Answers are denote in BLUE text

1. Cannot seem to locate material for 24” force main in buried pipe schedule. Ref. drawing C500.

There is a callout on Drawing C-500 for the 24” force main that is labeled. “24”FM, DI”. Per the abbreviation schedule, “DI” is Ductile Iron. This is also noted on the Pipe Material abbreviations list on Drawing GI-004.

2. Cannot locate material for 48” EQTI piping, drawing C500. The buried Pipe Schedule in Specification 40 00 51 has been updated to include the EQTI and the EQEF lines. Drawing M- 1112 calls out EQTI as DI. Drawing M-502 calls out for EQEF as DI.

3. Cannot find interior process pipe schedule. There was no interior process pipe schedule. The contractor can use the mechanical plans to identify pipe material, end connections, and the pipe abbreviation schedule on GI-004 for aboveground piping. An “Exposed Piping Schedule” has been added to Specification 40 00 52.

4. Is there a valve schedule for this project? Valve schedule was added to the Specification 40 00 91.

5. Are there any “ BUY AMERICAN “ requirements for this project? Yes, refer to 52.225-11 Buy American Act - Construction Materials Under Trade Agreements (Sep 2013) and 52.225-12 Alt I Notice of Buy American Act Requirement - Construction Materials Under Trade Agreements (Feb 2009)- Alternate I (Feb 2009) included in the solicitation.

6. In the attached specifications for South Bay IWI project in San Ysidro, it states ‘Capillary Waterproofing’ to be applied to the interior of all interior concrete surfaces of water carrying structures as well as the exterior concrete surfaces of the equalization tanks. Approximately what is the scope of this application, either in square footage of coverage or total size of tanks? The dimensions and the extent of waterproofing application for Equalization Tanks, SSTs are shown in the drawings. S-501 to S-506 and S-1102 to S-1111 provide dimensions for tanks and call out for protective coatings.

7. It states in the specs to use Capillary Waterproofing and when we look at the products listed we see these are Crystalline Capillary Waterproofing products. Xypex the leading crystalline product in the country and by far here on the west coast, with representation and long-standing history and familiarity among applicators. It lists two products, then leaves option for compliance-confirmed equal.

Is Xypex considered an approved equal? A product review and determination as approved equal will not be conducted during bidding. It is the contractor’s responsibility during bidding to determine if a product is equal to or exceeds the products listed in the specification by comparing the salient features of each. The final determination will be made by the COR when the construction contractor submits shop drawing submittal.

8. Sheet E1105 shows conduits 1107, 1108 and 1109 going to the secondary sludge collectors SSC11, SSC12 and SSC13. These conduits are not shown on the conduit area plan on sheet ECC2. See table Secondary Sedimentation Tank Skimmers SSKS1 thru SSKS13 (on the right) on sheet ECC2 for conduits 1107, 1108 and 1109.

9. On sheets E503 there are several conduits in bold shown in the existing structure. Is the intent for the new conductors to be pulled in existing conduits to EHH39 and then new conduits extended from that point or should we plan on new conduits for the entire length? The new conductors to be pulled in existing conduits to EHH39 and then new conduits extended from that point.

10. On sheet E6 the partial miscellaneous handhole schedule shows 4 new handholes. Sheet E504 also shows IHH39 and EHH39 to be new. Sheet E503 shows these handholes lighter, implying that they are existing. Which is correct? There are no new handholes. Detail description on E6 states TYPICAL HANDHOLE (EXISTING). All handholes in the partial miscellaneous handhole schedule are existing.

Sheet E504 has been revised to reflect existing handholes IHH39 and EHH39.

11. On sheet E6 he partial miscellaneous handhole schedule shows 4 new handholes. Sheet E1104 shows 2 of these handhole to be existing. Which is correct? If HH23 and EHH23 are new please show locations and conduit routing. There are no new handholes. Detail description on E6 states TYPICAL HANDHOLE (EXISTING). Details for handholes are shown so that the contractor can plan the work based on the dimensions.

