About this file
This is an Independent Cost Estimate (ICE) prepared by Collier County, Florida for hurricane repair painting services at Clam Pass Park. The project involves painting an 8-foot tall precast concrete wall located along the southern perimeter of the Clam Pass Park parking lot, with work spanning from Seagate Avenue to the southwest corner. The scope encompasses surface preparation and painting of approximately 20,297 square feet on both sides of the wall, requiring application of Sherwin-Williams Loxon Concrete & Masonry Primer/Sealer with one coat and two topcoats in SW6106 color or equivalent. The procurement is structured as a lump sum contract with a total project completion timeline of 120 days from purchase order issuance, with work permitted Monday through Friday from 7 a.m. to 5 p.m. Contractors are required to submit quotes electronically through the county's e-Procurement Portal by November 6, 2025, at 3:00 p.m. The Independent Cost Estimate was prepared on September 26, 2025, by Bryan Vehovec and was developed using an independent third-party estimate from WSP USA.
The total estimated project cost is $74,696.00, comprised of material costs estimated at $13,805.00 (including a 10 percent markup) and labor costs at $60,891.00 (calculated at $2.75 per square foot). Material costs include Loxon primer at $4,920.00 and SuperPaint topcoat at $7,630.00. The procurement is funded through FEMA Public Assistance grant programs designated for Hurricane Ian recovery efforts. Contractors must comply with comprehensive federal procurement guidelines, including E-Verify enrollment, appropriate business licensing, background check requirements, and debarment certifications. Insurance requirements include worker's compensation, commercial general liability, and automobile liability coverage. The evaluation will focus on total project cost, contractor qualifications, and adherence to painting specifications and project timeline requirements.

COLLIER COUNTY
For the Acquisition of Goods and Services Funded By Federal/State Grant Programs
Independent Cost Estimate PRUPOSE: In connection with every procurement action, except a micro-purchase, an Independent Cost Estimate (ICE) must be prepared in advance of receiving a quote, bid, or proposal. This is necessary because the ICE documentation:
• Ensures a clear basis for determining the benefits of the procurement;
• Provides essential procurement and financial planning information;
• Documents Federal compliance in a consistent manner; and,
• Provides a basis for the cost/price analysis.
