About this file
This is a Questions and Answers log document for Solicitation HTC71126RE123, Cape Canaveral Stevedoring and Related Terminal Services (S&RTS), updated as of 27 February 2026. The Q&A log documents three questions received from prospective vendors on 10 February 2026, with government responses provided on 27 February 2026. The first question regarding wage determination/CBA posting to SAM.Gov resulted in an RFQ amendment to add Attachment 7 - Wage Determination. The second question clarified that Crane Operators are included in commodity rates for LOLO operations per sections 4.12.1 and 4.5 of the Statement of Requirements (SOR), and when Mobile Crane is ordered separately, the operator is included in Out-of-Pocket (OOP) Expense per section 4.12.3.2, with no amendment required. The third question addressed warehouse labor compensation and cargo handling procedures for chilled/frozen cargo, clarifying that Cape Canaveral Detachment operates under a Memorandum of Agreement (MOA) with the 45th Space Wing for facility access, with a MIPR in place for base services including crane, lighting, and sweeper services, and that warehouse labor is ordered and compensated daily at man-hour and commodity rates with no amendment required.

| 2 | 10-Feb-26 | In the SOR there isn’t a wage description for crane operators which is a PWS requirement. | 27-Feb-26 | Crane Operators are included in the commodity rates for LOLO operations (4.12.1) (4.5). When Mobile Crane is ordered, not part of commodity work, then the operator will be included in OOP Expense (4.12.3.2). | No |
| 3 | 10-Feb-26 | Previously under this contract cargo was received in the government warehouse by truck either on a pallet or sometimes by UPS. The cargo was received recorded, if it needed any labels (MSL, HAZARD etc. they were applied and placed on a pallet and secured by banding. Prior to the loading of the vessel the cargo could be loaded into containers and the container loaded on the vessel. Chilled/ frozen cargo was received and placed in reefers in the warehouse via a pallet jack until it was loaded on the vessel in a container reefer. Is this still the process? Also how is the warehouse work compensated? Extra labor or commodity or both? There are multiple line items that could be used. Reception / Disposition only, load/ unload trucks or extra labor/ EQR. | 27-Feb-26 | The Cape Detachment has an MOA with the 45th Space Wing for utilizing office space, warehouse, and the wharf at no cost to the Army with the agreement that ARTRANS utilize base services for crane, additional lighting, sweeper, and other services. There is a MIPR in place that pays for the services. Chilled/frozen cargo is still handled the same way as listed in your question. Warehouse labor is ordered daily and paid at the man-hour and commodity rates. | No |
