About this file
This is a Local Business Preference submittal form for the City of Austin related to an Invitation for Bid (IFB) for OEM Parts and Repairs for Loadmaster Refuse Vehicles. The form outlines the City of Austin's Local Business Preference Program, which encourages local businesses to participate in city solicitations. To qualify for local preference consideration, offerors must meet two criteria: they must be classified as a Local Business, defined as any person or corporate entity with headquarters located within the Austin-Round Rock-San Marcos Metropolitan Statistical Area (MSA), encompassing all areas within Bastrop, Caldwell, Hays, Travis, and Williamson counties, and they must document that their headquarters—defined as either the location of owners or leadership providing direction and management or the entity's administrative center where important business and operational activities are managed—is located within this Greater Austin region. Participation in the program is optional and not required to submit an offer.
The form requires offerors to certify their headquarters address and physical location, and to identify which functions are provided at their headquarters location by checking at least one of two options: the location of the entity's owners or leadership, or the location of the entity's administrative center. The City of Austin reserves the right to request additional information to confirm an offeror's headquarters location using resources such as FFIEC Geo Maps and the Texas Comptroller of Public Accounts database. The form includes provisions for enforcement, stating that if the City determines any information regarding headquarters location is incorrect, the available preference may be withheld; if the error is determined to be intentional, the offeror may be disqualified as non-responsible; and if misrepresentation is discovered after contract award, the City reserves the right to void the contract. Notably, local business preference may not be allowable in solicitations subject to federal funding.
