1.4 GENERAL

A. The Project’s environmental assessment, titled "Supplemental Environmental Impact Statement Clean Water Act Compliance at the Southbay International Wastewater Plant," dated July 2005, was prepared for USIBWC by Parsons, Inc.

B. This document lists environmentally and culturally sensitive areas that need to be protected from any disturbances of construction activities. The environmentally and culturally sensitive areas that were identified in the document are identified below.

1. Environmentally Sensitive Areas:

a. Final Supplemental Environmental Impact Statement, Clean Water Act

Compliance at the South Bay International Wastewater Treatment Plant, Parsons, July 2005.

2. Culturally Sensitive Areas:

a. Final Supplemental Environmental Impact Statement, Clean Water Act

Compliance at the South Bay International Wastewater Treatment Plant, Parsons, July 2005.

3. Biological Resources:

a. Work should be scheduled to occur outside of the bird breeding season whenever possible. The breeding and nesting season is from March 1 through August 31. If work continues into the bird breeding season, the areas proposed for disturbance will be surveyed to avoid the inadvertent destruction of nests and eggs.

4. Natural Resources:

a. Equipment cannot be parked, staged, or used under large, mature trees. Keeping equipment away from the large, mature trees will prevent incidental damage to the trees and prevent compression of root balls.

C. The Contractor shall review and comply with the requirements provided in the environmental documents. The documents are available for Contractor review at:

http://www.ibwc.gov/Organization/Environmental/reports_studies.html .

1.5 PRESERVATION OF CULTURAL AND NATURAL RESOURCES AND THE

ENVIRONMENT

A. If the Contractor initiates changes to the Contract and USIBWC approves the changes, the Contractor is responsible for obtaining clearances and coordinating with the appropriate regulatory agencies.

B. Culturally Sensitive Areas

1. Cease all work immediately if a site, building, or location of historical, archeological, educational, or scientific interest is discovered within the right of way. The site, building, or location will be investigated and evaluated by USIBWC.

July 31, 2015 Environmental Information USIBWC Solicitation IBM15B0002 Page 00.31.24-3

1.6 OTHER CONSIDERATIONS

A. The Contractor is required to ensure that all Environmental Permits, Issues, and Comments (EPIC), which are included within the Contract Documents are followed and implemented to ensure potential impacts are avoided.

1.7 ENVIRONMENTAL CONSIDERATION

The USIBWC's Environmental Management Division (EMD) will be responsible for submitting the request for project clearance to comply with NEPA. EMD will determine the appropriate NEPA documentation for the project, which will be completed prior to the construction of the project.

1.8 USE OF GEOLOGIC MATERIALS ON A FEDERALLY FUNDED PROJECT

A. To ensure preservation of historical and archaeological data, when the Construction Contractor or any subcontractor proposes to use a borrow pit/source/quarry for soil, rock, or gravel, if necessary, the source must first be approved by the COR to ensure compliance with Section 106 of NEPA (36 CFR 800).

B. Submit a map showing the location of proposed sites to the COR at least forty five (45) days in advance of use.

C. Take no action to use or alter the proposed location until written approval for site use is received from the COR.

D. If the quarry or borrow site already provides materials for USACE or other governmental agency, a copy of the environmental approvals from said agencies may be provided to the

COR.

E. Include permission for Government access to any geological source locations.

Maximum headroom and space conditions shall be maintained at all points. Where headroom or space conditions appear inadequate, the COR shall be notified before proceeding with installations.

V. The Contract Drawings and Specifications may not indicate all offsets, fittings, and accessories which may be required to perform the Work, but this does not relieve the Contractor of the responsibility of making accommodations for non-identified offsets, as well as providing such fittings and accessories necessary to complete the Work at no additional cost to the Government. The Contractor shall carefully investigate the conditions affecting his work including existing materials and dimensions and shall arrange his work accordingly, furnishing such fittings, valves, transitions, pull or junction boxes, and accessories as may be required to meet such conditions.

W. The Contractor shall be solely responsible for ensuring that all of the Contractor’s suppliers; manufacturers of furnished equipment, structures and specialty items; and sub-contractors have reviewed all applicable Contract Documents relative to their work to avoid potential claims that are based on failure to review relevant Contract Documents, including the Contract Drawings. The Contractor shall provide all equipment, labor, material and services not provided by the Contractor’s suppliers, manufacturers, fabricators, and/or subcontractors but required for complete and operable facilities as described in the Contract Documents.

X. All schedules shown on the Contract Drawings and in the Specifications are partial schedules that are shown for the Contractor’s convenience and information only. The Contractor shall be responsible for complete take-offs and shall furnish and install all equipment, labor, materials, appurtenances and specialty items required for complete and operable facilities per the Contract Documents.