12. On sheets E1103 and E1105 there are several conduits in bold shown in the existing structures. Is the intent for the new conductors to be pulled in existing conduits to the new structures and then new conduits extended from that point or should we plan on new conduits for the entire length? New conductors to be pulled in existing conduits to the new structures and then new conduits extended from that point.

13. On sheets E1103 and E1105 there are several conduits in bold shown in the existing structures. Is the intent for the new conductors to be pulled in existing conduits to the new structures and then new conduits extended from that point or should we plan on new conduits for the entire length? Repeat Question 5.

14. In specification section 26 05 74 it is unclear if the overcurrent protective device arc-flash study is to be completed for the entire facility or just the improvements? Just the improvements.

15. Please provide the manufacturer and date of production of MCC-DAF. Eaton. Contractor needs to field verify the date of production.

16. Please provide the manufacturer and date of production of MCC-SST. Eaton. Contractor needs to field verify the date of production.

17. Please provide the location of the VFD for well pump 2. VFD for pump 2 is shown on North wall of DAF Building shown on Sheet E503, VFD 2 and the isolation transformer are mounted on the same wall and the isolation transformer is stacked on top of the VFD.

18. Sheet E4 note 1 refers us the details on sheet E2. Which detail is applicable for the panel installation 5 or 11? For the panel installation, there is only one detail on Sheet E2, Detail 3 is for the panel installation.

19. Sheet E507 detail 2 shows wiring from the gate actuators to DP12E and to LCP-DAF. The wiring to LCP-DAF is not shown elsewhere on the drawings. What conduit and wire is required? 12#12 wires for each gate actuator in a separate ¾” conduit. Sheet ECC1 has been revised to reflect this.

20. Sheet E507detail 1 shows wiring from the EQ mixers to MCC-DAF and LCP-DAF. Are the wire to LCP-DAF part of the 14#14 that are shown in the conduit schedule going to MCC-DAF? If so what is required form MCC-DAF to LCP-DAF? 14#14 are the required control wires shown on Sheet ECC1.

21. FIT-5109M is shown on sheet E505. The drawing indicate power from DPP12F/5. Is any wiring required from LCP-DAF or is just power adequate? Signal/control 1PR #16TWSH wire in a 3/4” conduit is required from FIT-5109M to LCP-DAF. Sheet ECC1 has been revised to reflect this.

22. Specification page 25.20.14-5 shows 4 local control panels to control the additional secondary sedimentation tanks. There are no locations, conduit or wiring shown for these panels? SST-LCC-1 is existing; SST-LCC-2, SST-LCC-3 and SST-LCC-4 are future panels and not part of this contract.

Specification 25 20 14 has been revised to clarify this.

23. Specification page 25.20.14-15,16 shows new control panels LCP-SSTSP, LCP-EQSP, LCP-EQ MX AND LCQ-EQWW. There are no locations, conduit or wiring shown for these panels? Correct specification to reference for this question is 25 20 17. Panels shown in Specification Section 25.20.17- Pages 15, 16, are vendor furnished panels for the pump/equipment that need to be installed close to the pump/equipment. For example LCP-SSTSP, is sump pump local control panel that shall be located in SST effluent gallery next to the sump. Similarly LCP-EQSP is the sump pump panel for EQ Tanks wet well, LCP-EQMX are panels for EQ Tank mixers and LCQ-EQWW is the panel for EQ Wet Well pumps.

Pump/Equipment vendors provide cable from their pump/equipment to their respective local control panel. See Detail 1 on E2 and Detail 3 on E1111 related to sump pumps. Final location for the new panels will depend on the vendor’s equipment configuration and must be compliance confirmed by the COR. See revised Specification 25 20 17.

24. Are the minority goals of 16.9% for San Diego County & 6.9% for female participation for each trade mandatory? This is a good faith effort.

25. Are there any minority forms to submit with our bid? No

26. Do we need to advertise/publish the project on any websites/newspaper? If so, is there a deadline date to do so? This is your decision to make based on your own internal practices and business decisions.

There is no deadline.

27. Given the recent change in General Contractor bidding requirements, please consider adjusting the bid due date for the above referenced project to September 25th, 2013 at 11am Mountain time. The closing date is revised to September 10, 2015 at 11:00 AM MDT.
