ADDENDUM #1
This addendum is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addendum is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addendum supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.
I. DUE DATE
This Addendum does not change the solicitation due date. As such, the solicitation response is due no later than Tuesday, May 29, 2025, at 2:00 P.M. Local Time.
II. QUESTIONS AND ANSWERS (Q&A)
The City has received the following question(s) concerning the solicitation:
1.) Please clarify the correct completion time. Pg 24 of the IFB shows 270 days. Pgs. 66-67 show 365
+ 60 days.
Answer: 270 days + 60 days to Final
2.) Plans sheet 6 shows the wet well riser piping material as Ductile Iron. Will the city accept HDPE from the base elbows to the check valves in the VB. Please advise.
Answer: Piping has been revised to be above grade assembly. DI will be required.
3.) Is the old WW being converted to a MH need to be lined with Raven 405 coating. Please advise.
Answer: Raven 405 is not required in converted MH
4.) Plan sheet 4 shows the use of a line stop. Please advise what materials this needs to be made of (SS or Epoxy).
Answer: Per project manual, line stop material is to be Stainless Steel
5.) Plan sheet 4 in general note #2 calls for "install vapor barrier prior to concrete placement". This is normal for a house slab but have never seen it required for a driveway or slab area around a station. Please advise.
Answer: Vapor Barrier is not required
6.) Plan sheet 5 shows a 6" plug valve on the suction line of the bypass pump. Is this needed since there is no pressure from this pipe if it needs to be disconnected. Please advise.

Answer: 6” plug valve can be removed from suction line 7.) Plan sheet 5 shows a pressure gauge on the vacuum suction line. I believe the Tradewinds unit comes standard with this gauge on the side of it. Please advise if the second redundant gauge is still going to be required.
Answer: The City would like the redundant gauge to remain
8.) What is the engineer`s estimate?
Answer: $950,000
9.) Is there a pre-bid meeting for this solicitation?
Answer: No.
10. ) Please clarify the status of Emergency Bypass Pump Scope. Has it already been purchased? If not, are there conditions of service details specified?
Answer: Emergency bypass pump has been purchased as stated in the summary of work. The provided equipment can be found in Appendix C of the project manual.
11. ) Is a site visit available?
Answer: Yes, per page 11 of the Project Manual.
“Each bidder shall visit the site of the proposed work and fully acquaint themselves with conditions relating to construction and labor so that he may fully understand facilities, difficulties and restrictions attending the execution of work under the Contract. The failure or omission of any bidder to receive or examine any form, instrument, addendum or other documents, or to visit the site and acquaint himself with conditions there existing shall in no way relieve any bidder from any obligation with respect to his bid or to the Contract. The submission of a bid shall be taken as prima facie evidence of compliance with this section.”
12. ) Is there an engineer’s estimate?
Answer: Yes, the estimate total is $950,000.
13. ) Is there a schedule of bid items (and units) or is it a single lump sum bid? p.24 of the project manual has a blank schedule of values. p.196 Summary of Work (SECTION 01110) says it’s a single lump sum contract amount. The Summary as well as the Measurement and Payment (SECTION 01270) are generalized and vary vague, yet indicates contractor is responsible for items “whether specifically indicated in the Contract Documents or not.” Is CPH going to add items after the contract award and/or during construction and make the contractor responsible for them even though it wasn’t in the bid price? Who confirms and/or validates what “is reasonably and properly inferable and necessary for the proper completion of the Work,”?
Answer: Revised Bid form and Measurement of Payment specs are attached.
14. ) What is the permanent bypass pump discharge size supposed to be? Sheets 5 and 7 are calling out 2 different sizes.
Answer: Discharge Flange and piping is 4” as shown on sheet 5
15. ) Please confirm that the City will receive bids through VendorLink.
Answer: The City does not accept bids via VendorLink.

Answer: No, there will not be a virtual or call-in option for the Public Opening.

MEASUREMENT AND PAYMENT
PART 1 GENERAL
1.01 Description
A. Payment for all work done in compliance with the Contract Documents, inclusive of furnishing all manpower, equipment, materials, and performance of all operations relative to construction of this project, will be made as a lump sum which will be complete payment for all work called for or reasonably inferable from the Contract Documents and other work will be considered incidental to the Contract and no additional compensation will be allowed.
B. The Owner reserves the right to alter the Drawings, modify incidental work as may be necessary, and increase or decrease the work to be performed to accord with such changes, including deductions or additions to the scope of work outlined in the Contract Documents. Changes in the work shall not be considered as a waiver of any conditions of the Contract nor invalidate any provisions thereof. Changes resulting in changes in the scope or quantities of Work or time or other conditions of work will be basis for consideration of a Change Order which is to be negotiated and executed before proceeding with the work. A supplemental agreement between the Contractor and the Owner will be required when such changes meet the conditions described in the Supplementary Conditions. Work which has not been authorized by a written Change Order will not be subsequently considered for additional payment.
C. Quantities necessary to complete the work as shown on the Drawings or as specified herein shall govern over those shown in the Proposal. The Contractor shall take no advantage of any apparent error or omission in the Drawings or Specifications, and the Engineer shall be permitted to make corrections and interpretations as may be deemed necessary for fulfillment of the intent of the Contract Documents.
D. The Engineer will make measurements and determinations as necessary to classify the work within pay items and determine the quantities for pay purposes;
such decisions will be final after 3 days if the Contractor does not submit a written notice as defined. If the Contractor makes a claim for an extra or additional cost and requests a Change Order be issued prior to performing the work, and the ENGINEER and/or OWNER renders a decision denying such request, the CONTRACTOR must notify the Engineer in writing within 3 days of the time that the CONTRACTOR is informed of the Engineer's decision. Otherwise the Owner will not consider any such difference as a claim for a Change Order or additional payment or time. Any such written notice received by the Engineer from the Contractor within the 3 day period shall be just reason for the Engineer to re-evaluate his previous decision.

