About this file
This is an Evaluation Criteria document for the City of Tucson, Arizona's Request for Qualifications (RFQ) for professional engineering services related to the Hydro-Pneumatic Tank Assessment & Rehabilitation Program. The City of Tucson Water seeks to retain one qualified consulting firm to provide comprehensive professional services for the evaluation, inspection, rehabilitation design, and construction support of approximately 400 potable and reclaimed hydro-pneumatic tanks that are critical assets within the City's water delivery system. The selected consultant will perform condition assessments, structural and coatings evaluations, rehabilitation design, construction documents, cost estimating, and construction administration services. This procurement represents a continuation and formalization of previous contract work to ensure systematic evaluation, rehabilitation, and preservation of these water storage assets as part of Tucson Water's long-term infrastructure strategy.
The evaluation process utilizes a one-step competitive selection methodology based on qualifications criteria weighted as follows: Firm Experience on Similar Projects & Past Performance (35%), Experience & Qualifications of Firm/Team (30%), Experience of Key Personnel Assigned to the Project (15%), Understanding of Hydro-Pneumatic Tank Assessment & Rehabilitation Program and Methodology of Approach (15%), and Contract Work and Subcontractor Selection Plan (5%). Respondents must demonstrate expertise through at least three comparable hydro-pneumatic tank rehabilitation projects in each category of inspection/cleaning/repairs and specialized coating inspection and testing, with project references provided for verification. The contract is subject to the City of Tucson's Small Business Enterprise (SBE) requirements, and respondents must submit a Subcontractor Selection Plan pursuant to ARS 34-603 that addresses qualification-based and price-based selection procedures and details how established SBE goals will be met.
