About this file
This is a Scope of Work submittal document for the City of Austin, Texas, detailing minimum qualifications and requirements for Leak Detection Dog Services. The City seeks to establish a contract with a qualified contractor to provide a trained leak detection dog and professional services to support water loss control and wastewater system efficiency. The submittal specifies comprehensive qualifications including a minimum of three years of documented experience in training or providing working dogs for detection purposes, with specific demonstrated experience in leak detection within potable water and wastewater utility environments. Contractors must provide at least two references from municipalities or utilities that have used their leak detection dog services and must employ certified professional dog trainers and handlers with verifiable credentials from recognized working-dog training organizations such as the National Association of Canine Scent Work or American Working Dog Association.
The leak detection dog must be trained and certified in detecting treated potable water and wastewater leaks, be of a non-aggressive breed temperamentally suited for public and utility environments, maintain good health with current veterinary records and vaccinations, and demonstrate the ability to work safely around traffic, construction sites, utility equipment, and groups of people. The handler must have a minimum of two years of experience working with the specific leak detection dog provided, be trained in interpreting the dog's alerts and preparing detailed reports, be familiar with water distribution and wastewater collection systems or receive City-provided orientation, and comply with all City safety standards and field crew coordination requirements. Documentation of all qualifications, certifications, veterinary records, and handler experience must be submitted with the proposal, with failure to provide such documentation potentially resulting in the contractor being deemed non-responsive.
