Hawthorne Q&A #4
QuestionRFP Solicitation AreaPage - ParagraphReferenceQuestionResponse
1Attachment_0008_-_PWS_8_-_Government_PropertyPara 7.5.1MapsPara 7.5, Reporting/Records, requires the contractor to maintain new and existing installation and utility maps in electronic format including reviewing and updating existing "as built" property drawings. Would the Government please specify what software package(s) the existing electronic drawings are maintained within, and whether that software, as well as the existing electronic drawings, will be provided to the winning bidder? The current operating contractor uses AUTOCAD Lite. The operating contractor must provide it's own licenses and software as this is not GFE. Visio must be used for IT drawings and AUTOCAD must be used for mps and building drawings.
2Attachment_0013_-_PWS_13_-_Information_Technology_ServicesPara 2.6.1Site Surveys/EIPPara 2.6, Site Surveys, requires the contractor to perform site surveys to obtain the necessary information to prepare Engineering Installation Packages (EIP). In support of preparing the EIP, the PWS indicates that the contractor shall prepare documentation to include floor layouts, rack elevation drawings, schematic drawings to include various layers of information such as duct layouts and cable plant components. Will electronic drawings, schematics, and floor plans from prior site surveys and EIPs be provided to the winning bidder? If so, what software package(s) are these drawings maintained within, and will that software be provided as GFE?The current operating contractor uses AUTOCAD Lite. The operating contractor must provide it's own licenses and software as this is not GFE. IT Drawing will be availiable to the awardee after contract award.
3Attachment_0029_-_Section_LPage 16/17"PROP Agreement"The instructions at the bottom of page 16/top of page 17 state "The transition plan shall clearly identify the process to be utilized for assuming the responsibilities for operating and maintaining the facility beginning on day one (1) of the new contract, for handling the operation and maintenance of the facility if the incumbent is encumbering portions of the installation and the assumption of applicable PROP agreements; if any." We have been unable to conclusively determine what is meant by "PROP agreements". Can the Government please clarify what is meant by "PROP agreements"?Removed PROP from Section L as this was an error and not

applicable to this paragraph under the Transition Plan.

