SYSTEM - OVERALL

A.

The project is for system improvements to the Secondary Treatment Plant portions of the South Bay International Wastewater Treatment Plant.

B.

The additional infrastructure and processes to be installed as part of these improvements need to have similar monitoring, control and communication infrastructure connected and merged into the existing SCADA control center in the O&M building [i.e., Sensors, Human Machine Interfaces (HMI’s), Remote Terminal Units (RTU’s) and Programmable logic controllers (PLC’s)] similar to those that currently exist throughout the SBIWTP. The Contractor shall use the latest software that is used at the plant to make all the modifications.

1.4

FUNCTIONAL REQUIREMENTS

A.

General: The system shall provide all of the functions described hereinafter for each loop. Major equipment items are specified for each loop. However, the Contractor shall provide all items of equipment, whether indicated, specified or not, that are necessary to effect the required loop performance at no additional cost to the GOVERNMENT. If a component is not listed under the "COMPONENTS" heading or in the section titled "COMPONENT SPECIFICATIONS," or in “COMPONENTS SCHEDULE” at the end of this section, but is required to make the control loop function as specified, the Contractor shall provide that component at no additional cost to the GOVERNMENT.

Display and control loops are shown in process and instrumentation diagrams (P&ID) form in accordance with the Instrument Society of America (ISA) standard S5.1 except as modified by the contract documents.

B.

Format: Each loop specification is written with subheadings: FUNCTIONS and COMPONENTS. Components for the corresponding LOOP number are listed in the “COMPONENTS SCHEDULE” at the end of this section.

The FUNCTIONS subheading specifies the functional performance of the loop and includes an abstract of the functions of any interlocks to be provided by the Contractor's I&C Subcontractor. The precise definition of the interlock function is described in the Loop Description. The elementary diagrams prepared by the Contractor's I&C Subcontractor shall show the interlock and identify the associated equipment.

The COMPONENTS subheading specifies the major components to be provided for the loop. Each component is identified by several pieces of information. The left hand column specifies the tag number, and this is followed by the component alpha-numeric identification code, the location of the component, a short description of the component and the type of I/O.

C.

Tag Numbers: A shorthand notation has been used on the P&IDs and in the loop descriptions to identify process areas, loops, and components. The plant process areas for the South Bay International for the Secondary Treatment Plant modifications as defined in these Contract Documents, have been assigned loop numbers as follows in.

E.

Discrepancy: If a discrepancy exists between the written loop specifications under the FUNCTIONS heading and the components shown on the loop diagrams of the P&ID or called out under the COMPONENTS heading of the loop specifications, the written description takes precedence. However, if a component is shown on the loop diagram or called out under the COMPONENTS heading of the loop specifications and is not referenced in the written loop specification, but is required to provide proper operation of the system, the Contractor shall provide such components without additional costs. The Contractor shall immediately notify the COR of any such discrepancies.

F.

Set Points (Trip Point): A particular nomenclature has been used to define the action of discrete devices about their set points. When RISING is specified with a set point, it means that the contacts actuate for all process variable values above that point. Conversely, when FALLING is specified, it means that the contacts actuate for all process variable values below that point.

G.

All set points (trip points) noted in the loop specifications are for reference only, and shall be field adjusted during testing and start-up. All set points (trip points) shall be set using procedures as recommended by the manufacturer of the equipment being monitored and shall be field verified for proper system operation.

H. Signal Compatibility. Discrete signals from or to systems and components not provided under this Division shall be dry contact signals rated for 10 amps at 120 volts. The Contractor shall coordinate the discrete signal requirements with the I&C Subcontractor and the suppliers of the equipment providing the dry contact signals to ensure system compatibility.

I. SCADA Coordination: a system integrator provided by the I & C sub contractor shall consult with plant operator, IBWC coordinator and resident engineer to develop to access, operate and manage. Any modifications at the request of the IBWC shall be incorporated into SCADA interface.

