The scope of work encompasses pressure washing of various surfaces including brick, stucco, limestone, granite, and concrete, as well as parking lot and garage cleaning, sweeping, and stencil repainting services across approximately 200 municipal facilities. Services must be available seven days a week, 24 hours a day, including holidays and weekends, with contractors required to respond to expedited service calls within four hours of notification and submit detailed estimates within three business days of requests. The initial contract term is 12 months with City options to extend for up to four additional 12-month periods. Offers are due Thursday, April 16, 2026, at 2:00 p.m. CT with public opening at 3:00 p.m. CT the same day.

Pricing is structured in categories covering hourly labor rates for regular hours (7:00 a.m. to 6:00 p.m. Monday-Friday) and non-regular hours, equipment rentals with markups not exceeding 25 percent, and material costs with equivalent markup caps. Contractors must demonstrate a minimum of three years' experience in similar services, maintain a full-time business address within 50 miles of the Texas State Capitol, comply with all OSHA regulations, use LEED-approved chemicals, and maintain required insurance coverage including $500,000 commercial general liability and $1,000,000 environmental impairment liability. All contractors must comply with the City's Living Wage Program at a minimum rate of $22.05 per hour and wage theft certification requirements. Local business preference is available for offerors with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area, and small business preference applies to qualified certified small businesses. The addendum itself addresses a single question regarding previous pricing for similar services, with a reference to Austin Finance Online for historical pricing information.