4Attachment_0002_-_PWS_2_-_Demilitarization_of_Specified_Families_of_AmmunitionPara 21CAISIPara 21, Wireless Communication, states that "as of 1 October 2018, wireless Communications Interface for Sustainment Information Systems (CAISI) system is to be available to 15 key facilities within demil and storage operations areas. CAISI has the technology to create secure wireless bridging and wireless local area network services. The Contractor shall use this new technology in its entirety to its best ability to process electronic updates, especially within the U.S. Army Logistics Modernization Program (LMP), in real time, resulting in more accurate location/inventory information." Can the Government provide information regarding coverage of the depot by CAISI -- is access to this wireless capability available anyhere on the depot, to include old bomb and new bomb? This reference has been revised in the Demil PWS. Wireless communication does not currently exist at HWAD. In the event the capability is available, the contractor will be required to utilize to its fullest extent, to include LMP processes, resulting in more efficient and accurate accountability operations.
5Attachment_0019_-_GFPW52P1J19D0069_17ThroughoutUnit Acquisition CostIt appears that the Attachment did not place the decimal in the right place for the unit acquisition cost for most assets (e.g. shows $50000 instead of $500). Can the Government please check this field and make corrections as necessary for inclusion of the file in the final RFP?The USG will provide an updated GFP listing with the final solicitation.
6Attachment_0019_-_GFPW52P1J19D0069_17ThroughoutGFPNormally, chairs and office type furniture that generally do not have serial numbers would be non-serially managed assets, so we are unclear as to why these type assets have serial numbers recorded on the GFP listing. Would the Government please confirm that just because a serial number is included on the GFP listing, that does not means it is required to be serially tracked? That is, what is the criteria that would cause an item to have to be serially tracked on the accountable record? The "serialized item" referenced on Attachment 0019 is not a serial number for the item, but rather an auto-generated number from the Procurement Inegrated Enterprise Environment (PIEE) government system. However, all property is required to be tagged in order to maintain proper accountabilty.
7Attachment_0008_-_PWS_8_-_Government_PropertyN/AUnwanted/unserviceable GFEWe have not been able to determine from our review of this PWS or any of the rest of the RFP how it works if items are offered up as GFP, and we determine they are not required. Even if the Government approves the turn-in disposal of an item, it will take time to conduct that action, so should offerors assume that they must accept all GFP offered, and plan to maintain it until such time as it can be physically returned to Government control/disposed of. Additionally, it is not clear what happens when an item of GFP is offered up that is Non-Mission Capable -- if the offeror accepts NMC GFE, is the cost to repair it reimbursable? The Contractor will be given the opportunity to inspect such property prior to the property being provided. In such cases, the Government makes no warranty with respect to the serviceability and/or suitability of the property for contract performance. Any repairs, replacement, and/or refurbishment shall be at the Contractor's expense. After the Contractor assesses all equipment during the transition and determine whether they would like to remove it from the GFE listing. If it is determined not to utilize GFE, a modification will be required to remove item(s) as GFE (FAR 52.245-1). This will be done at no cost to the Government. Non-mission capable equipment will not be repaired on a reimburseable basis; repairs will be at the contractors expense.
8Attachment_0001_-_PWS_1_-_Supply_Depot_OperationsThroughoutIPEPWS-01 has multiple references to the requirement to receive, store and issue IPE, which is not a problem. However, while we have been given current and projected estimates for how much ammunition is received, stored and issued at HWAD, there have been no such estimates for IPE, which makes it difficult to price the level of effort associated with IPE. Can the Government please provide some idea as to the level of effort associated with receipt, storage and issue of IPE?Currently 435 short tons of IPE is stored at HWAD. At this time there is no known mission to ship or receive the equipment, however if the requirement arises, the operating contractor will be required to support.
9Attachment_0001_-_PWS_1_-_Supply_Depot_OperationsPara 6.5IPEPara 6.5 requires that "the contractor shall maintain a computer data base for all Industrial Plant Equipment (IPE) and Vertical Launch System (VLS) Ship Parts. The contractor shall allow the Government Property Administrator real time access to the approved Property Control Data Base." Is it the Government's intent that this be a separate database from the property accountability system, or can the property accountability system of record also be used for this purpose, so long as the GPA has access to it, and the IPE/VLS items are easily identifiable within it?Yes, IPE and Navy owned VLS are to be maintained in a separate system, not in LMP. The IPE and VLS equipement is currently maintained in the operating cnotnractors Maximo system. This material will not be maintained in LMP as it does not classify as Class V material.
10Are you going to provide response and completion requirements for repair of assets? For example: Emergency repair response during normal working hours in 15 minutes and complete repair within 24 hours. Please refer to Maintenance PWS, Housing PWS, and Q&A #121 posted 24 July 2019 (which was in reference to the maintenance PWS).
11QASASAttachment 0001-PWS2.14.42.14.4 The contractor shall provide Building 101-71 (surveillance workshop) to the QASAS for the purpose of carrying out the Ammunition Surveillance Program at HWAD IAW the senior QASAS. It seems that what the Govenrment is requesting is omitted. E.g., "shall provide Building 101-71…to the QASAS". What is to be provided to the QASAS?The requirement is to provide a safe, secure and environmentally compliant workspace, equipment, materials, and manpower for performing the actions necessary to accomplish the ammunition surveillance program per direction of the Senior QASAS; complete unpack/pack/visually inspect markings/assistance with testing ammunition and explosives at identified workload levels. Operations conducted in building 101-71 will be accomplished using QASAS prepared Standing Operating Procedures (SOP), desk procedures, policies and procedures.
12SDOPWS 12.8The government references AMC-R 740-25, which addresses bulk petroleum. Is the correct reference 740-26?PWS is under revision with the suggested removel of that section completely.
13SDOPWS 12.9Replalletized What is the underlying rationale for decreasing fragmentation by 5% per month. E.g., why did the government determine 5% as the target by which to decrease fragmentation?PWS is currently under revision for the management of lot fragmentation
14SDoPWS 12.9With regard to the reference to 5% decrease in fragmentation. We are having difficulty understanding what work load this % represents. What number of lots represent the value of 5% fragmentation?PWS is currently under revision for the management of lot fragmentation
15SDOPWS-01 (SDO)Para 2.2The sentences "The contractor shall store Industrial Plant Equipment (IPE) and other government-owned items. Some items may be stored outdoors, while other items may require special conditions, such as protection from the elements, or hazardous material storage, or climate controlled warehousing." appear to be out of place in this paragraph. Could the Government confirm that this wording belongs here?Yes, the wording is correct. The contractor shall store Industrial Plant Equipment (IPE) and other government-owned goods, in accordance with Army regulations, manufacturers specification and agreements with other agencies. Material will not be stored outdoors with the exception of military-owned demountable containers (MILVAN) and commercial twenty-foot equivalent unit (TEU) containers. Any other material deemed too large to fit in indoor storage will be negotiated with the HWAD Government staff prior to storing material, with written resolution from the ACO.
16SDOPWS-01 (SDO)Para 2.11This paragraph states that "Contractor shall report the following information for all bulk propellant, bulk packed propellant components and separate loading propelling charges: NSN, Lot Number, and quantity to the Government QASAS in January by the first week of December of each year." Should this sentence end "as of the first week of December of the previous year", rather than by the first week of December? The PWS has been revised. The contractor shall report the following information for all bulk propellant, bulk packed propellant components and separate propelling charges. This report will need to contain the National Stock Number (NSN), lot number and quantity at a minimum. Anything else the report produces from Logistics Modernization Program (LMP) is acceptable.
17SBSection L,
Volume 5 - SB Participation PlanPage 20SB Participation Plan IAW Section L, offerors are required to use Attachment-23 for the SB Participation plan. Can the Government confirm that it is permissable to enhance attachment-23 to provide all required information up to the 10 pages limit?Additional information may be added to attachment 0023 as long as the format/intent of the requested information is not altered.