E. Failure on the part of the Contractor to construct any item to plan or authorized dimensions within the specification tolerances shall result in: reconstruction to acceptable tolerances at no additional cost to the Owner; acceptance at no pay;
or, acceptance at reduced price, all at the discretion of the Engineer.
F. Work shall not be considered complete until all testing has been satisfactorily completed and the item of work has demonstrated compliance with plans and specifications.
G. A preliminary monthly application for payment shall be submitted to the
Owner/Engineer for review five (5) days prior to the submittal for approval of the Contractor's monthly payment request.
H. Where FDOT pay item numbers are shown on the bid form, they generally follow
FDOT pay item number formatting; however, they are only provided in order to use them for pay application purposes. FDOT pay item descriptions do not apply;
utilize the descriptions on the bid form and within this section to determine the work associated with each pay item.
1.02 Schedule of Values
Submit Schedule of Values for approval prior to commencing construction. As a minimum, include those values reported on the Bid Form. The Schedule of Values shall be the basis for making payment applications and establishing prices for Change Orders.
PART 2 PAY ITEMS
2.01 Mobilization/Demobilization
A. Work Includes
Preparatory work and operations in mobilizing for beginning Work on the Project, including, but not limited to, those operations necessary for the movement of personnel, equipment, supplies and incidentals to the project site, final site cleanup, cleanup and restoration of staging and storage areas, plus permits, fees, bonds (excluding the Material and Workmanship Bond), and insurance. Also included are temporary utilities/facilities, staging and storage areas, survey and layout, safety equipment and all other items not specifically identified under other bid items which are necessary for the construction, and compliance with administrative and regulatory requirements.
B. Unit of measurement is lump sum.
C. Payment of this item shall be in accordance with the following schedule:

* Partial payments for any project will be limited to ten (10) percent of the original contract amount for that project. Any remaining amount will be paid upon completion of all work on the project.
2.02 General Requirements (Indemnification, Bonds, Preconstruction Video, Record Drawings, Site Layout and Survey)
The movement of personnel, equipment, surplus materials from the project site, submittal of Final Record Drawings, providing required closeout documents such as the Material and Workmanship Bond, completion certificates, and manufacturer operation and maintenance instructions. Also included are use of temporary utilities/facilities, staging and storage areas, survey and layout, safety equipment and all other items not specifically identified under other bid items which are necessary for the construction, and compliance with administrative and regulatory requirements, preconstruction documentation via digital recording plus digital color photographs necessary to pick up detail not easily visible or apparent on the DVD.
2.03 Erosion and Sediment Control
Preparation and implementation of stormwater pollution prevention control plan, including monitoring, inspecting, and reporting, providing erosion and sediment control measures, preparing and filing EPA NPDES NOI and NOT forms, and providing required contractor certifications. Also includes hay bales, filter bags, and filter fabric as needed for supplemental inlet protection and to supplement silt fence, including replacement and maintenance needed during construction. In the event temporary staging and storage areas are used, any required erosion and sediment control measures are to be included in this item.
C. Payment of this item shall be made under the following schedule:

2.04 Clearing and Grubbing
Clearing, grubbing, disposal of debris.
2.05 Site Work (Grading and Restoration)
Subgrade preparation, compaction, grading, soil preparation, sod installation, sanding joints, fertilizing, watering, and mowing.
2.06 Temporary Bypass Pumping During Construction
Design and installation of a bypass pumping system for the pump station and sanitary sewer system replacement, including pumps, bypass piping, plugging existing piping / manholes as needed, proposed tanker(s), suction and discharge points, traffic control, such as signs, ramps, steel plates or other methods used to facilitate traffic over surface piping, and monitoring.
2.07 Demolish Existing Lift Station (Salvage as Required, Complete Building Demolition, Removal of Walls and stabs to a depth of 4-ft below grade, Backfill and Compact, Guide Rails, Valves, Fittings, and Discharge Piping)
Dewatering, excavation, salvage of items inside the building and delivery of these items to the City, removal and disposal of the complete building, wet well, and interior concrete to the depth required, disposal of all removed materials, backfilling, compacting, grading, restoring all areas affected by construction. Note the sodding of the area after completion of demolition activities is to be paid for under the Sodding pay item
2.08 Remove and Dispose of Existing Force Main

