About this file
This is a Minimum Qualifications for Award form for joint venture participants on a federal roadway construction contract with the International Boundary and Water Commission (USIBWC). The form establishes qualification requirements that all joint venture participants must meet collectively to be eligible for the Country Club West Stoplog Rehabilitation project in El Paso, Texas, a firm fixed-price contract with an estimated magnitude of $25,000 to $100,000.
All joint venture participants must individually demonstrate a minimum of five years of experience on similar roadway construction projects within the last five years and prior experience as a prime contractor with the Federal Government on highway or roadway projects within the last ten years; failure to meet either requirement disqualifies the entire joint venture. At least one joint venture participant must satisfy the minimum technical qualifications, which include: experience in highway construction with concrete work and repair of similar scope and complexity; possession of necessary personnel, equipment, and resources to complete work within the required contract duration; successful completion of at least one project within the last five years involving traffic control measures for construction adjacent to or within active roadways while maintaining vehicular traffic; and a Dun & Bradstreet PAYDEX score or Experian Business Credit Score of 65 or greater. Supporting documentation must include IBWC Form 245B backup information for each referenced project and a D&B or Experian credit report dated within thirty days. The contracting officer reserves the right to request additional backup information within twenty-four hours, and failure to provide requested documentation or information that does not support submitted answers will result in bidder ineligibility.