RAS PUMPS SEAL WATER SUPPLY (DELETE THIS FUNCTION)

FUNCTION

A common seal water supply manifold shall serve RAS Pumps 1A, 1B, 1C, 1D, 1E, and 1F. It shall be equipped with a flow switch FSL-1186 and a pressure gauge PI-1186. Seal water flow switch FSL-1186 provides a discrete digital input to PLC indicating a no flow condition. PLC-SST1 logic shall compare the call to start any of the RAS pumps to the presence of seal water flow from FSL-1186. PLC-SST1 logic will prove this condition for a preset operator adjustable time duration and will provide a discrete digital output to activate alarm FAL-1186 (SEAL WATER FAILURE) at LCP-SST1. PLC logic will shutdown and lockout the RAS pumps, with PLC logic reset by actuating HS-1186 (RESET).

LOOP 1187

RAS PUMP STATION 1 CONTROL

RAS will flow by gravity to the RAS/WAS wetwell located between SST's 8 and 9.

Six new submersible RAS pumps shall replace, three existing VFD driven and three existing constant speed vertical turbine pumps. NOTE RAS PUMP OPERATION SHALL REMAIN THE SAME AS FOLLOWS. The VFD driven and the constant speed RAS pumps shall be operated by means of a Lead\Lag\Standby rotation. RAS pumps (1A, 1B, 1C) shall be driven by variable frequency drives (VFD) and RAS pumps (1D,1E,1F) shall be constant speed.

A three-position, lead variable speed (VS) RAS pump selector switch HS-1187A and a three-position, lead constant speed (CS) selector switch HS-1187B shall be installed at the LCP-RAS1. The lead-lag status of the variable and constant speed pumps shall be determined by the setting of each respective switch. The variable speed and constant speed pump lead-lag-standby configurations are shown below:

If a selected VFD or Constant speed pump does not operate for any reason, the pump in standby mode shall be started by the PLC control logic after a software time delay, as a substitute.

To meet design RAS flow requirements, PLC logic shall automatically vary and sequence two (2) variable speed and two (2) constant speed pumps to maintain a continuous RAS flow as set at an operator adjustable (25-100%) percent of total Activated Sludge Influent flows. PLC program shall receive the flow signal (FI-0629) representing AST Influent flow via the PLC TCP/IP from (existing OCW) PLC-PEB, and will adjust the selected RAS pumps VFD speed based on the following process conditions.

· 1,500-3,000 gpm – 1 VFD pump;

· 3,001-6,000 gpm – 2 VFD pumps (shared load);

· 6,001-9,000 gpm – 1 constant speed and 2 VFDs (shared load);

· 9,001-12,000 gpm – 2 constant speed and 2 VFDs (shared load); and

· 12,001-15,000 – 3 constant speed and 2 VFDs.

The PLC shall be configured to include process control algorithms for automatic control of the three VFD RAS pumps and the ON/OFF control of the three Constant speed RAS pumps.

Automatic mode shall give the PLC total control of all of the RAS pumps as described above, based on total AST Influent flow. This flow signal, FI-0629 shall be received as described above and a 4- 20 mA VDC signal shall be output from PLC and become the process variable input to FRC-1187, a Single Loop Digital Controller (SLDC) located on the front of LCP-RAS1. This will allow the operator to set and adjust how much RAS flow is sent to the Activated Sludge tanks. The output from FRC-1187 controller shall be a analog input signal, FR-1187, back to PLC. This signal shall establish the RAS flow ratio to be used in the master flow control loop configured within PLC program. Software PID algorithms will be programmed in PLC for each variable speed pump and will pass the 4-20 mA VDC signal directly to the selected VFD units. Adjustments, tuning parameters and placing the software PID algorithms in "AUTO" mode will be made from the panel operator interface device. The VFD drive units will send an analog input signal proportional to the speed of the RAS pump back to PLC for a process feedback signal to the software PID algorithm. If the flow conditions through the RAS Pump Station are high enough so that two variable speed pumps are both at 100% speed, the program in PLC will ramp both VS pumps back to 50% speed before starting the selected Constant Speed pump. Once the Constant Speed pump is up to speed, the two VS pumps will be varied to keep pace with the flow conditions as stated above. Operator adjustable software time-delays shall be incorporated into the PLC program to prevent nuisance starting and stopping of either VS or CS pumps if the flow conditions are close to the limits of starting another pump, or removing one from in-service.