Dewatering, excavation, isolating the existing main, wet cutting asbestos cement pipe as needed, removal and disposal of pipeline contents, removing pipeline fittings, and accessories as required, wrapping removed pipe and disposing of at landfill. Also includes backfilling, compaction, and restoration.
B. Unit of measurement is linear feet.
2.09 Take out of Service (Fully Grout) Existing Gravity Main
Taking out of service existing main, including wet cutting asbestos cement pipe, removal and disposal of pipeline contents, removing sections of pipeline as necessary to take out of service, wrapping removed pipe and disposing of at landfill, grouting pipe in place, backfilling, compaction, and restoration.
2.10 Remove and Dispose of Existing Electrical Equipment
Removal and disposal of equipment rack and posts, all accessories needed to mount all of the equipment, antenna and tower and accessories (including the tower base), all electrical and controls needed to provide a complete and functioning lift station.
B. Unit of Measurement is lump sum.
2.11 Convert Existing Wet Well into Manhole
Dewatering, excavation, coring existing wetwell, installing watertight collar and connector, new concrete top with ring-in-cover manhole, reconstruction of interior bench at manhole invert, grouting, accessories, backfilling, restoration, testing.
2.12 Furnish and Install New Wet Well, Valve Vault, Hatches and Accessories
Dewatering, excavation, furnishing and installing the complete wet well including the precast structure, hatches, and accessories, connection to the new gravity sewer main, backfilling, compaction.

B. Unit of Measurement is lump sum.
2.13 Furnish and Install 6” D.I. Pipe and Fittings from Wet Well Pumps through Valve
Vault (including check valves, emergency pump out, plug valves, accessories, ending at (and including) the wye outside the valve vault).
Furnishing and installing all pipe, valves, fittings, pump out, and accessories in the wet well and valve vault, and extending outside of the valve vault through and including the wye fitting. The Work also includes backfilling, compaction, and testing.
2.14 Furnish and Install New Submersible Pumps with Base Pedestal and Plate, Guide
Rails, Brackets, Float Switches
Furnish and install the pumps, guide rails, brackets, transducer float switches, and installing all of these items in order to provide a complete and functioning lift station.
2.15 Install Diesel Driven Bypass Pump supplied by the City and Accessories
Picking up from the City and transporting to the new lift station site and installing the diesel pump and accessories. The Work includes all work necessary for a complete and operational power backup for the lift station site, plus testing and startup. Note the City has paid for the onsite Start-up and building load test by the manufacturer. However, the Contractor is required for coordination and scheduling this work with the manufacturer and to coordinate with the City, so City personnel can be present. At the completion of the installation, testing, and startup, the Contractor is to fill the fuel tank with fuel to provide a full tank.
2.16 Furnish and Install New 6-inch PVC Force Main
Survey, layout, dewatering, excavation, sheeting, shoring, bracing, pipeline installation, pipeline identification and warning tape, locate wire, thrust restraint at joints, disposal of unsuitable or excess material, suitable backfill, compaction, 01270-7 replacement of existing structures such as signs or fences encountered, connections, testing.

2.17 Furnish and Install New 10-inch Gravity Sewer Main
Excavation, dewatering, pipeline installation, disposal of unsuitable or excess material, suitable backfill, compaction, pipeline identification and warning tape, compaction, testing (including leakage tests).
2.18 Furnish and Install New 12-inch Gravity Sewer Main
Excavation, dewatering, pipeline installation, disposal of unsuitable or excess material, suitable backfill, compaction, pipeline identification and warning tape, compaction, testing (including leakage tests).

2.21 Connect to Existing Force Main
Connection to existing force main, piping, line stops, fittings, and valves, dewatering, excavation, backfill, compaction, restoration after completion of operations, and testing.
2.22 Furnish and Install New Equipment Rack and Components, Electrical and
Controls, New Power Feed, New Tower and Antenna, Coordination with FPL, Permitting
Furnishing and installing the new equipment rack and posts, all accessories needed to mount all of the equipment, furnishing the new antenna and tower and accessories (including the tower base), coordination with FPL for the new power connection (the City has already paid FPL for the new power to the site), all electrical and controls needed to provide a complete and functioning lift station, permitting (and the permit fee) for the Seminole County Building Permit..
2.23 Furnish and Install Light Pole Assembly and Lighting
All related labor, material, wiring, conduit, switches, meters, connections, equipment services, testing, permits and fees, meter and connection fees coordination and work required to install light pole assembly.
2.24 Furnish and Install Lift Station Concrete (8")
Subgrade preparation, compaction, grading, forming, placing, finishing and curing new lift station site concrete, including thickened edges, steel reinforcement, expansion joints and sawcutting contraction joints.

