About this file

The file is a Request for Information (RFI) document for an HVAC Replacement project at the ICTE NASEB ASR facility in Wichita, KS, issued by the Federal Aviation Administration (FAA). The RFI contains multiple technical and logistical clarifications, including confirmation of full-time general contractor supervision, work hour flexibility (4-10 or 5-8 hour shifts), concrete pad measurements (420" x 108"), and specific technical requirements for the HVAC system installation.

Key details include requirements for new HVAC units that comply with the Buy American Act, no economizer installation due to previous moisture issues, and acceptance of 2-stage cooling systems. The solicitation (6973GH-25-Q-00121) requires contractors to be registered in the System for Award Management (SAM) by June 3, 2025, with proposal submissions due by 5:00 p.m. CST on the same date. REFERENCING: HVAC R&R at the ICTE NASEB

*Full time supervision is to be provided by the GC, and not by provided by The Mechanical contractor?

-Correct, the GC to always have a superintendent on site

*Work Week consists of 40 hrs. as the standard, Does the FAA object if the crews work 4-l0hrs shifts vs 5-8hr shifts?

-The work hours are typically discussed with the FAA RE during pre-con meeting.

However, the FAA can accommodate either.

*Concrete Pad: Without knowing the manufacturer supplying the 2 ext. units, can FAA provide the measurements of the existing cone pad. And the depth of the existing pad.

-420" x 108" (LxW). Depth is unknown.

*Can the FAA provide the latest addition of the Grounding manual for accuracy in pricing. (FAA

-STD-0196).

-I believe you mean FAA-STD-019G. Please Verify.

· If a connectivity test is performed on the existing ground loop system, is there still a need to replace the grounding as noted?

-The existing ground loop is not being replaced. You just need to tie in the new HVAC units into the existing EES.

*Temp Cooling:

* Can an alternate means for temp cooling be provided as long as it meets the needs of the TEMP Cooling Schedule as noted on Drawing D00l *There is currently a lack of equipment for the temp cooling needs meaning u are put on a waiting list, it is also very expensive versus an alternate means that will meet the needs of the temp cooling schedule.

*This should allow us to take down both existing units versus 1 at a time as noted within the summary of work.

-Any alternate methods need to be sent to FAA for review and approval

*Drawing G002: notes to insulate the exterior duct, the drawings do not show ext duct but interior duct only.

-Disregard that note and drawing M003 as there is no exterior duct work.

*Some of the Manufacturers, supplying a split system, only offer a 2-stage cooling system a 3 stage. Is a 2-stage cooling acceptable?

-2 stage cooling is acceptable.

*Could the FAA provide the current mechanical contractor who services the Facility for its maintenance needs. I Would like to speak with them if their services include balancing of HVAC systems. This would be a monetary savings versus bringing in a balancer

-FAA does onsite maintenance. Occasionally they use River city mechanical but only for other sites with bigger repairs.

*The Mechanical vendor noted that by installing an economizer for UNIT 2, this introduces moisture into the building. Not sure with the sensitivity of the equipment currently installed, if this would be a concern or not to the FAA?

-Currently there was moisture found in the system and caused multiple issues. FAA would like no economizer.

-Please make sure the HVAC units follow the Buy American Act (BAA).

-Change the run time from 72 hours to 48 hours
