About this file
The document is a Bid Response Form for Invitation for Bid (IFB No. 251001) issued by the City of Leesburg, Florida, seeking emergency food services for city response personnel in the Miramar Beach CDP area. The solicitation requires a contractor to provide comprehensive meal services during emergency events, with the capacity to serve up to 150 individuals daily, including breakfast, lunch, dinner, overnight shift lunch, and supplemental snacks. The bid is due by 11:00 a.m. on May 7, 2025, with an anticipated intent to award recommendation by May 23, 2025. The contract will have an initial three-year term with options to renew for two additional one-year periods, and requires a production kitchen within a one-hour delivery range of zip code 34748, with the ability to sustain operations for up to 120 hours (5 days) and flexibility to begin meal preparation up to seven days prior to a forecasted event.
The pricing structure is based on per-meal unit costs, with bidders required to provide detailed pricing for each meal type and a mobilization charge. Contractors must include all associated expenses in their unit pricing, such as refrigeration, storage, transportation, staff time, beverages, and serving supplies. The bid response form indicates an estimated annual quantity of 150 standard meals and 25 overnight shift lunch meals, with total estimated costs calculated by multiplying the annual bid by three years. Bidders must meet comprehensive qualifications, including providing proof of insurance, E-Verify registration, and compliance with federal procurement standards. The solicitation suggests potential federal funding compliance may be required and does not explicitly indicate specific set-aside designations for disadvantaged enterprises. Contractors must also demonstrate capabilities for refrigeration, heating, and meal delivery, with a preference for on-site refrigeration during emergency events.