GENERAL PROVISIONS
1. PRIOR TO CONSTRUCTION, THE CONTRACTOR SHALL MAKE A PRE-CONSTRUCTION VIDEO
(.MP4, .MPG, .WMV, .MOV OR APPROVED EQUAL) AT THE EXISTING LIFT STATION AND THE
NEW LIFT STATION SITE IN ACCORDANCE WITH THE SPECIFICATIONS. THE FILES SHALL BE
SAVED IN DIGITAL FORMAT ON A PORTABLE USB HARD/FLASH DRIVE OR APPROVED EQUAL,
AND SHALL BE ABLE TO BE PLAYED BACK ON ANY WINDOWS COMPATIBLE COMPUTER. IN
PARTICULAR, THE VIDEO SHALL DOCUMENT THE CONDITION OF EXISTING BUILDINGS,
STRUCTURES, SIGNS, FENCES, AND LANDSCAPING ALONG PROPOSED CONSTRUCTION
AREAS.
2. THE CONTRACTOR SHALL RECOGNIZE AND ABIDE BY ALL OSHA EXCAVATION SAFETY
STANDARDS, INCLUDING THE FLORIDA TRENCH SAFETY ACT (FS 553.60-553.64). ANY
MATERIAL, CONSTRUCTION METHODS, OR MATERIAL COST TO COMPLY WITH THESE LAWS
SHALL BE INCIDENTAL TO THE CONTRACT.
3. THE CONTRACTOR SHALL OBTAIN FROM THE OWNER COPIES OF ALL AVAILABLE
REGULATORY AGENCY PERMITS AND LOCAL AGENCY PERMITS.
4. THE SIZE OF THIS PROJECT IS LESS THAN 1.0 ACRE; THEREFORE, THE CONSTRUCTION IS
NOT REQUIRED TO COMPLY WITH THE REQUIREMENTS OF THE NATIONAL POLLUTANT
DISCHARGE ELIMINATION SYSTEM (NPDES) GENERAL PERMIT FOR STORMWATER
DISCHARGE FROM SMALL AND LARGE CONSTRUCTION ACTIVITIES. HOWEVER, THE
CONTRACTOR IS STILL RESPONSIBLE FOR IMPLEMENTING AND MAINTAINING EROSION AND
SEDIMENT CONTROL MEASURES PRIOR TO AND DURING CONSTRUCTION IN ACCORDANCE
WITH THE DRAWINGS AND SPECIFICATIONS.
5. THE EROSION AND SEDIMENT CONTROL MEASURES SHOWN ON THE PLANS REPRESENT A
MINIMUM REQUIREMENT. THE CONTRACTOR IS RESPONSIBLE FOR DETERMINING
ADDITIONAL EROSION AND SEDIMENT CONTROL MEASURES NEEDED IN ORDER TO PREVENT
THE TRANSFER OF SEDIMENT FROM THE PROJECT AREA AND PREVENT THE EROSION OF
SURFACES DURING CONSTRUCTION, AS NEEDED TO PROTECT ADJACENT PROPERTIES AND
WATER BODIES.
6. IN THE EVENT THAT WATER IS ENCOUNTERED DURING CONSTRUCTION, DEWATERING
SHALL BE CONDUCTED. THE CONTRACTOR IS SOLELY RESPONSIBLE FOR THE DESIGN,
INSTALLATION, OPERATION, AND SUBSEQUENT REMOVAL OF DEWATERING SYSTEMS AND
THEIR SAFETY AND CONFORMITY WITH LOCAL CODES AND REGULATIONS. IF DEWATERING
EQUIPMENT NEEDED EXCEEDS ANY OF THE FOLLOWING: 1) 6" PUMP VOLUTE; 2) 100,000 GPD
TOTAL 24 HOUR (1 DAY) DEWATERING, AND; 3) 1,000,000 GPD PUMP CAPACITY, THE
CONTRACTOR SHALL BE REQUIRED TO PERMIT THE DEWATERING SYSTEM WITH THE ST.
JOHNS RIVER WATER MANAGEMENT DISTRICT (SJRWMD). THE ENGINEER AND/OR OWNER
SHALL BE NOTIFIED IMMEDIATELY IF ANY OF THE ABOVE THRESHOLDS ARE EXCEEDED.
7. DEWATERING DISCHARGE FROM THE SITE SHALL COMPLY WITH ALL NPDES GENERAL
PERMIT REQUIREMENTS AND STATE WATER QUALITY STANDARDS. PROVIDE ALL TESTING
AND PERMITTING REQUIRED AND COMPLY WITH ALL TREATMENT OR DISPOSAL METHODS
REQUIRED TO MEET ALL LOCAL, STATE AND FEDERAL REQUIREMENTS.
8. UNLESS OTHERWISE DIRECTED BY THE OWNER OR ENGINEER, THE CONTRACTOR IS
