Summary of Taxiway M Reconstruction IFB Estimate Report

This is an Invitation for Bids (IFB) cost estimate report prepared by Connico for the Kenton County Airport Board regarding the Taxiway M Reconstruction project at Cincinnati/Northern Kentucky International Airport in Hebron, Kentucky. The project encompasses the demolition and reconstruction of approximately 35,000 square yards of Taxiway M and associated connector taxiways, along with rehabilitation and reconstruction of the South ARFF station parking lot. The work is divided into multiple phases to maintain ARFF access throughout construction. Two separate bid scenarios are provided: a Base Bid for 2026 construction utilizing double work shifts and six-day work weeks, and Alternative 1 for 2027 construction utilizing regular shifts and six-day work weeks. Both scenarios include FAA-eligible taxiway reconstruction work and FAA-ineligible ARFF parking lot improvements as separate bid line items. The pre-bid meeting and site visit are scheduled for Thursday, June 11, 2026 at 10:00 am at CVG Centre Administrative Offices in Erlanger, Kentucky. Written questions must be submitted by 11:59 pm on Monday, June 22, 2026, with answers posted no later than Thursday, June 25, 2026. Bids are due by Thursday, July 2, 2026 at 2:00 pm.

The Base Bid (2026 Construction) total estimated cost is $14,976,447, comprising $13,962,796 for taxiway reconstruction and $1,013,651 for ARFF work. The Alternative 1 (2027 Construction) total estimated cost is $13,693,503, comprising $12,778,742 for taxiway reconstruction and $914,761 for ARFF work. Cost reductions in the 2027 alternative reflect lower labor and equipment costs associated with single-shift work, though material costs remain subject to tariff impacts and escalation uncertainties. The estimate incorporates prevailing wage requirements and assumes competitive bidding with a minimum of three qualified general contractors and three qualified subcontractors per trade. The estimate notes indicate the current construction market environment is experiencing skilled labor shortages, material price increases, and tariff uncertainty, which may result in bid day pricing inconsistencies. The Connico analysis recommends owners consider adding escalation and tariff allowances to mitigate market uncertainties, and notes that concurrent regional projects including the Brent Spence Bridge Corridor and Elevate CVG Terminal Modernization may compete for labor and material resources, potentially affecting contractor availability and pricing.

INTRODUCTION

TASK OUTLINE

➢ C&S Companies retained Connico as cost consultants to provide an estimate of probable cost for the

Taxiway M Reconstruction project at Cincinnati/Northern Kentucky International Airport in Hebron, KY. The estimate was based on plans, specifications, and other information, as noted in Exhibit A of this report.

➢ In providing estimates of probable construction cost, the client understands that Connico has no control over the cost or availability of labor, equipment, or materials, or over market conditions or the contractor's method of pricing, and that Connico’s estimates of probable construction costs are made based on Connico’s professional judgment and experience. Connico makes no warranty, express or implied, that the bids or the negotiated cost of the work will not vary from Connico’s estimate of probable construction cost.

➢ The estimate of probable cost has been prepared based on information prepared/provided by others. Connico has not verified the accuracy and/or completeness of this information and shall not be responsible for any errors or omissions that may be incorporated because of erroneous information provided by others.

PROJECT DESCRIPTION

The project includes the demolition and reconstruction of approx. 35,000 SY of Taxiway M and associated connector taxiways. It also includes scope for the rehabilitation and reconstruction of the South ARFF station parking lot. The project is broken into multiple phases to maintain ARFF access throughout the duration of the project. The report includes two estimates, Base Bid (2026 Construction) and Alt 1 (2027 Construction). Base Bid (2026 Construction) estimate represents work done in 2026 with double work shift. Alt 1 (2027 Construction) estimate represents work done in 2027 with regular work shift.

MARKET INFORMATION

➢ The United States commercial construction market has experienced a notable slowdown along with some segments contracting in comparison to recent years. Contractor confidence has shown signs of decline. Contractor backlog is slightly lower, and some projects have been put on hold or canceled due to uncertainty regarding tariffs, immigration and a tightening in lending requirements.

➢ Construction projects continue to experience significant shortages of skilled labor and increases in construction material prices. Policy changes regarding tariffs and immigrant labor have exacerbated these issues. It does not appear that these factors will be alleviated in the near term, especially when coupled with inflationary pressures. It is anticipated that contractors will seek to negotiate material cost escalation clauses into their contracts or inflate bid day pricing to mitigate some of these risks. Consequently, the culmination of these factors has resulted in both bid day pricing inconsistencies as well as adding uncertainty to construction schedules. It is recommended that

May 26, 2026

Owners consider adding an escalation / tariff allowance to their budgeted project costs to help mitigate these market uncertainties.

➢ The estimate attempts to incorporate known impacts due to market conditions, material pricing and labor impacts existing in the current market. However, the estimate cannot, and does not, reflect all potential economic impacts that may affect the construction market, cost of the work. The bidding and construction environment is in active flux as we continue to face uncertainty. Construction costs or durations may be impacted by any of these conditions.

ESTIMATE NOTES

GENERAL

➢ Connico did not perform a site observation in preparing this estimate.