SPFPA: Labor category description for each classification in the labor agreement.

* Security Guard II (four tiers)

* Alarm Monitor (four tiers)

* Please see attached CBA for specific information on classifications, wage rates, and Tier progression requirements

19CBAAttachment 0027 - Local 3 Union Agreement 2016Article 18, Section 4, Page 30Modified three platoon system. Will the Government please provide the definition of a modified three-platoon system as it applies to this labor agreement? The term modified three-platoon system is 3 shifts: A, B & C Platoon. Each shift is appropriately staffed and reports for a 24 hours shift."
20CBAAttachment 0027 - Local 3 Union Agreement 2016Exhibit A Pages 1 - 9Tiers A/B/C/D For those labor categories with more then one tier level, would the Government please provide the percentage of personnel from that labor category that make up that particular tier (i.e. Air Conditioning Equipment Mech D-20%, C-25%, B-22%, A-33%)?Please refer to additional documentation provided 'Tier Structures for Local No. 3'

26PropertyPWS 8, Section 3.3Reference – - GFP is furnished “as is” IAW FAR 52.245.1(d) (2) (iii). Generally, the Government will not replace GFP provided ‘as is, where is’ when it becomes uneconomical to maintain. Replacement of any item by the Government is discretionary; contractor will submit formal request to the PCO and approval will be determined on a case-by-case basis.
PWS Section 6.3.2 - The Government generally will not replace TDA equipment currently on-site once they become uneconomical to maintain or repair. Replacement of any item by the Government is discretionary and will be determined on a case-by-case basis with the submission of a justification by the Contractor to the GPA to document the requirement. PCO will determine whether replacements require equitable adjustment. These sections state generally the Government will not replace GFP indicating that it may elect to replace at its discretion. This is in conflict with FAR 52.245-2 which states “… the Contractor shall be responsible for replacement of the property at Contractor expense.” (Emphasis added). We request the Government clarify its intent.
The contractor needs to understand Governments intent in order to address any potential costs in its bid.52.245-2 has been removed from the RFP.
27PropertyPWS 8, Section 6.9.3Reference: PWS Section 6.9.3 - All proceeds from the sale of GP shall be deposited into an overhead account to be used to offset the cost for disposal efforts and fund additional disposal or other projects as directed by the PCO. Quarterly reports of the fund, showing projects/transactions, receipts and expenses shall be submitted to the Government. The Government reserves the right to examine all records relating to the sales. Funds are the property of the Government and upon completion or termination of the contract, the balance of the funds in the overhead account shall be reconciled and check may be issued to the US Treasury, deposited into a new account or disbursed in a manner directed by the Contracting Officer. (CDRL H009)Please confirm that PWS 6.9.3 is in reference to disposal of excess property, and not unserviceable property requiring replacement at contractors’ expense for which the Government abandons all rights and title to such property IAW FAR 52.245-2.52.245-2 has been removed from the RFP.
