About this file

This memorandum provides guidelines for determining qualifications of personnel managing material potentially presenting explosive hazards. It requires certification that individuals documenting explosives safety status of such material are technically qualified. Minimum training includes familiarity with the material, recognition of explosive hazards, and proper response to unsafe conditions. Qualification levels vary based on material type, from on-the-job training for packaging debris and expended small arms cartridges, to extensive formal experience equivalent to UXO Technician III for used medium/large munitions, bombs, rockets, missiles, and 3D target materials. Personnel must be qualified according to installation positions or DoD component guidance for materials from manufacturing, maintenance, demilitarization, open burning/detonation sites, and explosives-contaminated facilities. Research and testing operations require component-specified qualifications, training, and procedures.

The special notice describes Operation and Maintenance support for Hawthorne Army Depot under solicitation W52P1J-19-R-0069. Services include munitions maintenance, demilitarization, material handling, and logistics support. The period of performance is one base year with four one-year options. The Army Materiel Command Joint Munitions Command is listed as the contracting agency.

Enclosure: Personnel Qualifications for Evaluating and Documenting the Explosives Safety Status of Material Potentially Presenting and Explosive Hazard (MPPEH), Material Documented as an Explosive Hazard (MDEH), and Material Documented as Safe (MDAS)

a. Personnel managing and processing MPPEl:I, MDEH, and MDAS:

(1) The authority (e.g., installation or activity commander) directly responsible for controlling the transfer or release of MPPEH, MDEH or MDAS must certify, in writing, that the personnel who manage or disposition MPPEH, MDEH and MDAS are technically qualified to perform such functions. (For the purpose of this guidance, the "management and disposition of MPPEH, MDEH and MDAS includes the identification; recovery; collection; inspection;

determination of the material's explosives safety status; marking; storage, including segregating by the explosives safety status; security; demilitarization; and the transfer or release, including sale.)

(2) DoD contractor personnel must also be certified as being technically qualified to manage and process MPPEH, MDEH and MDAS when required by contractual obligations or applicable local, State, and federal regulations or standards.

(3) Certifications must indicate the specific categories of material (i.e., MPPEH) that each individual may document as either MDEH or MDAS. For contractor personnel, DoD Component contracting officers must require contractors to provide and maintain a listing of personnel authorized to document the explosives safety status of MPPEH.

b. Minimum training qualifications of personnel evaluating and documenting the explosives safety status of MPPEH must include:

(1) Basic familiarity and knowledge of the material they are to evaluate and document as to its explosive safety status.

(2) Recognition of potential explosive hazards in material being evaluated.

(3) Proper response if an unsafe condition is identified.

c. Qualifications and training for personnel managing and processing the explosives safety status of MPPEH vary dramatically based on the type of MPPEH (see Table 1). For instance, personnel documenting the explosives safety status of ammunition containers, packaging materials, or expended small arms cartridge cases (ESACC) must satisfy minimal qualifications.

Such personnel may be trained to perform the required task through on-the-job training. In contrast, individuals documenting the explosives safety status of munitions or range-related debris from range clearance activities require extensive formal training and levels of experience commensurate with UXO Technician III qualification in accordance with DoD Explosives Safety Board Technical Paper 18, "Minimum Qualifications for Unexploded Ordnance (UXO) Technicians and Personnel."

MPPEHTYPE QUALIFICATIONS AND TRAINING

ESACCs Minimal qualifications. Can be trained sufficiently to perform the task through on-the-job training; however, training must include recognition of militan. muniLions. Must be able to identifv live rounds from ESACCs.

Other debris Qualifications required depend on the material and circumstances under which the debris was collected. Generally, minimal qualifications are required. In most cases, lraining requirements can be met by on-the-job trainin11. Trainin2 must include recognition of militarv munitions.

Expended large caliber cartridge Minimal qualifications. Can be trained sufficiently to perform the task casings through on-the-job training. Training must include recognition of specific munitions configurations. Must be able to identify presence of live rounds, I primers, and nroncllant.

Used medium and large caliber Extensive fonnal training and levels of experience commensurate with munitions, bombs, rockets, missiles UXO Technician III minimum qualification standards (minimum 8 years)

(See DDESB TP 18) Inert components include military Qualifications required depend on the material and circumstances under munitions (e.g., training aides) and which the debris was collected. Generally, minimal qualifications are components (bomb fins, sabot petals, required. In most cases, training requirements can be met by on-the-job and kinetic energy penetrators) that training. Training must include recognition of military munitions.

have never contained energetic materials Other used munitions components Qualifications required depend on the material and circumstances under typically recovered from the firing which the debris was collected. Generally, qualifications must include point training in munitions recognition, and may include Introduction to

Ammunition, Technical Ammunition, and Risk Mana11ement.

3-D target material (e.g., vehicle Extensive formal training and levels of experience commensurate with hulks, target lifters, target movers)* UXO Technician III qualification (approximately 8 years) (See DDESB

TP 18).

Munitions containers and packaging Generally, minimal qualifications are required. In most cases, training material requirements can be 1net by on-the-job training and must include reco!!nition of militarv munitions.

Material generated as a by-product of Qualified in accordance with installation position descriptions and/or DoD munilions manufacturing, Component guidance.

maintenance, demilitarization, and pennitted open-burning (OB) or ooen-detonation sites Explosives-contaminated facilities Very specialized experience and knowledge of munitions operating facility and equipment processes. Qualifications include, but are not limited to, personnel with extensive operational knowledge of munitions manufacturing and demilitarization operations and of potential release and accumulation points for exi::losives residue.

Material generated from research, Based on Component requirements for the specific operation (research, development, test, and evaluation and development, test, and evaluation, etc.), including:

other non-training operations that • Qualification or certification for each type of munitions involved.

involve live fire (e.g., pilot • Detailed training, including on-the-job training .

production testing, component testing • Documentation of training and demonstrated proficiency .

prior to assembly, lot acceptance • Written procedures, including conditions under which EOD support testing, stockpile reliability function is necessary.

testing)

* 2-D target matenal (e.g., paper and plastlc silhouettes) 1s not considered MPPEH. However, when such material has been stored on an operational range after use, a cursory check should be made to ensure no MPPEH has become commingled with it. Such a check requires minimal qualifications that can in most cases be met by on-the-job training that includes recognition of military munitions.
