About this file

This is a Solicitation Addendum (No. 1) issued by the City of Austin Financial Services – Central Procurement on March 10, 2026, for IFB 5000 JRN1037 regarding compressed medical-grade oxygen services. The solicitation encompasses the supply of medical-grade oxygen in multiple tank sizes (D, C, M4, 125, and K) with delivery and exchange services to ten Austin-area locations including EMS facilities, fire department operations, hospitals, and emergency response stations. The procurement includes three primary categories: monthly cylinder rentals for approximately 2,036 cylinders across all sizes, annual refill and delivery services for an estimated 111,710 cylinders plus 1,200 delivery stop fees, and non-specified catalog items with an estimated annual spend of $5,000. The addendum extends the solicitation due date to March 17, 2026, at 2:00 PM and clarifies that the City estimates using 110,000 D cylinders per year across the ten locations, though these quantities are estimates and not guaranteed. Deliveries must be made to most locations Monday, Wednesday, and Friday before 10:00 AM, with variations at certain facilities.

Pricing must be all-inclusive, incorporating administrative costs, overhead, shipping, and transportation to the Austin area without separate charges. The City reserves the right to award either a single contract based on overall low cost or multiple awards by category or line item. The solicitation offers local business preference for offerors with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties) and small business preference for certified small businesses meeting U.S. Small Business Administration size standards. All awarded contractors must comply with the City's Wage Theft Ordinance, complete wage theft training within 30 days of award, and obtain specific insurance coverage including workers' compensation with minimum employers' liability limits of $100,000 per accident, commercial general liability with minimum limits of $500,000 per occurrence, and business automobile liability with a minimum combined single limit of $500,000 per occurrence. Offerors must submit a minimum of three verifiable references demonstrating prior experience supplying the same or similar services within the preceding five years.