A manual mode will be possible, though not the preferred mode of operation. In this mode of operation the HOA of the desired VS pump will be placed in the "HAND" position and the speed of the VFD can be manually adjusted at the VFD panel by the 10-turn potentiometer, to set the desired speed of the pump establishing the proper RAS flows. When this mode has been chosen, the PLC program will interrupt the PLC output to the VFD for the flow (Speed) pacing signal to the VFD panel, since the HOA is no longer in the "AUTO" mode.

Upon loss of utility power and prior to the availability of standby power, PLC shall disable operation of the RAS Pumps. While on standby power, PLC shall permit only four (4) pumps to operate. After the time delay, the pump designated as the Lead Variable Speed Pump shall be enabled to operate. After the time delay, the pump designated as the Lag Variable Speed Pump shall be enabled to operate. After the time delay, the pump designated as the Lead Constant Speed Pump shall be enabled to operate. After the time delay, the pump designated as the Lag Constant Speed Pump shall be enabled to operate. Once utility power is restored, after the time delay, the disabling interlocks shall be removed. Refer to Loop 4203 for power loss sequence timing.

LOOP 1188

RAS VARIABLE SPEED (VS) PUMP 1A

FUNCTION

RAS Pump 1A shall be furnished with a locally-mounted REMOTE-OFF-LOCAL (ROL) switch HS-1188A. The "Remote" position shall arm controls located at the LCP-RAS1 and the pump. The "Off" position shall be lockable and shall prevent the RAS pump from operating, overriding all other controls. The "local" position shall be spring return to OFF position, and shall be used to test the operation of the RAS pump with HOA switch HS-1188B in the "Off" position.

RAS Pump 1A shall be provided with a HAND-OFF-AUTO (HOA) switch mounted at the LCP-RAS1. In the "Hand" mode RAS Pump 1A shall run continuously at the speed set at the VFD. In the "Off" mode the RAS pump shall only operate in the "local" mode at the ROL switch HS-1188A. In the "Auto" mode RAS Pump 1A shall be controlled by the PLC program, as described above in LOOP 1187 "RAS PUMP STATION NO. 1 CONTROL".

For the RAS VS pump 1A to operate, the field ROL HS-1188A must be in the remote mode, the HOA switch HS-1188B must be in the auto mode, the PLC program will have to have selected pump 1A as the "LEAD" VS pump, seal water must be present and the PLC flow control loop must calling for a variable speed pump to operate. If all of these parameters are met, the PLC program shall smoothly initiate a start of pump 1A and ramp it up slowly to the appropriate speed to satisfy the actual flow conditions. The PLC PID control loop shall output a 4-20 mA analog output signal SC-1188, to RAS pump 1A VFD panel to establish the speed of the pump. The RAS VFD 1A panel shall output a 4-20 mA analog input signal SI-1188, back to PLC to confirm the actual speed of the pump, this signal will be used by the program as a feedback signal in the flow control loop. The PLC program shall have built-in time-delays to prevent nuisance and abrupt starting and stopping of the RAS pumps. The automatic mode will be the desired method of operation to allow the PLC to control the variable speed pump. RAS VS pump 1A will be allowed to be controlled manually by placing the HOA switch HS-1188B in the "HAND" mode thus sending control to the RAS VFD 1A panel to control the speed of the pump by the potentiomer on the front of the VFD panel. Any VS pump that is placed in the "HAND" mode shall cause the PLC program to skip the pump in the automatic mode described above.

An input signal from RAS Pump 1A VFD starter auxiliary contacts shall provide motor status and a confirmed RUN signal to the indicating light YL-1188A at LCP-RAS1 as well as a digital input to PLC. If the PLC program does not receive this confirmed RUN signal in an operator adjustable time limit, the pump shall be shutdown by the PLC program.

