About this file

This is a Mission Essential Plan template required as part of the Response to Proposal (RFP) HTC71126RE123 for Stevedoring and Related Terminal Services (S&RTS) at Cape Canaveral Space Force Station in Florida. Offerors must submit a plan demonstrating compliance with DFARS 252.237-7024, which mandates continuity of essential contractor services during crisis situations. The plan is limited to five pages and must address specific elements including provisions for acquiring essential personnel and resources to maintain operations for up to 30 days following a crisis event, identification and training of personnel capable of remote work or relocation to alternate facilities, established alert and notification procedures for mobilizing essential personnel, and communication strategies for clarifying employee roles and responsibilities during emergencies. The response must also address challenges associated with extended crisis events such as pandemics occurring in waves and the time required to acquire and deploy personnel and resources on-site.

The evaluation criteria are binary: proposals receiving an "Acceptable" rating clearly meet minimum solicitation requirements, while those rated "Unacceptable" do not meet minimum requirements. An unacceptable rating on any subsection results in an overall unacceptable subfactor rating and renders the offeror ineligible for award. Completion of the entire document is mandatory; failure to do so may result in ineligibility. This submission requirement applies to all contractors bidding on the CCSFS S&RTS contract under the Department of Defense United States Transportation Command.
