The bid document is structured around five main categories: Category 1A covers pressure washing services on various surfaces including limestone, brick, stucco, granite, and concrete with estimated annual quantities ranging from 18,000 to 248,000 square feet; Category 1B addresses expedited services during regular and non-regular business hours with 485 and 115 estimated annual service calls, respectively. Category 2A encompasses garage and parking lot general cleaning and sweeping services across seven different area sizes, with estimated annual quantities ranging from 40,000 to 1,500,000 square feet. Category 2B includes labor rates for related services such as parking stall painting and stenciling, with estimated annual hours of 450 during normal business hours and 225 after hours. Category 3 addresses rentals and markup with an estimated annual spending of $250,000, allowing offerors to provide additional items and equipment with markups not to exceed 25 percent for rental equipment and solvents/detergents. Category 5 permits offerors to list non-specified additional services for informational purposes only, without guarantee of purchase.

Offerors must submit pricing using the provided Pricing Submittal Sheet and are advised that alterations to the sheet or exceptions to the solicitation may result in bid rejection. All pricing must be inclusive of administrative fees, overhead, per diem, and transportation costs to the Austin, Texas area, with offerors required to provide all necessary tools, labor, travel, and equipment. Quantities listed are estimates and do not guarantee actual purchase volume, with the City reserving the right to award a single contract based on overall low cost or multiple awards based on categories, line items, or other criteria deemed advantageous. Unit prices should not exceed four decimal places, and a bid of zero will be interpreted as a no-charge item, while a blank response or "no bid" may result in non-responsiveness and bid disqualification. The document instructs procurement specialists to modify the template as needed, lock relevant cells before issuance, update red-text areas, and verify all formulas before publication.