The loss of flow for RAS Pump 1A shall be detected by a discharge check valve position switch ZS-1188 mounted on the check valve swing arm. The loss of flow, ZS-1188, shall be an discrete digital input to PLC and will have an operator adjustable software time delay associated with the signal before disabling JY-1188 the discrete digital output to the VFD to interlock and shutdown the RAS Pump 1A. The signal from ZS-1188 will not have to be present to start RAS pump 1A, however it must become satisfied before the operator adjustable time limit expires. A true loss of flow signal or motor overload signal YL-1188B from the VFD, shall activate the "RAS PUMP 1A FAILURE" alarm FL-1188 at LCP-SST1.

Loss of flow as detected by ZS-1188, shall require the reset pushbutton, HS-1188C, to be pressed to reset the PLC logic, after corrective measures have been completed to determine the cause of the failure, before the RAS VS pump 1A can be operated again.

STANDBY GENERATOR FACILITIES

LOOP 4203

EQUIPMENT INTERLOCKING AND TIMING SEQUENCE FOR OPERATION ON STANDBY POWER - MODIFICATIONS

FUNCTION

The intent of this functional description is to provide an overall time-action sequence of events when there is a utility power failure. The new equipment added as part of this Contract shall be connected to the generator per the current logic and sequence.

The following existing (OGW) PLCs have been programmed for a sequential response procedure: PLC-HWE, PLC-NaOCl, PLC-ORHW, PLC-ORPST, PLC-ORSP, PLC-ORUSS, PLC-PSTE, PLC-SP, and the 12KV switchgear PLC. These existing (OGW) PLCs have been programmed to provide interlocking of equipment and programming for sequential removal of the interlocks after utility power has been restored. The Contractor shall be responsible for the modifications of the existing (OGW) programming to accommodate the equipment being installed under this Contract. Due to the electrical nature of the equipment being installed under this Contract, the existing Time-Action programming must be modified to allow for a different order of equipment interlocking, enabling of operation, and sequential removal of interlocks once the utility power has been restored.

The following PLCs shall be programmed in a similar format: PLC-ASTN, PLC, and PLC.

The existing (OGW) 12KV switchgear provides a discrete digital input to the remote I/O-MSB of existing (OGW) PLC-NaOCI upon the loss of utility power. Existing (OGW) PLC-NaOCl sends a "utility power failure" signal to existing (OGW) PLC-SP. All of the above listed existing (OGW) PLCs, via the existing (OGW) PLC TCP/IP, are coordinated through existing (OGW PLC-SP) to start their respective timing sequence and interlocking. Existing (OGW) PLC-SP shall be programmed to send a "utility power failure" signal to the PLCs installed under this Contract, via the PLC TCP/IP, to start their respective timing sequence and interlocking. The existing (OGW)12KV switchgear (simultaneously) sends a "utility power failure" signal to the existing (OGW) main generator control panel to initiate starting of the generators, via existing (OGW) LCP-G1 and LCP-G2. If utility power is restored within the adjustable time period for utility failure verification, the non-essential loads shall be disabled and the critical loads shall be sequenced back On Line as indicated herein. If utility power is not restored within the verification time period, the generators shall assume the "critical" loads of the plant. The restart sequence shall be the same as above. Once utility power is restored and Main Circuit Breaker A has reclosed, all PLC disabling interlocks shall be sequentially removed.

The time-action setpoints indicated herein are intended to serve as a guideline. The setpoints shall be adjustable at existing (OGW) LCP-SP (use the PLC-SP operator interface workstation) and final settings shall be made by the Contractor during commissioning of the Standby Generator 2 System as directed by the COR.

Note that the existing (OGW) PLCs listed herein have programming in place. The existing (OGW) programming shall be modified to accomplish the modified Time Action sequence as substantially indicated herein.

Refer to Division 16, and the respective Loop descriptions for detailed information.

The Time-Action sequence shall be as follows. Existing (OGW) PLCs and equipment shall not be identified as existing herein.