EXPECTED TO CONTAIN ALL CONSTRUCTION ACTIVITIES WITHIN THE PROPERTY BOUNDARY,
RIGHT-OF-WAY AND EASEMENTS, AND OTHER AREAS SPECIFICALLY DESIGNATED FOR
CONSTRUCTION. AT NO TIME SHALL THE CONTRACTOR DISTURB SURROUNDING
PROPERTIES OR TRAVEL ON SURROUNDING PROPERTIES WITHOUT WRITTEN CONSENT
FROM THE PROPERTY OWNER. ANY REPAIR OR RECONSTRUCTION OF DAMAGED AREAS IN
SURROUNDING PROPERTIES SHALL BE REPAIRED BY THE CONTRACTOR ON AN IMMEDIATE
BASIS. ALL COSTS FOR REPAIRS SHALL BE THE RESPONSIBILITY OF THE CONTRACTOR AND
NO EXTRA COMPENSATION SHALL BE PROVIDED.
9. UNLESS OTHERWISE NOTED ON THE PLANS, THE CONTRACTOR SHALL USE THE
GEOMETRY PROVIDED ON THE CONSTRUCTION PLANS. BENCHMARK INFORMATION SHALL
BE PROVIDED TO THE CONTRACTOR BY THE OWNER OR OWNER'S SURVEYOR. ANY
DISCREPANCIES BETWEEN FIELD MEASUREMENTS AND CONSTRUCTION PLAN INFORMATION
SHALL BE BROUGHT TO THE ATTENTION OF THE ENGINEER IMMEDIATELY.
10. BASE SURVEY INFORMATION INCLUDING BUT NOT LIMITED TO ELEVATIONS, EASEMENTS,
RIGHTS OF WAY, AND OTHER TOPOGRAPHIC INFORMATION HAS BEEN PREPARED BY OTHER
PROFESSIONALS. CPH, LLC ASSUMES NO RESPONSIBILITY FOR THE ACCURACY OF THIS
INFORMATION.
11. THIS SET OF PLANS MAY CONTAIN DRAWINGS PREPARED BY OTHER PROFESSIONALS,
WHICH CONTAIN THE NAME, ADDRESS, AND LOGO OF THE PROFESSIONAL. CPH, LLC IS NOT
RESPONSIBLE FOR DRAWINGS PREPARED BY OTHER PROFESSIONALS.
12. THE ENTIRE PROJECT SITE SHALL BE THOROUGHLY CLEANED AT THE COMPLETION OF
THE WORK. CLEAN ALL INSTALLED PIPELINES, STRUCTURES, SIDEWALKS, PAVED AREAS,
ACCUMULATED SILT IN PONDS, PLUS ALL ADJACENT AREAS AFFECTED BY CONSTRUCTION,
AS DIRECTED BY THE OWNER OR JURISDICTIONAL AGENCY. EQUIPMENT TO CLEAN THESE
SURFACES SHALL BE SUBJECT TO APPROVAL BY THE OWNER.
EXISTING UTILITIES
1. THE UTILITY DATA SHOWN ON THESE PLANS WAS LOCATED BY THE RESPECTIVE UTILITY,
OR IS BASED ON UTILITY DRAWINGS, MAPS, OR FIELD RECONNAISSANCE.
2. THE LOCATION, MATERIAL TYPE, AND SIZE OF ALL EXISTING UTILITIES SHOWN ON THE
PLANS HAVE BEEN DETERMINED FROM THE BEST INFORMATION AVAILABLE AND ARE GIVEN
FOR THE CONVENIENCE OF THE CONTRACTOR. THE OWNER ASSUMES NO RESPONSIBILITY
FOR THEIR ACCURACY. PRIOR TO THE START OF ANY CONSTRUCTION ACTIVITY, THE
CONTRACTOR SHALL CONDUCT ALL INVESTIGATIONS NEEDED TO DETERMINE THE
HORIZONTAL AND VERTICAL ELEVATIONS OF EXISTING UTILITIES THAT WILL BE CONNECTED
TO, CROSSED, OR OTHERWISE BE LOCATED IN THE VICINITY OF THE PROPOSED
CONSTRUCTION. AT PROPOSED CONNECTIONS, INVESTIGATIONS SHALL EXTEND BEYOND
THE POINT OF CONNECTION AS NEEDED TO ADJUST PROPOSED CONNECTION POINTS DUE
TO UTILITY CONFLICTS. IN THE EVENT STRUCTURES ARE IMPACTED IN ORDER TO CONDUCT
THESE INVESTIGATIONS, THE COST OF TRAFFIC CONTROL AND RESTORATION IS
INCIDENTAL TO THE CONTRACT. IT SHALL BE THE CONTRACTOR'S RESPONSIBILITY TO

