About this file

This is a price sheet for professional engineering services submitted in response to the City of Tucson, Arizona's Request for Qualifications for the Hydro-Pneumatic Tank Assessment & Rehabilitation Program. The document establishes a billing rate structure for various professional disciplines and staffing categories that will be used to calculate compensation for engineering services related to the assessment and rehabilitation of approximately 400 potable and reclaimed hydro-pneumatic tanks within Tucson Water's infrastructure system. The price sheet defines thirteen labor categories ranging from Principal and Project Manager positions through Clerical/Administrative staff and Survey Crew configurations, with each category assigned direct labor rates, overhead percentages, and profit percentages to establish final billing rates. The pre-submittal conference is scheduled for Tuesday, April 14, 2026, at 2:00 p.m. via Microsoft Teams, with proposals due Monday, April 27, 2026, at 2:00 p.m. Arizona local time. The selected consultant will work under a one-year initial contract term commencing in calendar year 2026 upon receipt of written notice to proceed, with options to renew for two additional two-year periods.

Compensation will be negotiated based on the submitted fee schedule with an estimated annual budget of approximately $1,000,000, though individual projects are not to exceed $500,000 with typical projects expected to range between $250,000 and $300,000. Direct expenses will be reimbursed at actual cost with no markup, subject to pre-approval. The City of Tucson has established Small Business Enterprise (SBE) participation goals requiring bidders to identify all SBE subcontractors and first-tier subcontractors with contract values at or above $5,000 in a Proposed SBE Plan submitted at bid opening; bidders unable to meet established goals must provide an Affidavit of Good Faith Efforts with supporting documentation. The selected consultant must maintain professional liability insurance with minimum limits of $1,000,000 per claim and $2,000,000 annual aggregate, along with commercial general liability, commercial automobile liability, and workers' compensation coverage. Contract funding will be provided through Tucson Water's Capital Improvement and Operational Reliability Budgets.
