About this file

This is a Small Business Preference submittal form for the City of Austin's Leak Detection Dog Services contract opportunity. The document outlines the City of Austin's Small Business Procurement Program, which encourages small businesses to participate in city solicitations by offering preference incentives. The program is available to two categories of offerors: Small Business Primes, which are small businesses themselves eligible for full preference, and Small Business Subs, which are non-small businesses that include one or more small business subcontractors eligible for partial preference provided the combined small business subcontracting values meet or exceed 5 percent of the total contract amount. The City defines Small Businesses as entities holding recognized certifications that comply with the US Small Business Administration's Small Business Size Standards.

Participation in the Small Business Preference Program is optional and not required to respond to the solicitation. Offerors must self-identify as a small business and provide certification information, including the certifying entity name, certification number, and expiration date. The City reserves the right to request additional information to confirm certification status and may contact certifying entities directly. If the City determines that any offeror information regarding certification is incorrect, it may withhold available preference; if the error is determined to be intentional, the City may disqualify the offeror as non-responsible or void the contract if awarded. Offerors not qualifying as small businesses but using small business subcontractors must complete an attached Subcontracting Plan with no MBE/WBE Goals.