DIALING “811” AT LEAST TWO (2) AND NO MORE THAN FIVE (5) WORKING DAYS PRIOR TO THE
SPECIFIC CONSTRUCTION ACTIVITY FOR FIELD LOCATION. NOTE THAT NOT ALL UTILITIES
PARTICIPATE IN THIS PROGRAM. THE CONTRACTOR SHOULD CONTACT ALL
NON-PARTICIPATING UTILITIES SEPARATELY FOR FIELD LOCATION OF THEIR FACILITIES AT

PIPING ENCOUNTERED DURING CONSTRUCTION UNLESS OTHERWISE INDICATED IN THE
DRAWINGS. ANY PIPING WHICH CAN BE REMOVED DURING CONSTRUCTION WITHOUT UNDUE
INTERRUPTION OF SERVICE MAY BE REMOVED AND REPLACED BY THE CONTRACTOR WITH
THE PERMISSION OF THE OWNER AND THE ENGINEER.
7. THE CONTRACTOR SHALL FIELD LOCATE ALL WATER AND SEWER SERVICES AND
LATERALS WITHIN THE PROPOSED CONSTRUCTION AREA PRIOR TO CONSTRUCTION AND
ADJUST THE PROPOSED CONSTRUCTION AS NEEDED TO ACCOMMODATE THESE EXISTING
LINES.
8. TYPICAL DETAILS AND PROPOSED CONSTRUCTION AS SHOWN ILLUSTRATE THE
ENGINEER’S INTENT AND ARE NOT PRESENTED AS A SOLUTION TO ALL CONSTRUCTION
PROBLEMS ENCOUNTERED IN THE FIELD. THE CONTRACTOR MAY ALTER THE PROPOSED
CONSTRUCTION TO SUIT FIELD CONDITIONS, PROVIDED IT COMPLIES WITH THE PROJECT
SPECIFICATIONS AND APPROVAL IS RECEIVED FROM THE ENGINEER. WHERE SUCH
PROPOSED REVISIONS DEVIATE FROM THE FDEP CONSTRUCTION PERMIT, THEN SUCH
REVISIONS WILL ALSO REQUIRE APPROVAL FROM FDEP.
9. FOR EACH RESPECTIVE PIPELINE CONSTRUCTION REQUIRED, THE CONTRACTOR SHALL
FIELD VERIFY THE LOCATION, DEPTH, SIZE, MATERIAL TYPE, AND ALIGNMENT OF ALL
EXISTING PIPES, CABLES, ETC. TO BE CROSSED OR CONNECTED TO. IF THE CONTRACTOR
DEEMS NECESSARY (A) A CHANGE IN ALIGNMENT OR DEPTH, OR THE NEED FOR ADDITIONAL
FITTINGS, BENDS, OR COUPLINGS, WHICH REPRESENT A DEPARTURE FROM THE CONTRACT
DRAWING, OR (B) A NEED FOR RELOCATION OF EXISTING UTILITIES, THEN DETAILS OF SUCH
DEPARTURES, RELOCATIONS, OR ADDITIONAL FITTINGS, INCLUDING CHANGES IN RELATED
PORTIONS OF THE PROJECT AND THE REASONS THEREFORE, SHALL BE SUBMITTED WITH
SHOP DRAWINGS. APPROVED DEPARTURES FOR THE CONTRACTOR’S CONVENIENCE SHALL

TRAFFIC CONTROL
1. THE CONTRACTOR IS RESPONSIBLE FOR PROVIDING A TEMPORARY TRAFFIC
CONTROL PLAN (TTCP) PRIOR TO CONSTRUCTION. THE TTCP (ALSO CALLED A
MAINTENANCE OF TRAFFIC (MOT) PLAN) SHALL SHOW ALL PROPOSED TRAFFIC
CONTROL SIGNS, PAVEMENT MARKINGS, AND BARRICADES, AND SHALL DETAIL
ALL PROPOSED CONSTRUCTION SEQUENCING. THE TTCP PLAN AND INSTALLED
TRAFFIC CONTROL MEASURES SHALL BE APPROVED BY THE ENGINEER, OWNER,
AND ROADWAY JURISDICTIONAL AGENCY. IN GENERAL, ROADWAY LANE
CLOSURES AND DRIVEWAY CLOSURES ARE PROHIBITED DURING CONSTRUCTION
UNLESS SPECIFICALLY DETAILED ON THESE PLANS. IN THE EVENT IT IS
DETERMINED THAT ROADWAY AND DRIVEWAY CLOSURES WILL BE ALLOWED, THE
CLOSURES SHALL BE RESTRICTED TO THE HOURS BETWEEN 9:00 A.M. AND 3:00

4. CONTACT PROPERTY OWNERS AFFECTED BY CONSTRUCTION. COORDINATE
TEMPORARY DRIVEWAY CLOSURES AND SEQUENCING. MAINTAIN ACCESS FOR

5. WET UNSTABILIZED AREAS AS NECESSARY TO CONTROL DUST.

WAY, SIGNAGE AND WARNING DEVICES ARE TO BE INSTALLED IN ACCORDANCE
WITH FDOT INDEX NO. 102-600 AND 102-602. WHEN WORK OCCURS ALONG TWO
LANE, TWO WAY ROADS BETWEEN THE ROAD CENTERLINE AND A LINE 2-FT
OUTSIDE THE EDGE OF THE TRAVEL WAY, SIGNAGE AND WARNING DEVICES ARE
TO BE INSTALLED IN ACCORDANCE WITH FDOT INDEX NO. 102-600 AND 102-603.
9. TYPE I OR TYPE II BARRICADES AT 20-FT CENTERS SHALL BE PLACED AND
MAINTAINED ALONG THE EDGE OF THE ROAD WHEREVER HAZARDS EXIST AND
TO BLOCK ENTRANCE INTO COMPLETED OR PARTIALLY COMPLETED
PAVEMENTS UNTIL SUCH PAVEMENTS ARE OPEN TO PUBLIC USE.
10. WHERE A DROP-OFF CONDITION IN THE WORK ZONE OCCURS, IT SHALL BE

