The City will provide direction regarding gopher tortoise relocation costs at the time of construction. Additionally, the addendum clarifies that contractors must remove and salvage the existing antenna and tower, delivering them to the City's North Water Reclamation Facility while providing a new antenna and tower per specifications, and must install a pole and light on the northwest corner of the new site powered by a manual timer switch.

ADDENDUM #2
This addendum is issued to provide additional information, clarification, corrections, additions, deletions and/or answers to questions concerning the above referenced solicitation. All information provided in this addendum is incorporated into the solicitation document as set forth therein. All other parts of the solicitation have been maintained as originally distributed. This addendum supersedes any verbal and/or other instructions given to any bidder/proposer qualified to respond pursuant to the requirements set forth in the solicitation document.
I. DUE DATE
This Addendum does not change the solicitation due date. As such, the solicitation response is due no later than Thursday, June 12, 2025, at 2:00 P.M. Local Time.
II. QUESTIONS AND ANSWERS (Q&A)
The City has received the following question(s) concerning the solicitation:
1.) Per Page 14 of the Project Manual see below. Can you advise what the engineer/project estimate is or what percentage the bid bond shall be?
a.) Construction Projects where the Maximum Bid Price is $60,000 or greater:
Bid Security shall be in an amount equal to at least 5% of the Maximum Bid Price (Base Bid Plus Alternates).
b.) Construction Projects where the Maximum Bid Price is less than $60,000:
Bid Security shall be in an amount equal to at least 10% of the Maximum Bid Price (Base Bid Plus Alternates).
Answer: Bid bond to be per project specifications as stated in question. Eng estimates $950,000.
2.) Can the wet well be installed via the tremie method?
Answer: The Contractor may select the Tremie/Caisson method as an alternate to open-cut method for wet well construction. The Contractor is responsible for final design of Tremie/Caisson features to be implemented during construction. The Contractor is also responsible for redesign of features which require modification to facilitate Tremie/Caisson construction. signed and sealed by a qualified Professional Engineer registered in the State of Florida. The caisson construction alternative applies only to reinforced concrete construction. Revisions to other systems and materials shown in the Contract Documents will not be permitted. Revisions of the structure's internal dimensions will not be permitted. The wall and slab concrete thicknesses shown in the contract documents are minimum and shall not be reduced for alternative designs by the Contractor's Engineer. The Contractor may make increases as required for the Tremie/Caisson construction method. The Tremie/Caisson structure shall be designed to resist buoyancy due to ground water at 100-year flood elevation (EL 45.00). Acceptance of alternative design drawings and specifications is subject to approval by the Owner’s Representative.
3.) During a site visit, a gopher tortoise was observed. Should we include the cost for gopher tortoise relocation in our bid?
Answer: City will review locations of any tortoise burrows and provide direction at time of construction.
4.) Please confirm DUE date, states in bid documents 5/22. (No addendums have been released).
Answer: Due date has been extended to Thursday, June 12, 2025 @ 2pm.
5.) Addendum #1 states the due date is Tuesday, 05/29; however, 05/29 is a Thursday. Would you please clarify this?
Answer: Apologies for the misprint. Due date has been extended to Thursday, June 12, 2025 @ 2pm.
6.) 01270-5 para 2.10 states remove and dispose antenna and tower 01270-8 para 2.22 states new antenna and tower Page E-1 note 4 states remove and coordinate reuse. Are we to provide a new antenna and tower or can we reuse existing?
Answer: Remove and Salvage antenna and tower. Deliver to the City North WRF.
Provide a new antenna and tower per E-2B
7.) 01270-8 para 2.22 states provide and install pole and light, there is no specification for the pole or light, nor is there a proposed location for the light. Page E-3 note states area light not provided due to proximity to residences; is this note being rescinded?
Answer: City would like to include a pole and light on the NW corner of new site powered by manual timer switch. Detail attached.
