About this file

This is a Bid Submittal Form for Invitation for Bid (IFB) PMAA 2017_0084 issued by the Colorado Parks & Wildlife Department of Natural Resources for helicopter inventory services. The solicitation seeks two survey helicopters based in the Colorado Springs-Pueblo area: a high-altitude capable aircraft (such as MD530 or AS 350) that can reach 14,000 feet MSL with pilot and two passengers, for which the State can guarantee up to 100 flight hours, and a lower-altitude aircraft (such as R-44, Bell 206, or MD 500) capable of reaching 6,500 feet MSL with the same crew complement, for which the State can guarantee up to 30 flight hours. The bid submittal form requires vendors to specify their offered helicopter models, base locations, hourly flight rates for each aircraft, crew overnight allowance rates, service truck mileage rates, and current Jet A fuel pricing and purchase location. Vendors must also indicate personnel requirements, helicopter and service truck locations, and provide three references from similar projects completed within the last six years, along with disclosure of any accidents involving the vendor or crew members in the preceding six months.

Bidding requirements include submission of a completed vendor information section with W-9 forms, vendor registration on the Colorado Vendor Self-Service system, and acceptance of standard Colorado Purchase Order terms and conditions. All costs including delivery, trade-in value, and discounts must be incorporated into the final bid price, with the State of Colorado bearing no responsibility for shipping or freight costs. Ferry time from the designated Colorado Springs-Pueblo base to the point of use is billable at the hourly flight rate and counts toward guaranteed hours, while mileage for service trucks is compensated at the submitted rate. If the contractor's home base is located elsewhere, they must provide service coverage from the designated base, with temporary bases established at the State's discretion; additional allowances for airport use and overnight accommodations apply to temporary base operations. The solicitation notes that current Jet A fuel pricing and purchase location information are requested for calculation purposes only and will not be evaluated, though supporting documentation may be requested per applicable regulations.