NO. 102-600 FOR THE DEFINITION OF A DROP-OFF.
1. THE LOCATIONS OF ALL EXISTING UTILITIES SHOWN ON THIS PLAN HAVE BEEN
DETERMINED FROM THE BEST INFORMATION AVAILABLE AND ARE GIVEN FOR THE
CONVENIENCE OF THE CONTRACTOR. THE ENGINEER ASSUMES NO RESPONSIBILITY
FOR THEIR ACCURACY. PRIOR TO THE START OF ANY DEMOLITION ACTIVITY, THE
CONTRACTOR SHALL NOTIFY THE UTILITY COMPANIES FOR ON SITE LOCATIONS OF
EXISTING UTILITIES.
2. CHAPTER 553.851 OF THE FLORIDA STATUTES REQUIRES THAT AN EXCAVATOR NOTIFY
ALL GAS UTILITIES A MINIMUM OF TWO (2) WORKING DAYS PRIOR TO EXCAVATING.
3. THE CONTRACTOR SHALL FURNISH ALL MATERIALS, LABOR, SUPERVISION, AND
EQUIPMENT REQUIRED FOR THE ORDERLY DEMOLITION AND REMOVAL OF EXISTING
STRUCTURES, PAVEMENT AND UTILITIES AS SHOWN ON THE DRAWINGS AND DESCRIBED
HEREIN.
4. THE CONTRACTOR IS REQUIRED TO FAMILIARIZE HIMSELF WITH THE STRUCTURES TO BE
DEMOLISHED. THE CONTRACTOR IS TO BE RESPONSIBLE FOR ALL ASSOCIATED
FACILITIES IN THE DEMOLITION AREAS. THE CONTRACTOR IS TO COORDINATE ALL
DEMOLITION ACTIVITES WITH THE PLANT OWNER/OPERATOR PRIOR TO ANY
CONSTRUCTION ACTIVITY.
5. ALL SITE UNDERGROUND STRUCTURES AND PIPING TO BE DEMOLISHED MUST BE
COMPLETELY REMOVED AND OVER EXCAVATED BY A MINIMUM OF 12" BENEATH THE
STRUCTURES. CONTRACTOR SHALL USE APPROVED FILLING MATERIAL FOR FILLING
THESE AREAS. FILL SHALL BE OF CLEAN, FINE SAND AASHTO CLASS A-3 AND SHALL BE
PLACED IN LOOSE LIFTS NOT EXCEEDING 8" IN THICKNESS AND COMPACTED TO AT
LEAST 98% OF THE MODIFIED PROCTOR MAXIMUM DRY DENSITY (ASTM D-1557).
6. ALL EXISTING STRUCTURES, PAVEMENTS, SLABS, FOUNDATIONS, STEPS, AND OTHER
EXISTING FEATURES INDICATED ON THE DRAWINGS TO BE REMOVED SHALL BE
DEMOLISHED AND REMOVED BY THE CONTRACTOR.
7. ALL EXISTING SEWERS, PIPING AND UTILITIES SHOWN ARE NOT TO BE INTERPRETED AS
THE EXACT LOCATION, OR AS THE ONLY OBSTACLES THAT MAY OCCUR ON THE SITE.
VERIFY EXISTING CONDITIONS AND PROCEED WITH CAUTION AROUND ANY ANTICIPATED
FEATURES. GIVE NOTICE TO ALL UTILITY COMPANIES REGARDING DESTRUCTION AND
REMOVAL OF ALL SERVICE LINES AND CAP ALL LINES BEFORE PROCEEDING WITH THE
WORK.
8. ELECTRICAL, TELEPHONE, CABLE AND/OR GAS LINES NEEDING TO BE REMOVED OR
RELOCATED SHALL BE COORDINATED WITH THE AFFECTED UTILITY COMPANY PRIOR TO
COMMENCEMENT OF CONSTRUCTION. ADEQUATE TIME SHALL BE PROVIDED FOR
RELOCATION AND CLOSE COORDINATION WITH THE UTILITY COMPANY IS A NECESSITY
TO PROVIDE A SMOOTH TRANSITION IN UTILITY SERVICE.
9. PROVIDE ADEQUATE PROTECTION FOR PERSONS AND PROPERTY AT ALL TIMES.
EXECUTE THE WORK IN A MANNER TO AVOID HAZARDS TO PERSONS AND PROPERTY
AND PREVENT INTERFERENCE WITH THE USE OF AND ACCESS TO ADJACENT BUILDINGS.
DRIVEWAYS AND SIDEWALKS SHALL NOT BE BLOCKED BY DEBRIS AND EQUIPMENT.
10. CONTRACTOR MUST STOP OPERATION AND NOTIFY THE OWNER FOR PROPER
DIRECTION IF ANY ENVIRONMENTAL OR HEALTH RELATED CONTAMINATE IS
ENCOUNTERED DURING THE DEMOLITION / EXCAVATION PROCESS.
11. DISPOSAL
a. REMOVE AND LEGALLY DISPOSE OF ALL OTHER DEMOLISHED, RUBBLE, AND DEBRIS.
COMPLY WITH ALL APPLICABLE LAWS AND REGULATIONS GOVERNING DISPOSAL OF
WASTES AND DEBRIS.
12. PAVEMENT REMOVAL
a. WHERE EXISTING PAVEMENT IS TO BE REMOVED, SAW-CUT THE SURFACE LEAVING
A UNIFORM AND STRAIGHT EDGE WITH MINIMUM DISTURBANCE TO THE REMAINING
ADJACENT SURFACE. IF CONSTRUCTION RESULTS IN RAVELING OF THE SAW-CUT
SURFACE, RECUT BACK FROM THE RAVELED EDGE PRIOR TO RESTORATION.
b. WHERE EXISTING PAVEMENT, CURB, CURB AND GUTTER, SIDEWALK, DRIVEWAY, OR
VALLEY GUTTER IS REMOVED FOR THE PURPOSE OF CONSTRUCTING OR REMOVING
BOX CULVERTS, PIPE, INLETS. MANHOLES, APPURTENANCES, FACILITIES OR
STRUCTURES OR FOR RECONSTRUCTION PURPOSES SAID PAVEMENT, ETC., SHALL
BE REPLACED AND RESTORED IN EQUAL OR BETTER CONDITION THAN THE
ORIGINAL, CONTRACTOR SHALL PROVIDE ALL NECESSARY LABOR, MATERIALS,
EQUIPMENT, TOOLS, SUPPLIES, AND OTHER EQUIPMENT AS REQUIRED.
13. CONTINUOUS ACCESS SHALL BE MAINTAINED FOR THE SURROUNDING PROPERTIES AT
ALL TIMES DURING DEMOLITION OF THE EXISTING FACILITIES.
14. PERMITTING: IT IS THE CONTRACTOR'S RESPONSIBILITY TO OBTAIN ANY REQUIRED
PERMITTING FOR DEMOLITION FROM RESPONSIBLE REGULATIONS AND FULLY
ACKNOWLEDGE AND COMPLY WITH ALL REQUIREMENTS PRIOR TO COMMENCING
DEMOLITION WORK.
15. IT IS THE CONTRACTOR'S SOLE RESPONSIBILITY TO DETERMINE THE EXTENT OF THIS
PROJECT. THE CONTRACTOR SHALL CONDUCT SITE VISITS AND SHALL CHECK FOR
DISCREPANCIES AND/OR OMISSIONS THAT SHALL BE BROUGHT TO THE ATTENTION OF
THE ENGINEER PRIOR TO BID SUBMITTAL.
16. PRIOR TO DEMOLITION OCCURRING, ALL EROSION CONTROL DEVICES ARE TO BE
INSTALLED.
17. THE CONTRACTOR SHALL COORDINATE WITH OWNER PRIOR TO COMMENCEMENT OF
ANY WORK. ACTUAL REMOVAL AND/OR RELOCATION OF ALL EXISTING PLANTS IS TO BE
CONDUCTED BY THE LANDSCAPE CONTRACTOR. IT IS THE RESPONSIBILITY OF THE SITE
WORK CONTRACTOR TO COORDINATE DEMOLITION ACTIVITIES WITH THE LANDSCAPE
CONTRACTOR. THE CONTRACTOR IS RESPONSIBLE FOR REMOVING AND PRESERVING
TREES.
18. CONTRACTOR SHALL LIMIT ALL DEMOLITION ACTIVITY TO THAT AREA DELINEATED IN
THE DRAWING. ALL EXISTING UTILITIES INCLUDING: STORM DRAINAGE, GAS, ELECTRIC,
TELEPHONE, WATER AND SEWER SHALL BE PRESERVED AND PROTECTED, UNLESS
OTHERWISE NOTED.

