About this file

This is a reference submission attachment for Invitation for Bids (IFB) 1267 issued by the New York State Office of Children and Family Services (OCFS) for a Repair and Renovation Project serving home-based child care businesses. Bidders are required to submit three professional references demonstrating their organization's years of experience relevant to the project, with an optional fourth reference recommended. Each reference submission must include the reference contact's name and title, a brief project description, project start and end dates, complete address, telephone number, and email address. OCFS reserves the right to conduct reference checks at any point during the bidding process to verify that bidders meet the minimum qualifications specified in IFB Section 3.1. If any references are deemed unsatisfactory, OCFS retains sole discretion to disqualify a bidder from further consideration.

The reference check process serves as a verification mechanism to confirm bidder qualifications and capability to administer the infrastructure repair and renovation program for licensed and registered home-based child care businesses. Unsatisfactory references may result in immediate disqualification, making the quality and relevance of submitted references critical to bid success. The structured reference format ensures OCFS can efficiently contact and verify each bidder's relevant experience and performance history on similar projects.