➢ The estimate is costed on the understanding that there will be free and open competition at all levels of contracting, that there will not be a restricted bidders list either for general or trade contractors, that there will be a minimum three general contract bidders and at minimum three sub bids will be available for each trade involved. The owner can facilitate these conditions by ensuring that the project is publicly advertised for bids in general circulation as well as trade publications where advertisements for bid are regularly posted, that prequalification requirements, if prequalification of either general or sub bidders is contemplated, are not unduly restrictive, and by maintaining good industry relations.

➢ The estimate is costed on the understanding that there will be a requirement to utilize “prevailing wages” on the project.

MARKUPS AND SOFT COSTS

General Contractor Markups

➢ An allowance for insurance is included in the unit costs of the estimate. There are many variables that will impact the cost of insurance including, but not limited to, the contractor’s performance history, project size, complexity, location, and phasing. Additionally, insurance costs will change if the owner selects an owner- or contractor-controlled insurance program.

➢ An allowance for payment and performance bonds is included in unit costs of the estimate. There are many variables that will impact the cost of payment and performance bonds including, but not limited to, the contractor’s performance history, project size, complexity, location, and phasing.

➢ No estimating design evolution has been included in the estimate for unforeseen work and final detailing that may be necessary to accomplish the project scope of work.

➢ The estimates in the report are based on commodity and labor pricing as of the date of this estimate. Base Bid (2026 Construction) estimate (all construction work in 2026- double shift work) is escalated to mid-point construction October 2026. Alt 1 (2027 Construction) estimate (all construction work in 2027- regular shift work) is escalated to mid-point construction June 2027.

Escalation allowances are now embedded in the pay items’ unit cost.

ESTIMATE DETAIL NOTES

➢ The estimate included in the report, referred to as Base Bid (2026 Construction), assumes that this project will be completed using six-day work week, with a double-shift work, all work to happen in 2026.

May 26, 2026

➢ The estimate included in the report, referred to as Alt 1 (2027 Construction), assumes that this project will be completed using six-day work week, with a regular work, all work happen in 2027.

➢ The estimate is costed on the understanding that there will be a requirement to utilize “prevailing wages” on the project.

➢ The cost comparison represents today’s dollar values only. Owners should be aware of the following external factors that may influence project costs:

o Brent Spence Bridge Corridor: Walsh-Kokosing JV and their subcontractor networks will be heavily committed to this project, tightening the regional labor market. Contractors bidding CVG TW M reconstruction in 2027 are likely to carry a labor premium to attract and retain crews.

o The airport infrastructure grant program expires after 2026, potentially reducing the competition for airport projects, which may make contractors more selective on aviation projects. Reauthorization or extension, in any form, of this grant program may keep the bidding competition more intact.

o Material costs denoted in the Alt 1 (2027 Construction) estimate are tentative and represent current market scenario. These materials could fluctuate and cost higher than current market owing to escalation, tariff impacts, and continued Buy American clauses.

Other materials with high lead time currently are light fixtures and Constant Current

Regulators.

o Concurrent Regional Projects: The following active programs may compete for the same labor and material resources:

▪ Some major projects to look out for would be:

▪ CVG Concourse A Apron Reconstruction Program

▪ Brent Spence Bridge Corridor

▪ Elevate CVG Terminal Modernization

GENERAL ESTIMATE ASSUMPTIONS:

➢ C-105-6.1 Mobilization o This pay item was capped at 7% of the construction sub-total cost.

➢ C-105-6.4 Construction Administration Vehicles o This pay item assumes three pickup truck vehicles only.

➢ CX-106-4.1 Safety, Security and Maintenance of Traffic o Gate guard personnel are provided by the airport. Contractor is assumed to be responsible for renting guard shacks, electrical & utility hookups, portable restroom for guard shack, and a portable light.

o This pay item also includes costs associated with badging and training.

➢ CX-106-4.7 Contract Escorting Services o Assumes contractor is responsible for providing escorts and trucks needed for them.

Exhibit B – Quality Control Exhibit

The Connico Quality Control Policy includes written quality control procedures for the general guidance of its staff in providing services. Each project we undertake is unique. Connico’s Quality Control System has been developed to standardize best management practices given the unique and varied nature of projects in which we are involved. The quality control guidelines are part of a process which describes the functions necessary to make Connico successful on projects. Successful implementation of these quality guidelines improves our quality of service.

This process includes multiple levels of internal review. It is Connico’s standard practice for each project team member to be responsible for ensuring quality in the tasks assigned to them in their respective field of expertise. Connico’s internal Project Lead is tasked with performing a review of the project team’s combined efforts. In addition, a second technical review is performed by senior technical staff that did not provide direct input on the project. Finally, an executive level review is utilized to validate and provide an additional layer of oversight for each deliverable.

A crucial part of our process is the communication between the design team and Connico during all phases of deliverable development. This provides Connico’s technical professionals an in-depth understanding of any complexities, not yet designed information, and/or potential site issues which could result in uncertainty in Connico’s opinion of probable costs, opinion of probable construction schedule, and other deliverables.

This document has been reviewed in accordance with Connico’s Quality Control Guidelines for cost estimating and scheduling services.
