About this file

This is a Solicitation Addendum No. 3 issued by Austin Financial Services-Central Procurement for the City of Austin, Texas, regarding Invitation for Bid (IFB) 5000 JRN1037 for compressed medical-grade oxygen supply services. The addendum, dated March 23, 2026, extends the solicitation due date to March 31, 2026, at 2:00 PM CT and replaces the original Solicitation and Contract Packet with Version 4. The procurement encompasses monthly cylinder rentals for approximately 2,036 cylinders across multiple sizes (D, C, M4, 125, and K), annual refill and delivery services for approximately 111,710 cylinders plus 1,200 delivery stop fees, and non-specified catalog items with an estimated annual spend of $5,000. Delivery services are required to ten authorized Austin-area locations including EMS facilities, fire department operations, hospitals, and emergency response stations, with most locations receiving Monday, Wednesday, and Friday deliveries before 10:00 AM. Offerors must submit sealed bids with required documentation including pricing sheets, minimum three verifiable references demonstrating five years of prior experience, subcontracting plans, and appropriate certifications. The original question deadline was February 27, 2026, at 5:00 PM CT, with the initial bid deadline of March 12, 2026, now extended to March 31, 2026.

All pricing must be all-inclusive, incorporating administrative costs, overhead, shipping, and transportation to the Austin area without separate line-item charges. The City offers local business preference consideration for offerors headquartered within the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties) and small business preference for certified small businesses meeting U.S. Small Business Administration Size Standards. Although no formal minority and women-owned business enterprise (M/WBE) subcontracting goals were assigned, any subcontractors must be City of Austin certified M/WBEs or offerors must document good faith efforts to solicit non-certified subcontractors. All awarded contractors must comply with the City's Wage Theft Ordinance, complete wage theft training within 30 days of award, and maintain specific insurance coverage including workers' compensation with minimum employers' liability limits of $100,000 per accident, commercial general liability with minimum limits of $500,000 per occurrence, and business automobile liability with a minimum combined single limit of $500,000 per occurrence. The City reserves the right to award either a single contract based on overall low cost or multiple awards by category or line item as deemed advantageous. Offerors must acknowledge receipt of this addendum by returning one signed copy with their bid response.
