About this file

This is a Cost Proposal Bid Sheet for IFB 1267 issued by the New York State Office of Children and Family Services (OCFS) to select a qualified vendor to administer a Repair and Renovation Project for home-based child care businesses. The project aims to support existing licensed and registered home-based child care providers in making minor repairs and renovations to enhance the quality and capacity of their child care environments. The vendor will serve as administrator and comprehensive technical assistance partner, responsible for developing and administering the infrastructure repair and renovation program. The contract term is three years, running from October 1, 2026, through September 30, 2029. The bid sheet identifies nine major deliverable categories including program planning and application development (36 months), application screening (483 units), project agreement processing and execution (439 and 399 units respectively), project monitoring via site visits (363 in-person or virtual units and 330 in-person completion units), technical assistance and project support (36 months), professional development workshops (10 workshops), partnership development activities including resource listings and outreach meetings (12 quarterly activities each), fund disbursement, and reporting and documentation (36 months).

Bidders must submit all-inclusive per-deliverable bid prices that encompass consultant fees, overhead, indirect and administrative costs, supplies, profit, equipment, and training expenses. The Cost Proposal includes a fixed price component of $10,000,000 for direct payments to eligible licensed and registered home-based child care businesses for their repair and renovation projects; these funds are pass-through payments that will not be retained by the awarded bidder. The total bid for deliverables in Section B must not exceed $4,000,000 for the entire three-year contract term. The bid rate for fund disbursement services must be submitted as a percentage markup applied against the $10 million in direct payments. All highlighted fields on the bid sheet must be completed, and bidders must sign and date the proposal, certifying that the proposed prices are binding for 180 days from the proposal due date.
