About this file
This document contains a standard operating procedure for hunting on government property at Hawthorne Army Depot in Nevada. The SOP outlines requirements for background checks, permits, weapon restrictions, safety briefings, and reporting procedures to ensure hunting activities comply with security, law enforcement, force protection, and safety directives. Hunting is only permitted for Nelson Desert Bighorn Sheep in a remote area approximately 12 to 15 miles from ammunition storage and operating facilities. Strict controls are established to prevent accidental access to restricted areas and differentiate lawful hunting from potential criminal acts. All incidents must be reported to ensure oversight and risk mitigation.

HWAD- SOP-ACO-001: Hunting on Government Property 2008
BACKGROUND:
Before 911, hunting was allowed on Mt. Grant for several species of game animals including Upland Game. It was monitored by the contractor (DZHC). Since 911, HWAD has only allowed hunting for Nelson Desert Bighorn Sheep. Due to their high visibility with the State of Nevada’s, Nevada Department of Wildlife (NDOW) and the limited tags throughout the State, it is advantageous for HWAD to maintain good relations with the State for our INRMP. Hunting in this area is far removed from the Depot proper approx. 12 miles away. Access is granted to hunters for approximately 3 miles of roadway within HWAD’s boundaries, not to exceed beyond Milletch Ruins. (Approved Map by Safety, Attached)
SCOPE:
This hunting SOP meets current hunting requirements from the FPCON level Normal to Alpha. Tooele’s Commanding Officer approval is required yearly before hunting can take place. AMC CG approval is needed under FPCON level Bravo and higher. At FPCON Delta there will be no hunting.
Hunting is managed by HWAD’s Facility Management Specialist (FMS), HWAD Security and HWAD Safety.
Sections of DA PAM 385-64 concerning Rifle, Shotgun, Black Powder and Bow and Arrows minimum distances and velocities will not apply due to the hunting area being (remote) 12 miles from any structures or inhabited buildings or restricted areas.
The State requires hunters, before applying for hunting permits or licenses in the State of Nevada to have completed and pass a State Recognized Hunter Safety Course and Gun Proficiency Test (range time). This meets the requirements for DA PAM 385-64 & AMC-R385-100 Hunter Safety Course, requiring no other documentation from the applicant on file.
1. Before hunters are allowed in the field the following regulations will be followed:
A. Hunting license and Permit will be verified through NDOW for proper season start and stop dates. Hunters will be restricted to only hunting Nelson Desert Bighorn Sheep on HWAD.
B. Background checks will be conducted by Security (X7012) any fees incurred will be the responsibility of the hunter applying for access, failure to comply, will result in revoking permission to hunt on HWAD..
1. The Commander’s signature on (each) Individual Installation Hunting Application is required.
C. Hunters will show current drivers license and registration and insurance for vehicles driven on HWAD property.
D. Any hunter or persons within his/her party, using, possessing, or being under the influence of alcoholic beverages, illegal drugs or controlled substance during or immediately prior to coming onto the installation to hunt is strictly prohibited and will be cause for revoking any permit(s).
E. Hunters will be responsible for all persons in their party and will be subject to inspections while on HWAD property.
F. Weapons will not be allowed on the Industrial Side of the Depot, if access is needed, vehicle will be parked outside the Main Gate in the parking lot and hunters will be allowed in on foot after receiving an escort from Security or FMS to Bldg. 5.
G. All local, Federal and State Laws pertaining to hunting in Nevada will be enforced. Where Federal and State laws apply, the most restrictive shall apply. Violators are subject to prosecution.
H. Hunters will be given a briefing on HWAD regulations about hunting, restrictions and Safety being our Number One Priority, they will be given a map of the area allowed for hunting and will be given Emergency telephone numbers in case of an accident or to report violators. Hunters will also be given a Disclaimer Statement to sign before access for hunting will be granted. (Attached) I. Guard Operations Center (GOC) will be given the dates and time of all hunts planned on HWAD before hunters are allowed in the field.
J. All hunters must have a cell phone with them at all times and their number will be given to GOC, FMS and Security.
K. Emergency numbers will consist of Guard Operations Center (GOC) 775-945-7555 or 775-945-7444or7333 if the other line is busy, Security (775-945-7012), Safety (775-945-7020) and FMS (775-316-0004).
L. Hunters will be escorted to Cottonwood Gate where either the FMS or Security will open the gate and let them in, the FMS or Security will return again one half hour before sunset to let them out. Hunters will contact FMS or GOC by cell phone if they want out sooner.
M. Accidents of any nature (minor or severe) while on HWAD property will be reported immediately to GOC, FMS, HWAD Security or HWAD Safety. Reports will be made to the HWAD Commander and he/ she will inform the Tooele Commander. Reporting procedures for hunting incidents of an adverse nature (i.e. accidental shooting, accident, significant wounding, etc.) to higher headquarters to include the AMC Office of Security Force Protection and Law Enforcement (OSFPLE) and the AMC Safety Office. (This will normally be accomplished through electronic means to the JMC and AMC Operations Centers.)
N. The Commander, CEA or HWAD Safety may impose more restrictive requirements if new safety concerns arise at anytime.
