal documentation and supporting certifications for Croman Corporation in response to multiple Invitations for Bid (IFB) issued by the State of Colorado, specifically IFB PMA-1415 and IFB PBA-1326 for helicopter services. The bids were submitted on October 25, 2013, for helicopter operations supporting wildlife management and big game inventory work conducted by Colorado Parks and Wildlife. Croman Corporation proposed services across three operational bases: Denver/Fort Collins (IFB PMA-1415 with up to 75 guaranteed flight hours), Montrose (IFB PBA-1326 with up to 260 guaranteed flight hours), and Durango/Alamosa (IFB PMA-1415 with up to 260 guaranteed flight hours). The company offered a Bell 206B3 Jet Ranger (N84CK) as the primary helicopter and proposed utilizing three personnel (pilot, mechanic, and fuel truck driver) for operations. The contract term extends through March 31, 2014, based on the operational certificate expiration date referenced in the documentation.
Croman Corporation bid a uniform rate of $875.00 per flight hour across all three bases, with service truck mileage at $2.01 per mile and overnight allowance rates based on current Federal Travel Regulation (FTR) CONUS per diem rates. The bid documentation includes proof of the company's qualifications, evidenced by three Federal Aviation Administration operating certificates authorizing commercial agricultural aircraft operations, rotorcraft external-load operations (Class A, B, and C), and air carrier operations under 14 CFR Part 135. The company provided detailed pilot qualifications for three named pilots (Roman Park, Greg Harral, and Dan Maurice), with combined helicopter experience exceeding 25,000 flight hours, and documented prior experience with similar projects for the U.S. Department of the Interior, U.S. Forest Service, and U.S. Navy. The documentation demonstrates Croman Corporation's registration and good standing with the Oregon Secretary of State and includes FAA certifications confirming authorization to operate multiple aircraft types including Bell 206B3, SA-315B, and SK-61 series helicopters.
