About this file
This document is an Amendment 1 for an HVAC replacement contract for the ICTE NASEB facility, detailing specific changes to drawings and Statement of Work (SOW). The amendment modifies several key aspects of the project, including replacing existing 15-ton split units with two 20-ton split units to ensure sufficient cooling for ASR radar equipment. Critical requirements include establishing two temporary cooling units in a lead/lag configuration that must be proven effective and reliable before demolishing the existing HVAC system, with the contractor required to submit a written plan detailing methods and equipment for maintaining continuous air conditioning.
The amendment specifies technical details such as using R32 or R454B refrigerant for new HVAC units, revising drawings to show temporary HVAC unit locations, and updating the HVAC schedule with new condenser and air handler models. The contractor must ensure the facility remains conditioned during installation, with a focus on maintaining operational cooling through redundant temporary cooling systems. The project is part of a Federal Aviation Administration (FAA) solicitation for HVAC replacement at the ICTE NASEB ASR facility in Wichita, KS, with proposals due by 5:00 p.m. CST on June 3, 2025.

Replace ICTE NASEB (ASR-MODE-s) Air-conditioning system Contract No. xxxxxx
Amendment 1
ICTE HVAC NASEB Drawings
1. Drawings ICTE-D-NASEB-G002 General and Mechanical Notes
a. Revise General Notes #18 to read “Set up Two (2) 20-Ton Temporary HVAC units
(in lead/lag) on the west side of the shelter if possible. Finalize the location on site. Contractor to provide separate temporary electrical disconnects for each unit. Run Electrical conductors through the 4” sleeve. Temporary HVAC units are to maintain current operating conditions for electronic equipment. The existing door should be removed and temporarily sealed off to accept a supply and/or return air plenum. The supply air plenum shall be insulated and be of weatherproof construction. The interior portion of the plenum may be attached to a temporary insulated flexible ductwork system extending into space and will ensure adequate air distribution. The return air plenum shall be insulated and be of weatherproof construction and will include a wire mesh screen. The temporary systems must run and be tested for a minimum of 72 hours each prior to the existing HVAC system being demolished. upon work completion of installation, testing, and proof of acceptable operation of the new system for 72 hours each, the entire temporary system shall be removed, and the existing hardware (door, etc.) shall be reinstalled and sealed water/airtight.”
b. Add General note that reads, “New HVAC units need to be R32 or R454B. Verify findings with FAA before ordering.”
2. Drawings ICTE-D-NASEB-D001 HVAC Demolition Plan
a. Revise Temp HVAC to show the following below:
b. Revise location of Temp HVAC to west side of the shelter (if possible, ASR is on that side)
c. Revise the Temporary Air Conditioning Unit Schedule to Temporary Air
Conditioning Units Schedule
d. Revise Temporary Air Conditioning Unit Schedule to show a QYT of 2 Temporary
HVAC units
e. Add the following to Demolition Notes:
3. Drawings ICTE-D-NASEB-M001 HVAC Schedule
a. Revise basis of design model for Condensers to 38AXZ25 R454B
b. Revise basis of design model for Air Handlers to 40RUA25 R454B
ICTE HVAC NASEB SOW
1. Part 1 – Introduction -> 1.1 Summary
a. Revise note A to read “The current HVAC system supporting the ICT NASEB facility is composed of (2) 15-ton split units approximately 15 years old. We will be replacing the existing system with (2) 20-ton split units to ensure sufficient cooling for the ASR radar equipment located inside the ICT NASEB. Two temporary cooling units must be established (lead/lag) within the facility; proven effective, reliable, and fully redundant before any demolition or disconnection of the existing HVAC system may occur. The Contractor must submit a written plan detailing the methods, equipment, points of connection, etc. that will be utilized to provide operational air conditioning system at all times and adhere to the sequence of work proposed for removal and replacement of the HVAC unit.”
2. Part 5 - EXECUTION – TASKS TO BE COMPLETED
a. Revise note 5.1.1 to read, “ The room must be conditioned at all operational hours during installation, preferably with a redundant temporary cooling system. It is the contractor’s duty to determine the means and methods for this installation while maintaining operational cooling.”