DEMOLITION NOTES:
1. DEMOLITION OF THE EXISTING LIFT STATION CANNOT BEGIN UNTIL AFTER THE NEW
LIFT STATION HAS BEEN CONSTRUCTED, AND APPROVED BY THE FLORIDA DEPT. OF
ENVIRONMENTAL PROTECTION (FDEP) AND THE CITY OF SANFORD TO BE PLACED
INTO SERVICE.
2. COORDINATE WITH FLORIDA POWER AND LIGHT (FPL) AS NEEDED IN ORDER TO HAVE
THE EXISTING ELECTRICAL SERVICE AND METER CAN TAKEN OUT OF SERVICE.
REMOVE ALL OF THE ELECTRICAL SERVICE RELATED ITEMS NOT REMOVED BY FPL.
3. PER SECTION 02220 OF THE PROJECT MANUAL, THE FOLLOWING ITEMS ARE TO BE
SALVAGED AND DELIVERED TO THE CITY OF SANFORD: CONTROL PANEL, WATER
METER, METER BOX, AND RTU.
4. DEMOLISH THE BUILDING COMPLETELY INCLUDING ALL INTERIOR ITEMS AND
EXTERIOR ATTACHMENTS TO THE BUILDING AND REMOVE FROM THE SITE USING
METHODS AS REQUIRED TO COMPLETE WORK WITHIN THE LIMITATIONS OF
GOVERNING REGULATIONS. SMALL STRUCTURES MAY BE REMOVED INTACT WHEN
ACCEPTABLE TO THE CITY AND AUTHORITIES HAVING JURISDICTION.
5. REMOVE SLABS-ON-GRADE AND WALLS BELOW GRADE TO A DEPTH OF 4 FEET
BELOW GRADE. SLABS AND WALLS LEFT MORE THAN 4 FEET BELOW GRADE ARE TO
HAVE HOLES PUNCHED THROUGH THE SLABS (MINIMUM HOLE SIZE OF4-INCHES).
6. COMPLETELY FILL BELOW GRADE AREAS AND VOIDS RESULTING FROM DEMOLITION
OR REMOVAL OF STRUCTURES ETC. USING ACCEPTABLE MATERIAL AS DEFINED IN
SECTION 02315 OF THE PROJECT MANUAL. CONCRETE RUBBLE FROM DEMOLITION
ACTIVITIES CAN ALSO BE USED AS BACKFILL PROVIDED IT IS NOT PAINTED OR
COATED, IS FREE OF STEEL REINFORCEMENT, AND IS BROKEN INTO PIECES THAT
MEASURE NO LARGER THAN 8-INCHES IN ANY DIRECTION.
