About this file

This is an Experience Attachment document for an Invitation for Bids (IFB 1267) issued by the New York State Office of Children and Family Services (OCFS) for a Repair and Renovation Project serving home-based child care businesses. The IFB seeks to contract with one entity to serve as administrator and technical assistance partner for a program designed to support existing licensed/registered home-based child care businesses in making minor repairs and renovations that increase quality and enhance capacity of their care environments. The vendor will administer fund disbursement, enforce OCFS-specified eligibility requirements, process payments to approved businesses, oversee project monitoring, provide technical assistance, and ensure compliance. Failure to meet minimum requirements outlined in Section 3.1 regarding bidder eligibility may result in a bid being found non-responsive.

To be considered an eligible bidder, offerors must demonstrate: at least three years of experience in establishing, maintaining, and providing support, technical assistance, and guidance to home-based child care business owners; at least three years of project management experience administering at least three home-based child care repair and renovation projects, each valued at minimum $25,000; at least three years of experience building and maintaining partnerships with Community Development Financial Institutions (CDFIs), builders, and renovation contractors for home-based child care repair and renovation projects; and at least one year of experience designing, operating, or maintaining a secure system capable of accepting and tracking funding applications, processing and administering payments, securely storing personal data, and generating reports. Bidders must certify accuracy of submitted information and compliance with applicable State and Federal laws, rules, and regulations through signature of an authorized representative.
