About this file
This is a Minimum Qualifications for Award form used by the International Boundary and Water Commission (IBWC) to establish contractor eligibility criteria for the Country Club West Stoplog Rehabilitation project in El Paso, TX. The form requires contractors to demonstrate five mandatory qualifications, with any "No" answer resulting in disqualification.
Contractors must evidence: (1) a minimum of five years of experience on similar roadway construction projects within the last five years; (2) prior experience as a prime contractor with the Federal Government on highway or roadway projects within the last ten years; (3) experience in highway construction including concrete work and repair of similar scope and complexity to the solicitation requirements; (4) adequate personnel, equipment, and resources to complete work within the required contract duration; and (5) successful completion of at least one project within the last five years requiring traffic control measures for construction adjacent to active roadways while maintaining vehicular traffic. Additionally, contractors must provide either a Dun & Bradstreet PAYDEX score of 65 or greater (based on up to 24 months of data) or an Experian Business Credit Score of 65 or greater. Subcontractor experience may support answers to questions one through five, but subcontractors cannot fulfill the credit score requirement. All affirmative answers must be supported by completed IBWC Form 245B backup documentation and current credit reports (less than 30 days old). Contractors certify their responses' accuracy and commit to providing additional documentation within 24 hours if requested by the Contracting Officer; failure to do so results in ineligibility for award.
