About this file
This is a Technical Worksheet attachment to a Request for Proposal (RFP HTC71126RE123) for Stevedoring and Related Terminal Services (S&RTS) at Cape Canaveral Space Force Station in Florida. The worksheet serves as the evaluation instrument for assessing offeror technical approaches and capabilities to meet government requirements outlined in the Performance Work Statement (PWS).
Offerors must provide substantive, detailed responses across three primary evaluation areas: (1) Labor—demonstrating qualified personnel capability to support port operations with flexible scheduling, multiple work sites, and 24/7 contingency operations; (2) Equipment—describing ability to secure and operate Material Handling Equipment capable of moving all cargo classes, provide heavy tow equipment for inoperable vehicles up to 150,000 lbs, and maintain equipment; and (3) Certifications and Port Access—providing proof of HAZMAT certifications for at least two personnel per CFR Title 49 Section 172.702 and current business licenses or work permits from the host nation for prime and subcontractors. The technical response is limited to 15 pages of narrative content, excluding cover sheets, tables of contents, photographs, certifications, and business licenses. Any response rated "unacceptable" on any question results in an overall unacceptable rating. Offerors must provide complete responses with all requested documentation; failure to do so may result in ineligibility for award.
